HomeMy WebLinkAboutOrdinance #2562 ORDINANCE NO. 2562 AN URGENCY ORDINANCE OF THE CITY OF HUNTINGTON BEACH IMPOSING A ONE-YEAR MORATORIUM ON THE CONVERSION OF MOBILEHOME PARKS TO OTHER USES WHEREAS, an eight-month moratorium on conversion of mobile- home parks to other uses was established by Urgency Ordinance No. 2509, adopted October 5 , 1981; and The City Council desires additional time to review the Planning Commission' s recommended mobilehome park conversion ordi- nance, approved on June 1, 1982 ; and Notice pursuant to Government Code section 65856 and public hearing having been held, the City Council of the City of Huntington Beach finds it necessary that this ordinance be adopted as an urgency measure to protect the public health, safety and welfare so that the Department of Development Services and the City Council may have sufficient time to study proposals and make proper recommendation to implement mobilehome park con- versions , NOW, THEREFORE, the City Council of the City of Huntington Beach does ordain as follows : SECTION 1. A one-year moratorium upon the conversion of mobilehome parks to other uses is hereby established pursuant to Government Code section 65858. SECTION 2. This ordinance is hereby declared to be an ur- gency measure for the immediate preservation of the general pub- lic peace, health, safety and welfare to provide additional time for the Department of Development Services and the Planning Commission of this city to consider effective means for the order- ly conversion of mobilehome parks to other uses so that unnecessary /ahb 6/2/82 1. 5 votes i i zoning problems and random displacement of persons now dwelling in mobilehome parks may be avoided. SECTION 3. This ordinance shall take effect immediately and in accordance with Government Code section 65858 , is of no further force and effect one year from the date of its adoption. SECTION 4. The City Clerk shall certify to the passage of this ordinance and shall cause same to be published within fif- teen days of its adoption in the Huntington Beach Independent, a newspaper of general circulation.
