AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
AMENDING SECTIONS 2,72.060, 2.72.065, 2.100,060 AND 2,100,110
OF THE HUNTINGTON BEACH MUNICIPAL CODE
REGARDING THE TERM OF THE PERSONNEL COMMISSION
WHEREAS, members of all Commissions of the City are subject to term limitations, with
the exception of the Personnel Commission; and
After due consideration, the City Council has determined that members of the Personnel
Commission should be subject to the same term limitations as other Commissioners;
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
ordain as follows:
SECTION 1. That Section 2.72.060 of the Huntington Beach Municipal Code entitled
"Commissions - Members - Terms", is hereby amended to read as follows:
"2.72.060 Commission—Members—Terms. The members of the
Personnel Commission shall be appointed by the City Council from the electors of
the city. No member shall hold any paid office or employment in the city
government while serving on the commission or for one (1)year after ceasing to
be a member. Members shall be subject to removal by motion of the City Council,
adopted by the affirmative votes of a majority of the total membership thereof.
The members thereof shall serve for terms of four (4)years and until their
respective successors are appointed and qualified. The terms shall be staggered so
that the number of terms expiring in any year shall not vary by more than one from
the number of terms expiring in any other year. Terms shall expire on June 30 of
the appropriate year. A vacancy occurring before the expiration of a term shall be
filled by appointment for the remainder of the unexpired term."

SECTION 2. That Section 2.72.065 of the Huntington Beach Municipal Code, entitled
"Service Limitations", is hereby added to read as follows:
"2.72.065 Service limitation. No person shall serve more than two (2)
consecutive terms on the Commission. The terms of any persons having already
served at least two (2) consecutive terms on the Commission on the effective slate
of this ordinance shall terminate immediately upon the City Council appointing
their successor."
SECTION 3. That Section 2.100.060 of the Huntington Beach Municipal Code, entitled
"Service Limitation", is hereby amended to read as follows:
"2.100.060 Service limitation. No person shall serve on more than one board or
commission at any one time. No person shall serve more than two (2) consecutive
terms on any one (1) board or commission.."
SECTION 4. That Section 2.100.110 of the Huntington Beach Municipal Code, entitled
"Applicability", is hereby amended to read as follows:
"2.100.110 Applicability. This chapter shall apply to all boards and
commissions, unless an ordinance enacted after the date of this section establishes
different requirements."
SECTION 5. This ordinance shall become effective thirty days after its adoption.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 1st day of April , 1996.

I, CONNIE BROCKWAY, the duly elected, qualified City Clerk of the
City of Huntington Beach, and ex-officio Clerk of the City Council of said City, do
hereby certify that the whole number of members of the City Council of the City of
Huntington Beach is seven, that the foregoing ordinance was read to said City Council
at a regular meeting thereof held on the 18th of March, 1996, and was again read to
said City Council at a regular meeting thereof held on the 1st of April, 1996, and was
passed and adopted by the affirmative vote of at least a majority of all the members of
said City Council.
