HomeMy WebLinkAboutOrdinance #2399 r ORDINANCE NO . 2399 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE BY AMENDING CERTAIN SECTIONS CHAPTERS 2.30 AND 2 .64 TO EFFECT A CHANGE OF NAME FROM HARBORS , BEACHES , RECREATION AND PARKS DEPART- MENT AND HARBORS , BEACHES , RECREATION AND PARKS COMMISSION TO COMMUNITY SERVICES DEPARTMENT AND COMMUNITY SERVICES COMMISSION The City Council of the City of Huntington Beach does ordain as follows: SECTION 1 . The Huntington Beach Municipal Code is hereby amended by amending Sections 2. 30 .010, 2.30 .020, 2.30.030, 2 .30.0401 2 .30.070 , 2 .30 .0803 2 .64.010 , 2 .64.060 and 2.64.100 to read as follows: 2 .30.010 Established . There is hereby established a de- partment of community services. 2 .30 .020 Objectives . The objectives of the department shall be as follows: (a) To establish, facilitate, and maintain ample and suf- ficient safety services for the harbors and beaches owned and controlled by the city. (b) To operate and maintain the municipal parking lot, and other beach and harbor facilities of the city. ( c) To encourage, foster, facilitate, establish and main- tain a systematized recreation, park acquisition and development, and human services program as directed by the city council. (d) To assist advisory boards , commissions , and committees including, but not limited to, the community services commission, the human resources council and the council on aging. ( e) To cooperate with other governmental agencies and civic groups in the advancement of sound recreational and park plan- ning under the direction of the city council. (f) To be responsible for human services , including li- /ahb l . 9/6/79 mited direct service delivery as well as the enhancement of com- munication, cooperation, and coordination among agencies , organi nations, and those individuals providing services to the residents of the city, such services to be offered on any of the properties owned or controlled by the city or on any other properties with the consent of the owners and the authorities thereof . 2 .30.030 Director--Powers and duties . The director of community services shall be appointed by the city administrator with the approval of the city council. The director shall have the following powers and duties: (a) Plans , organizes and directs programs and activities in harbors , beaches , recreation and parks . (b) Directs and coordinates all activities and phases of operations within the department. ( c) Advises on acquisition, design and construction of recreational, beaches and parks facilities . (d) Insures recreation, beaches, harbor and parks needs are met and maintained within established framework, and exe- cutes policy, rules and regulations as established by the city council. ( e) Investigates and authorizes purchase of materials and equipment necessary to implement and operate programs . (f) Determines department policies and procedures . (g) Communicates program plans and activities to various city, intercity and community groups . (h) Prepares and administers departmental budget. ( i) Formulates and administers lease agreements . ( j) Serves as secretary to the community services commission or appoints deputy so to serve. (k) Performs such other duties and has such other powers as the city council may establish hereafter by resolution. 2 .30.040 Appointment of subordinates . The director, with the approval of the city administrator, shall appoint all other officers , assistants , deputies , and employees of the community services department. 2 .30.070 Annual budget . The city council shall annually 2. establish a community services budget. 2 .30.080 Terms. Wherever the terms "harbors and beaches department," "recreation, parks and human services department" or "department of harbors , beaches, recreation and parks" are used in this code, or in any resolution adopted by the city council, they shall be deemed to mean and read "community services department." Wherever the terms "director of harbors and beaches, " "director of recreation, parks and human services" or "director of harbors, beaches , recreation and parks" are used in this code , they shall be deemed to mean and read "director of community services ." 2 .64 .010 Established . There is established an advisory community services commission in and for the city. The present recreation and parks commission members and officers shall serve out their designated terms as members of the community services commission. 2 .64.060 Secretary. The director of community services , or his designate, shall serve as secretary to the commission without vote and shall keep permanent minutes of the commission meetings . 2 .64.100 . Duties and responsibilities . The commission shall act in an advisory capacity to the city council, the boards of trustees of the school districts and the director of community services in all matters pertaining to harbors and beaches facili- ties , park acquisition, development and maintenance, and rec- reational programming or facilities . Also the commission shall cooperate with other governmental agencies and civic groups in the advancement of sound parks and recreational planning under the direction of the city council. Commissioners may study, report and interpret the needs of the public to the city council and may assist in securing financial support from the community for harbors , beaches , parks and recreational needs . The commission may review the annual budget as presented to the city council and advise them on the current operational needs and long-range plans for capital improvement . SECTION 2. This ordinance shall take effect thirty days after its adoption. The City Clerk shall certify to the passage of this ordinance and cause same to be published within fifteen days after adoption in the Huntington Beach Independent, a news- paper of general circulation.
