AN EMERGENCY ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING
CHAPTER 13.08 OF THE HUNTINGTON BEACH MUNICIPAL CODE
PERTAINING TO BEACH REGULATIONS/SPEED LIMITS,
The City Council of the City of Huntington Beach does ordain as follows:
SECTION 1. That Section 13.08 of the Huntington Beach Municipal Code is
hereby amended to add new Section 13.08.285 read as follows:
13.08.285 Definition - Wheeled Conveyance. For the purposes of
this chapter, wheeled conveyance shall include, but not be limited to:
bicycle, skateboard, rollerblades, rollerskates, and strollers.
SECTION 2. That Section 13.08,290 of the Huntington Beach Municipal Code is
hereby amended to read as follows:
13.08.290 Exceeding Speed Limit.
a. No person shall operate any wheeled conveyance of any type on the
beach or beach service road at a speed in excess of 10 miles per hour
unless a greater speed is posted. The maximum speed limit when
pedestrians are present shall be 5 miles per hour. Any person violating this
section shall, upon conviction, be guilty of an infraction, and subject to a fine
equal to the bails set for violation of Section 22350 VC, as listed in the
Uniform Bail Schedule, utilized by the Municipal Court.
b. No person shall operate any wheeled conveyance of any type on the
beach service road at a walking speed in excess of 2.5 miles per hour,
between designated points, when the yellow lights are flashing. Any person
violating this section shall, upon conviction, be guilty of an infraction, and
subject to a fine equal to the bails set for violation of Section 22350 VC, as
listed in the Uniform Bail Schedule, utilized by the Municipal Court.
SECTION 3. The City Council declares that this emergency ordinance is
required for the immediate preservation of the public peace, health, or safety.
Therefore, pursuant to Section 501 of the City Charter, this ordinance shall become
effective immediately upon its affirmance by at least five of the members of the City
Council.

SECTION 4. This ordinance shall take effect immediately upon its adoption.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at
a regular meeting held thereof on the _6th_ day of May _ , 1996.

May. 1996, and was passed and adopted by at least four-fifths (4/5) affirmative
vote of said City Council.
