AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING THE HUNTINGTON BEACH MUNICIPAL CODE BY
ADDING CHAPTER 2 . 108 , HUNTINGTON BEACH YOUTH BOARD
The City Council of the City of Huntington Beach does ordain
as follows:
SECTION 1. The Huntington Beach Municipal Code is hereby
amended by adding Chapter 2 . 108, Huntington Beach Youth Board,
reading as follows:
Chapter 2 .108
Huntington Beach Youth Board
2 . 108 .010 . Established. The Huntington Beach Youth Board is
hereby established to accomplish the following objectives:
1 . To promote Council, city staff and public understanding
of the achievements, problems and needs of the city' s young people;
2 . Under Council direction, to enable young people to
participate in various city activities and make recommendations to
the Council therefor; and
3 . To promote and encourage increased interest and
participation among young people in community affairs .
2 . 108 .020 . Composition and Appointment . The Huntington
Beach Youth Board shall be appointed by the City Council to serve
as an advisory body, composed of the following members who shall
serve terms of one ( 1) year with a maximum of four (4 ) consecutive
terms for any representative.
One member representing Huntington Beach High School
One member representing Ocean View High School
One member representing Edison High School
One member representing Marina High School .
Five members chosen from the community at large.
All members of the Huntington Beach Youth Board shall be
enrolled in school (grades 8th - 12th) and shall be residents of
this city during their service on the Boards. As of June 1, 1988,
no board member may be a full or part time officer or employee of
the city.
The Board shall inform the City Council of any vacancy which
may occur and request that such vacancy be filled.

2 .108 .030 . Operating Policies . Except as otherwise provided
in this chapter, the board shall conform to the operating policy
for boards and commissions as set forth in chapter 2 .100 of this
code.
2 . 108 . 040 . Bylaws. With the assistance of members of the
city staff, the Board shall promulgate bylaws by which it shall
determine the number and election of officers, the frequency and
time of its meetings, and the order of its business . Bylaws shall
be subject to approval by the City Council .
2 .108 .050 . Brown Act. The Board shall be governed by the
provisions of the Brown Act (Government Code § 54950 , et seq. ) .
SECTION 2 . All resolutions in conflict herewith are hereby
repealed.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach at a regular meeting thereof held on the 2nd day
of November , 1987

Clerk of the City of Huntington Beach and ex-officio Clerk of the
City Council of the said City, do hereby certify that the whole number
of members of the City Council of the City of Huntington Beach is seven;
that the foregoing ordinance was read to said City Council at a regular
meeting thereof held on the 19th day of October
19 87, and was again read to said City Council at a regular
meeting thereof held on the 2nd day of November , 19 87 and
was passed and adopted by the affirmative vote of more than a majority of
all the members of said City Council.
