ORDINANCE NO. 3145
AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING
THE HOLLY-SEACLIFF SPECIFIC PLAN BY AMENDING SECTIONS
II-2 9 (TABLE 1) ; EXHIBITS 3 , 7-12; AND IV-2, (TABLE 2)
THEREOF TO PROVIDE FOR A CHANGE IN DEVELOPMENT DESIGNATION
GENERALLY LOCATED ON 9 GROSS ACRES NORTH OF CLAY AVENUE BETWEEN
STEWART STREET AND CRYSTAL STREET, AND ACCOUNT FOR A CHANGE IN
RESIDENTIAL DENSITY FROM MEDIUM DENSITY RESIDENTIAL 8 . 8 D.U.
/AC TO MEDIUM DENSITY RESIDENTIAL 15 D.U./AC ON REAL PROPERTY
GENERALLY LOCATED ON 8 GROSS ACRES EAST OF MAIN
STREET AND NORTH OF CLAY AVENUE. (CODE AMENDMENT NO. 91-12)
WHEREAS, pursuant to the State Planning and Zoning Law,
the Huntington Beach Planning Commission and Huntington Beach

City Council have had separate public hearings relative to Code
Amendment No. 91-12 wherein both bodies have carefully

considered all information presented at said hearings,
And after due consideration of the findings and

recommendations of the Planning Commission and all evidence
presented to said City Council, the City Council finds that
I
such Code Amendment are proper, and consistent with the General
i
Plan,
I
NOW, THEREFORE, the City Council of the City of
I
Huntington Beach does ordain as follows :
SECTION 1. The Land Use Designation on the following
,
described real property, generally located on 9 acres on the
,
northwest corner of Clay Avenue and Crystal Street is hereby
changed from RM (Medium Density Residential) to I

(Industrial) . The Industrial Development Standards of the
Holly--Seacliff Specific Plan shall be applied to this property,
except that the drilling of new oil wells will be prohibited.
Parcel 1: Lots 17, 18, 19, 20, 21, 22, 23 and 24 of Block C
of Garfield Street Addition, as shown on a map
recorded in Book 7, Pages 27 and 28, Miscellaneous
Maps, Records of Orange County, excepting that
portion previously dedicated for highway purposes .
SECTION 2 . The following described real property, generally
located on 8 acres on the northeast corner of Clay Avenue and Main
Street is hereby changed from Medium Density Residential, 8. 8 units
per acre, to the Medium Density Residential (R2) Development

Standards of the Huntington Beach Ordinance Code except for
properties fronting Main Street which will be subject to the

Community Theme Guidelines of the Holly-Seacliff Specific Plan.
Parcel 1: Lots 20 , 21, 22, 23 and 24 of Block "A" of
Garfield Street Addition, as shown on a map
recorded in Book 7, Pages 27 and 28, Miscellaneous
Maps, Records of Orange County.
Parcel 2 : Lots 34 , 35, 36 and 38 of Block "B" of Garfield
Street Addition, as shown on a map recorded in
Book 7, Pages 27 and 28, Miscellaneous Maps,
Records of Orange County.
Parcel 3 : That portion of Lot 25 of Block "A" of Garfield
Street Addition, as shown on a map recorded in
Book 7, Pages 27 and 28, Miscellaneous Maps,
Records of Orange County, being described as
follows : The south 90 . 00 feet of the west 135 . 00
feet.
SECTION 3 . The Director of Community Development is hereby '

directed to amend the following sections of the Holly-Seacliff
Specific Plan (H. S.S.P. ) , December 1991, to reflect General Plan
Amendment 91-5, described in sections 1 and 2 hereof .

Amended H.S. S.P. Sections :
11--2 : Table 1; Planning Unit IV-2 to reflect change in E;
total units from 70 to 120 and change in average
density from 8 . 8 to 15; Planning Unit IV-3 to reflect
change in Land Use Category from Medium Density
Residential to Industrial, change in the total units
category 1 to 4, change in the maximum density and
average density categories to blank, and change in
Development Standards (Page) category from III-18 to
III-28; Subtotal to reflect change in total units
from 785 to 752; Total to reflect change in total
units from 3, 930 to 3, 897.
11: Exhibits 3, 8, 9, 10, 11 and 12, Area IV-3 thereof,
to reflect change in Land Use Designation from RM to

The Industrial area, which currently is the center of
oil production and oil--related services and storage
uses, is intended to be developed as light I`
industrial . The Industrial land uses within
Holly-Seacliff are located at the intersection of
Garfield Avenue and Goldenwest Street, within
Planning Areas II and IV.

SECTION 4 . The Director of Community Development is hereby
directed to amend the following sections of the Holly-Seacliff

maps, as amended hereby, are available for inspection in the Office
of the City Clerk.
SECTION 5 . This ordinance shall take effect thirty (30) days
after its adoption.
