AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
REESTABLISHING THE CITIZENS' ADVISORY BOARD
FOR HOUSING AND COMMUNITY DEVELOPMENT, AD
HOC TRANSPORTATION COMMITTEE, ALLIED ARTS
BOARD, ENVIRONMENTAL BOARD, HUMAN RESOURCES
BOARD, ADVISORY BOARD ON THE HANDICAPPED,
AIRPORT BOARD, AND SPECIAL EVENTS BOARD
The City Council of the City of Huntington Beach does ordain
as follows :
SECTION 1. The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 .99 , Citizen' s Advisory Board for
Housing and Community Development.

CITIZENS' ADVISORY BOARD FOR
HOUSING AND COMMUNITY DEVE70TRENT
2.99. 010 Created. There is hereby created the citizens '
advisory board for ousing and community development.
2 .99. 020 Composition. The board shall consist of twenty-
five members to be appointed by the city council from the electors
of the city to serve terms of one year, commencing July 1 of each
year.
2 . 99. 030 Duties and responsibilities . The purpose of
the board shall be to conduct hearings -a--nJ ascertain community
needs and views regarding the use of housing and community
development (HCD) block grants , formulate HCD grant applications ,
housing assistance plan, and project recommendations. The
board shall report to the city council. The board shall
terminate at such time as the city no longer participates in
the HCD block grant program.
SECTION 2 . The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 100 , Ad Hoc Transportation Committee.

AD HOC TRANSPORTATION COMMITTEE
2 . 100 . 010 Created. There is hereby created the ad hoc
transportation committee.
2. 100 . 020 Duties and responsibilities . The function of
the committee shall be to study and make recommendations re-
garding the dial-a-ride services in the city.
2 . 100. 030 Composition. The committee shall consist of
six mem ers inclu ing one member of the city council , two
members of the planning commission, and three other members .
Members to be appointed by the city council for terms of one
year, commencing July 1 of each year.
SECTION 3. The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 101 , Allied Arts Board.

ALLIED ARTS BOARD
2 . 101 . 010 Established. There is hereby established the
allied arts board.
2 .101 . 020 Duties and responsibilities . The purpose of
the board shall be to guide, encourage and promote cultural
activities and events in the city, to guide the city council
on cultural affairs , to prepare and submit budgets regarding
cultural events in the city and to arrange exhibits , concerts ,
dramas and to promote facilities for same.
2 . 101 . 030 Composition. The board shall be composed of
seven mem ers appointed y the city council by a majority vote.
The term of office of the board members shall be four years.
The city librarian shall act as secretary and ex-officio member.
If the city council determines that it would be for the best
interests of the board that a member be retired, it may so order
and appoint a successor for the unexpired term of office of
such retired member. Further, members shall be privileged to
retire voluntarily from the board at any time, successors to be
appointed in such cases for the unexpired terms of office, and
also in the event of other occurring vacancies from whatever
cause , by the city council by a majority of votes. The city
council shall be ex-officio members of said board. All members
of such board shall serve without compensation.

1 . 111. 111 Duties and responsibilities . The duties of
the board shall e as follows : a o consider the annual
budget for cultural purposes and make recommendations to the
city council .
(b) To recommend appointments to the board.
(c) To recommend to the city council rules and regulations
for the administration of the board.
2 . 101 .050 Acceptance of gifts . The board may accept all
gifts, evises , legacies or bequests , either real or personal
property from any source, public or private. An acquisition
by or dispersal to the board shall be administered through
the finance department of the city on authorization from this
board. All acquisitions and/or dispersals shall be consistent
with the purposes and functions of the board as set forth in
section 2 . 101. 020 above.
SECTION 4 . The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 102 , Environmental Board.

ENVIRONMENTAL BOARD
2 .102 , 010 Established. There is hereby created for the
city of Huntington Beac t e Huntington Beach environmental
board hereinafter referred to as the environmental board.
2 . 102 . 020 Composition. The environmental board shall
consist of not more than twenty-one voting members , all
appointed by the city council . All members shall be residents
of the city of Huntington Beach, and over one-half of the
members shall be registered voters of the city of Huntington
Beach. All members shall serve without compensation, and none
shall hold any office or employment in the city government.
Sixteen of the members shall be from the community at
large and shall serve a term of four years . Five one-year
memberships shall be filled by students of the high schools
and colleges within the city limits of Huntington Beach, or
by students living in Huntington Beach, but attending another
high school or college. Members at large shall have a term
starting July 1 and expiring July 30 , and present members
shall continue in office until July 30 of year of expiration
of term. Each of the one year student membership shall run
from October l to September 30 . Each member shall serve his
term until his successor is qualified and appointed. If
vacancies shall occur otherwise than by expiration of term,
they shall be filled by appointment for the unexpired portion
of the term.

