AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE
BY AMENDING SECTION 14.16.190 RELATING TO
PROTECTION OF CROSS CONNECTIONS IN WATER
SYSTEMS
The City Council of the City of Huntington Beach does
ordain as follows:
SECTION 1 . The Huntington Beach Municipal Code is hereby
amended by amending Section 14.16.190 to read as follows:
14 .16.190 Protecting cross connections . An approved
backflow protection device shall be installed in all existing
water systems of all consumers within ninety days of the passage
of the ordinance codified herein and in all systems installed
thereafter, at the expense of the consumer, before service will be
continued or granted when any one of the following conditions
apply:
(a) Where an unapproved fresh water supply is already
available from a well, spring, reservoir or other source. Ifs
the consumer agrees to abandon this other supply and agrees to
remove all pumps and piping necessary for the utilization of
this supply, the installation of an approved backflow protection
device will not be required;
(b) Where salt water or water otherwise polluted is avail-
able for industrial or fire protection purposes ;
(c) Where the premises are or may be engaged in industrial
processes using or producing process waters or liquid industrial
wastes , or where the premises are or may be engaged in handling
sewage or any other dangerous substance;
(d) Where the circumstances are such that there is special
danger of backflow of sewage or other contaminated liquids
through plumbing fixtures of water-using or treating equipment ,
or storage tanks and reservoirs;
(e) Where the premises are used for a trailer park;
(f) Under special circumstances where the consumer is en-

gaged in the handling of especially dangerous or corrosive li-
quids of industrial or process waters , the city may require the
consumer to eliminate certain plumbing or piping connections
as an additional precaution and as a protection to the backflow
preventive devices;
(g) As a protection to the consumer' s plumbing system, a
suitable pressure relief valve must be installed and maintained
by him at his expense when check valves or other protective
devices are used. The relief valve shall be installed between
the check valves and the water heater;
(h) Whenever backflow protection has been found necessary
on a water supply line entering a consumer' s premises , then any
and all water supply lines from the city' s mains entering such
premises , buildings or structures shall be protected by an ap-
proved backflow device regardless of the use of the additional
water supply lines;
(i) Two or more services supplying water from different
street mains to the same building, structure or premises through
which an interstreet main flow may occur, shall have a standard
check valve on each water service to be located adjacent to and
on the property side of the respective meters;
(j) Check valves shall not be considered adequate if
backflow protection is deemed necessary to protect the city' s
mains from pollution or contamination, but the installation of
approved dual backflow devices at such meters shall satisfy the
requirements of the city water department.
(k) The approved backflow protection devices may be in-
spected and tested periodically for water tightness by the city;
(1) The owner of any premises on which there is an approved
backflow device installed shall inspect this device for water
tightness and reliability at least every three months . The device
shall be serviced, overhauled or replaced whenever it is found
defective and all cost of repair and maintenance shall be borne by
the consumer. Certified records of such inspections and opera-
tions will be required by the city;
(m) The service of water to any premises may be immedi-
ately discontinued by the city if any defect is found in the
approved backflow device, or if it is found that dangerous cross
connections exist . Service will not be restored until such
defects are corrected.
SECTION 2 . This ordinance shall take effect thirty days
after its adoption. The City Clerk shall certify to the passage

of this ordinance and cause same to be published within fifteen
days after adoption in the Huntington Beach Independent, a news-
paper of general circulation.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 3rd
day of December 1979 .

meeting thereof held on the 19th day of November
19 79 , and was again read to said City Council at a regular
meeting thereof held on the 3rd day of December , 19 79 and
was passed and adopted by the affirmative vote of more than a majority of
all the members of said City Council.
