HomeMy WebLinkAboutOrdinance #2625 ORDINANCE NO. 2625 AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE BY REPEALING CHAPTER 2. 84 AND ADDING THERETO NEW CHAPTER 2. 84 ENTITLED, "PUBLIC LIBRARY-- GENERAL PROVISIONS" I The City Council of the City of Huntington Beach does ordain I as follows : SECTION 1. Chapter 2. 84 of the Huntington Beach Municipal Code is hereby repealed. SECTION 2 . The Huntington Beach Municipal Code is hereby amended by adding thereto new Chapter 2. 84 entitled, "Public Library--General Provisions" to read as follows : 2.84. 010 Library and library board established. (a) A public library is established in and for this city, the inhabi- tants thereof, and nonresident taxpayers . (b ) An advisory library board is established in and for the city composed of seven (7) members who shall be appointed, from the electors of the city, by the mayor with the approval of the city council. Members shall hold no paid office or employ- ment in the city government while serving on such board. 2.84. 020 Board--Terms. The members of the board shall serve for four years . Four members shall be appointed ef- fective July 1, 1981, and the remaining three members , presently holding office on the effective date of this section shall con- tinue to serve the terra for which they were originally appointed, expiring June 30, 1982. At the mayor' s discretion, with approval of the city council, members may serve as many terms as seems desirable, and if it appears to be in the city' s interest, the mayor, with council concurrence, may retire any member of the board. Any vacancy occurring on such board shall be filled by appointment for the unexpired term or until such time as a successor is regularly appointed and qualified. Regular attendance at meetings is required of all members to enable the board to discharge its duties . A member absent from three ( 3) consecutive meetings without consent of the chairman shall be deemed to have resigned from the board, and immediate AJF/ahb 4/28/83 6/1/83 1. (2) notification shall be given to the mayor and city council of such vacancy. 2. 84. 030 Mayor---Ex officio member. The mayor shall be an ex officio member of the board. 2. 84. 040 Secretary. The director of community services, or his designee, shall serve as secretary to the board without vote, and shall keep permanent minutes of the board meetings. Roberts ' Rules of Order Revised shall govern the procedure of the meetings of the board unless inconsistent with other pro- visions of this chapter. 2. 84. 050 Duties and responsibilities. The board shall act in an advisory capacity to the city council in all matters per- taining to the library except those dealing with administrative functions . Also the board shall cooperate with other civic groups in the advancement of library planning under the direc- tion of the city council. The board may study, report and inter- pret the needs of the public to the city council and may assist in securing financial support from the community for library needs. The board may review the annual budget as presented to the city council and advise it on the current operational needs and long-range plans for capital improvement. The board shall perform such other functions as the city council may direct and require from time to time. 2.84. 060 Meetings---Quorum. The board shall meet at such time and place as it may fix by resolution. All meetings shall be open to the public. A majority of the board shall constitute a quorum for the transaction of business . 2.84. 070 Election of officers. The board shall elect from its members a chairman and vice chairman at the regular January meeting. Such officers shall serve for one year or until their successors are elected. The chairman and vice chairman may make and second motions and shall have a voice and vote in all pro- ceedings . SECTION 3. This ordinance shall become effective thirty days after its passage.
