ORDINANCE NO. 2174
AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE
BY AMENDING CHAPTER 2 . 60 THEREOF TO INCORPORATE
THE NEW DEPARTMENT NAME OF "RECREATION, PARKS
AND HUMAN SERVICES"
The City Council of the City of Huntington Beach does
ordain as follows :
SECTION 1. The Huntington Beach Municipal Code is hereby
amended by amending Chapter 2. 60 to read as follows :

RECREATION, PARKS AND HUMAN SERVICES
2. 60. 010 Established. In order to secure the benefits
accruing to the city from the growth and development of land
within the city, there is established a recreation, parks and
human services department in the city.
2. 60. 020 Objectives . The objectives of the department
shall be to encourage, foster, facilitate, establish and main-
tain a systemized recreation, park acquisition and development
and human services program as directed by the city council. The
department shall also be responsive to the, advisory councils
formed to assist them, including, but not limited to, the recre-
ation and parks commission, the human resources council, and the
council on aging. Specifically, the department shall have re-
sponsibility to cooperate with other governmental agencies and
civic groups in the advancement of sound recreational and park
planning under the direction of the city council. In addition,
the department shall have human services responsibilities which
will include limited direct service delivery as well as the
enhancement of communication, cooperation and coordination among
agencies , organizations and those individuals providing services
to the residents of Huntington Beach. These services shall be
offered on any of the properties owned or controlled by the city
or on any other properties with the consent of the owners and
authorities thereof.
2. 60. 030 Fees and charges . The department of recreation,
parks and human services has authority to charge the public
reasonable fees for city building use and for participation in
recreation activities to help defray public expense, subject to
the approval of the city council.

2. 60. 040 Acceptance of gifts . The recreation, parks
and human services department may accept all gifts, devices,
legacies or bequests (personal property) from any source,
public or private, in the name of the city, subject to the
approval of the city council.
2. 60. 050 Funds . All moneys so obtained by the recrea-
tion, parks and human services department shall be deposited
by the director of recreation, parks and human services or
his assistant , in the general fund of the treasury of the
city, or any special fund the city council may designate.
2. 60. 060 Annual budget . The city council shall annually
establish a recreation, parks and human services department
budget of which department demands shall be drawn from the
general fund.
2 . 60. 070 Director--Appointment . The director of recrea-
tion, parks and human services shall be the head of the
recreation, parks and human services department.
2. 60. 080 Director--Responsibility. Subject to prevailing
administrative policy, the director of recreation, parks and
human services will assume full responsibility for the manage-
ment and overall coordination of all functions of a governmental
agency concerned with the development and operation of public
recreation, parks and human services.
2. 60 . 090 Director--Duties . The director of recreation,
parks and human services shall direct all operational and
development phases of the work; evaluate present and future
needs for areas and services and relate same to available
resources; recommend policy and act as advisor to administrative
and legislative superiors; direct and participate in the
preparation of budgets and reports; meet and confer with
individuals and groups in matters of public interest; develop
and maintain a high level of organizational efficiency and a
sound public relations program; plan and implement in-training
programs and assume such other duties which are essential to
good administrative practices . The director of recreation,
parks and human services shall supervise divisions of city
government pertaining to recreation, park acquisition, park
development and/or any other use the city council may so direct .
Said direction may be accomplished by a resolution passed by a
majority vote of the council. The director of recreation,
parks and human services shall serve as secretary to the
recreation and parks commission without vote .
2. 60.100 Appointment of subordinates . The director of
recreation, park- and human services shall, under the supervision
of the city administrator, appoint all other officers, assistants,

deputies and employees of the recreation, parks and human
services department , subject to the approval of the city council.
SECTION 2. This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach News , a weekly news-
paper of general circulation, printed and published in Huntington
Beach, California.

of members of the City Council of the City of Huntington Beach is seven;
that the foregoing ordinance was read to said City Council at a regular
meeting thereof held on the 7th day of February
1977 , and was again read to said City Council at a regular
meeting thereof held on the 22nd day of February , 19 77 and
was passed and adopted by the affirmative vote of more than a majority of
all the members of said City Council.
