AN URGENCY ORDINANCE OF THE CITY OF HUNTINGTON
BEACH IMPOSING A FOUR-MONTH MORATORIUM ON THE
CONVERSION OF MOBILEHOME PARKS TO OTHER USES
WHEREAS, the City Council of the City of Huntington Beach
desires to establish a four-month moratorium upon the conver-
sion to other uses of mobilehome parks to allow a reasonable
period of time for the Department of Development Services and
the Planning Commission to study and recommend viable proposals
for implementing mobilehome park conversions; and
Pursuant to California Government Code section 65858, a
public hearing is not required; and
The Department of Development Services and Planning
Commission are hereby instructed to study and recommend rea-
sonable means by which the conversion to other uses of mobile-
home parks may be effected,
NOW, THEREFORE, the City Council of the City of Huntington
Beach does ordain as follows :
SECTION 1. A four-month moratorium upon the conversion of
mobilehome parks to other uses is hereby established, and such
moratorium shall not be extended beyond the four-month period
stipulated herein.
I� SECTION 2. Any provision of the Huntington Beach Municipal
Code or Huntington Beach Ordinance Code inconsistent herewith,
to the extent of such inconsistency and no further, is hereby
suspended during the period of this moratorium.
SECTION 3. This ordinance is hereby declared to be an
urgency measure for the immediate preservation of the general
public peace, health, safety and welfare so that the Department
of Development Services and the Planning Commission may develop
viable proposals and recommendations for the orderly conversion of
mobilehome parks to other uses in order to avoid unnecessary

zoning problems and the random displacement of persons now
dwelling in mobilehome parks in this city. For the reasons set
forth herein, this ordinance shall be in full force and effect
upon adoption. The City Clerk shall certify to the passage of
this ordinance and shall cause same to be published within
fifteen days of its adoption in the Huntington Beach Independent,
a newspaper of general circulation.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at an adjourned regular meeting thereof held
on the 29th day of June , 1981.
