limit of forty-five ( 45 ) miles per hour is the most appropriate
to facilitate the orderly movement of traffic and is reasonable

SECTION 3. This is an emergency ordinance necessary for
the immediate preservation of the public peace , health, safety
and welfare , and shall take effect upon adoption. The City
Council finds that a condition hazardous to the motoring public
exists on Warner Avenue due to the partial closure of Warner
Avenue bridge which has reduced the number of traffic lanes
available to the motoring public across such bridge , thereby
making the present speed limit of forty-five miles per hour
unsafe for vehicular traffic approaching Warner Avenue bridge ,
but that a speed limit of thirty-five miles per hour is suf-
ficient to alert motorists that such bridge is being recon-
structed.
SECTION 4. The City Clerk shall certify to the passage of
this ordinance and shall cause same to be published within fifteen
days of its passage in the Huntington Beach Independent, a news-
paper of general circulation.