1,111 , 110 Removal of members . Any member of the environ-
mental board, including the chairperson, shall be subject to
removal by motion of the city council adopted by at least four
affirmative votes . The membership of any member of the environ-
mental board shall be vacated if such member absents himself
from three consecutive regular meetings of the environmental
board, unless by permission of such environmental board, or
ceases to continue to comply with the requirements of new mem-
bers as to residence and/or voter registration.
2 .102 . 040 Advisers and assistants to environmental board.
The environmental board may request the city staFf to provi e
information, and subject to approval of the city administrator,
such assistance as may be helpful and desirable to effectuate
the purposes of the environmental board. The environmental
board may have as many ex-officio members , without the power to
vote, as may be appointed by the city council . The environmental
board may make investigations and employ persons , subject to
the approval of the city council, as it may deem necessary to
perform its duties and functions .
2 .102 . 050 Powers and duties aenerally. The environmental
board shall e empowered to have the duty to : (a) Study the
environment of the city of Huntington Beach and investigate all
actual and any potential threats to a clean environment for the

city and its inhabitants ; and
(b) Report to the city council, to other city boards ,
commissions , departments and to other public and private agencies
and groups its recommendations for legislation and other action
that could or might curtail or limit those activities which
appear to be an actual present threat, or which may become a
potential threat in the future, to the assurance of a clean,
healthy, desirable environment for the city and its inhabitants ;
and
(c) To perform such other duties as may, from time to time ,
be properly assigned or delegated to it by the city council .
SECTION 5. The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 .103, Human Resources Board.

HUMAN RESOURCES BOARD
2 .103. 010 Established. There is hereby created the human
resources oar .
2. 103. 020 Objectives. The purposes of the human resources
board shall be to : aServe as the coordinating and recommending

vehicle for human service research, evaluating and planning
services for agencies and organizations of the greater Hun-
tington Beach area.
Cb) Seek to enhance communication, cooperation and
coordination among agencies , organizations and individuals
providing human services to the residents of the greater
Huntington Beach area.
Cc) Serve as a recommending party to the city council
and West Orange County United Crusade , and perform such other
duties as may, from time to time , be properly assigned or
designated to it by the city council.
2 . 103. 030 Composition. The board shall consist of not
more t an l teen members to be appointed by the city council
for terms of three years . Members shall include the city
administrator or his designee, a public safety chief or his
representative from the police department or the fire depart-
ment, six at large members to be appointed by the city council ,
the chairman of the Huntington Beach council on aging, the
president of the Huntington Beach United Crusade Board, the
superintendent of the Huntington Beach union high school
district or his designee, and a representative from each of
the following : Golden West College , a voluntary agency, a
proprietary agency, and an association of community churches.
SECTION 6. The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 104 , Advisory Board on the Handi-
capped.

ADVISORY BOARD ON THE HANDICAPPED
2 . 104.010 Established. There is hereby established the
advisory board on the handicapped.
2 . 104. 020 Objectives. The purpose of the board shall be
to advise tie city council, its boards , commissions , and
committees , the city departments , and, from time to time, the
Huntington Beach high school district, on questions concerning
the handicapped.
2 . 104. 030 Composition. The board shall consist of not
less t an seven and n�o more than eleven members appointed by
the city council from the electors of the city, of whom at
least four are handicapped, as follows : one member of the city
council , one representative of the development services depart

ment, one representative of the harbors , beaches , recreation and
parks department, a deaf or hard of hearing member, a blind or
partially sighted member, a physically handicapped member, an
orthopedically handicapped member, a developmentally disabled
representative, and at large members.
2 . 104 . 040 A ointment and term. Members shall be appointed
by the city council for terms ot two years .
SECTION 7. The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 105 , Airport Board.

AIRPORT BOARD
2 . 105 . 010 Established. There is hereby established the
airport Eoard, to implement the policy of the city council of
support for Meadowlark Airport.
2 . 105 . 020 Composition. The board shall consist of nine
members appointed y the city council to include three local
homeowners , three members of the Meadowlark Pilots ' Association,
the Meadowlark Airport owner/operator, and two nonvoting liaison
members of the city council, Members shall serve terms of one
year.
2 . 105 .030 Objectives. The purposes of the board shall be
to : a esolve complaints against aircraft operating out
of Meadowlark Airport ;
(b) Improve noise abatement procedures and flight safety
conditions on and around the airport ;
(c) Promote and encourage general aviation activities at
Meadowlark Airport which are compatible with the surrounding
area; and
(d) Cooperate with county, state and federal authorities
in their efforts to develop a coordinated plan for aviation which
will serve in the best interests of the area residents now and
in the future.
SECTION 8 . The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 106, Special Events Committee.

SPECIAL EVENTS COMMITTEE
2 . 106 . 010 Established. There is hereby established a
special events committee.
2 . 106 . 020 Objective. The purpose of the committee shall
be to oversee and coordinate special events.
2. 106.030 Composition. The committee shall consist of
seven members appointed y the city council for terms of one
year.
SECTION 9. This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passing
of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach Independent, a news-
paper of general circulation.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the
18th day of June , 1979.
