AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE
BY AMENDING SECTIONS 2. 64 . 010, 2. 64. 040,
2. 64. 060, 2. 64.100, 2. 64.110, 2. 64.120 AND
2. 64 .130 PERTAINING TO THE HARBORS, BEACHES,
RECREATION AND PARKS COMMISSION
The City Council of the City of Huntington Beach does
ordain as follows :
SECTION 1. The Huntington Beach Municipal Code is hereby
amended by amending Sections 2. 64. 010, 2. 64. 040, 2. 64. 060,
2. 64 .100, 2. 64 .110, 2. 64 .120 and 2. 64 .130 to read as follows :
2. 64. 010 Established . There is established an advisory
harbors, beaches , recreation and parks commission in and for the
city. The present recreation and parks commission members and
officers shall serve out their designated terms as members of
the harbors, beaches, recreation and parks commission.
2. 64. 040 One-year members. The city council shall ap-
point six members for terms of one year. Each elementary, high
school, and Junior college district having facilities within
the city may recommend to the council, on or before the third
Monday in June of each year, two or more persons, residents of
their respective school districts , to represent their district .
One of said persons shall be appointed by the council for a
one-year term which will terminate on July lst the following
year. In the event that any district shall not make such rec-
ommendations to the council by the first day of July, then the
council may appoint some qualified person to a one-year term to
represent such school district on the commission.
2.64. 060 Secretary. The director of harbors, beaches ,
recreation and parks, or his designate, shall serve as secretary
to the commission without vote and shall keep permanent minutes
of the commission meetings.
2. 64. 100 Duties and responsibilities . The commission shall
act in an advisory capacity to the city council, the boards of
trustees of the school districts and the director of harbors,
beaches, recreation and parks in all matters pertaining to har-
bors bors and beaches facilities, park acquisition, development and
maintenance, and recreational programming or facilities. Also,

the commission shall cooperate with other governmental agencies
and civic groups in the advancement of sound harbors , beaches,
parks and recreational planning under the direction of the city
council. Commissioners may study, report and interpret the
needs of the public to the city council and may assist in se-
curing financial support from the community for harbors , beaches,
parks and recreational needs. The commission may review the
annual budget as presented to the city council and advise them
on the current operational needs and long-range plans for capital
improvement .
2.64 . 110 Meetings. The commission shall meet regularly on
the second Wednesday of each month at 7: 30 p.m. in the council
chambers unless it should fall on a holiday. In such case, the
following Wednesday shall be designated. Special meetings may
be called by the chairperson. All meetings shall be open to the
public .
2. 64.120 Election of officers . The commission shall elect
from its members a chairperson and vice chairperson at the regular
July meeting, and such officers shall serve for one year and un-
til their successors are elected and qualified. The chairperson
and vice chairperson may make and second motions and shall have
a vote in all proceedings of the commission.
2. 64.130 Quorum proceedings. A majority of the members
of the commission in office shall constitute a quorum. A ma-
jority vote of the members present and voting, where a quorum
is present at any regular or special meeting, is required to
carry a motion, proposal or resolution. Upon demand of any mem-
ber, the roll call shall be called for yeas and nays upon any
question before the commission. Absence from three consecutive
meetings without formal consent of the commission chairperson
shall be deemed to constitute the retirement of such member and
the position shall become vacant . Roberts ' Rules of Order Revised
will govern the procedure of meetings of the commission unless
inconsistent with other provisions of this chapter.
SECTION 2. All sections of Chapter 2. 64 not expressly
amended by this ordinance, shall remain in full force and effect
and shall be deemed to be reenacted as though set out in full
herein. The Harbors, Beaches, Recreation and Parks Commission
shall succeed to all the powers , rights and duties of the
Recreation and Parks Commission, and wherever there is a reference
to the "Recreation and Parks Commission" in ordinances , resolu-
tions , agreements and other documents , it shall be deemed to read
"Harbors, Beaches, Recreation and Parks Commission. "

SECTION 3. This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach Independent, a news-
paper of general circulation.

that the foregoing ordinance was read to said City Council at a regular
meeting thereof held on the 4th day of June
19 -9 , and was again read to said City Council at a regular
meeting thereof held on the 18th day of June 1979 and
was passed and adopted by the affirmative vote of more than a majority of
all the members of said City Council.
