HomeMy WebLinkAboutOrdinance #2089 ORDINANCE NO. 2089 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE BY REPEALING SECTION 17. 44 .175, AMENDING SEC- TIONS 17. 44 .010 AND 17 . 44 .130; AND ADDING SECTION 17 . 44. 230, ALL PERTAINING TO THE UNI- FORM PLUMBING CODE The City Council of the City of Huntington Beach does ordain as follows : SECTION 1 . Section 17 . 44 .175 of the Huntington Beach Municipal Code is hereby repealed. SECTION 2 . The Huntington Beach Municipal Code is hereby amended by amending Sections 17. 44 . 010 and 17. 44 .130 to read as follows : 17. 44 . 010 Adoption. There is hereby adopted by the city council of the city of Huntington Beach that certain code known as the Uniform Plumbing Code, compiled by the International Association of Plumbing and Mechanical Officials, being par- ticularly the 1976 edition thereof, and the whole thereof in- cluding the appendices and the standards thereof, but deleting Part 13 Administration, of which code not less than three (3) copies have been and now are filed in the office of the clerk of the city of Huntington Beach. Such code, and amendments thereto, is hereby adopted and incorporated, pursuant to Section 50022. 2 et seq. of the California Government Code, as fully as though set out at length herein for the purpose of prescribing regulations governing the installation, alteration, repair and maintenance of plumbing and drainage systems. From the date on which this chapter takes effect, the provisions of said code, together with amendments thereto, shall be con- trolling within the corporate limits of the city of Huntington Beach. 17. 44 .130 Fees--Schedule. Every applicant shall pay for each permit at the time of making application, a fee in accord- ance with the following schedule, and at the rate provided for each classification shown herein: 1. Fees for re- connection and retest of existing plumbing systems in relocated buildings shall be based on the number of plumbing fixtures , gas systems, water heaters, and other classifications involved. (b ) When a permit has been obtained to connect an existing building or existing work to the public sewer or to connect to a new private disposal facility, backfilling of private sewage disposal facilities abandoned consequent to such connection shall be included in the building sewer permit . (c) The fee for any lawn sprinkler system of more than fifty (50 ) heads, storm drain system, water distribution system or on-site sewer system shall be based on the value of the pro- posed work and shall be as provided in Table 3-A, Huntington Beach Building Code. 2. (d) The fee for any plumbing installation for which a permit is required but for which no fees are specified herein shall be based on the value of the proposed work and shall be as provided in Table No. 3-A, Huntington Beach Building Code. (e) A food waste disposer installed at the time of the original sink installation shall be considered as part of the sink. Dishwashers discharging into a food waste disposer or a separate trap shall require a separate fee . SECTION 3 . The Huntington Beach Municipal Code is hereby amended by adding thereto Section 17 . 44 .230 to read as follows : 17. 44 . 230 Appendix H amended--Battery drainage system. A horizontal branch, soil or waste pipe, to which two 2 or more water closets (except blow-out type) , pedestal urinals, shower stalls, or floor drains are connected in a battery, may be vented by a circuit or loop vent . When lavatories or similar fixtures discharge above such branches, each vertical branch shall be provided with a con- tinuous vent which may be connected to the circuit or loop vent of the battery. The circuit or loop vent of a battery drainage system shall be installed vertically in front of the last upstream fixture. In addition, lower floor branches serving more than three (3) water closets shall be provided with a relief vent taken off vertically in front of the first fixture connection. No more than eight (8) water closets may be connected to a battery drainage system. The fixture unit value for all fix- tures shall be as listed in Tables No. 4-1 and 4-2 . The hori- zontal branch for its full length to the furthest fixture shall be uniformly sized as listed in Table No. 4-3, based on the total number of fixtures . The vent of a. battery drainage system shall be sized for the fixture unit demand of the battery system according to Table No. 4-3 based on the total number of fixtures . The relief vent may be wet vented with a fixture drained vertically into the bat- tery drainage system, such vent shall be the same size as the circuit vent it intersects . All vents shall rise vertically to six (6) inches above the flood level of the highest fixture on the system. NOTE: This sytem is not approved for residential installa- tion. 3 . SECTION 4 . This ordinance shall take effect thirty days after its adoption. The City Clerk shall certify to the pas— sage of this ordinance and cause same to be published within fifteen days after adoption in the Huntington Beach News, a weekly newspaper of general circulation, printed and published in Huntington Beach, California.
