AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH
CREATING THE CITIZEN PARTICIPATION ADVISORY BOARD
BY CONSOLIDATING THE CITIZENS ADVISORY BOARD AND
HUMAN RESOURCES BOARD AND REPEALING
HUNTINGTON BEACH MUNICIPAL CODE CHAPTERS 2.99
AND 2.103
WHEREAS, The City Council wishes to consolidate the duties and responsibilities of the
Citizens Advisory Board (CAB) and the Human Resources Board (HRB) into one board as these
bodies advise City Council on the community development plans required by the Department of
Housing and Urban Development (HUD); and
The purpose of the Citizens Advisory Board was to conduct public hearings to ascertain
community housing needs, to review low and moderate income housing development projects and
proposals, to determine community views regarding housing and development needs and
priorities, consider use of funds available for housing and community development (HCD),
including HCD block grant, to formulate HCD grant applications and housing assistance plans, to
assist and advise the City Council and staff with review and assessment of low and moderate
income housing development projects, and to make recommendations regarding housing and
development projects. The Board reported to the City Council, and each year provided the City
Council with specific recommendations regarding the low and moderate income housing and
development projects and proposals reviewed by the Board; and
The purpose of the Human Resources Board was: (1) to serve as the coordinating and
recommending vehicle for human service research, evaluating and planning services for agencies
and organizations of the greater Huntington Beach area; (2) to enhance communication,
cooperation and coordination among agencies, organizations and individuals providing human
services to residents of the greater Huntington Beach area; and (3) to serve as a recommending
party to the City Council and the West Orange County United Way, and perform other duties as
may, from time to time, be properly assigned or designated to it by the City Council; and
The Department of Housing and Urban Development (HUD) requires citizen participation
in the City's Consolidated Planning process, and other plans that may arise from time to time, and
the City must identify the community development needs, including public services, housing, and
public improvements and facilities;
NOW THEREFORE, City Council creates the Citizen Participation Advisory Board
(CPAB) and consolidates the membership and responsibilities of the Citizens Advisory Board and
the Human Resources Board so that the community development plans required by the
Department of Housing and Urban Development (HUD) can be coordinated to include public
services, housing, and public improvements and facilities. It is Council's intent to permit as many
of the current members to serve the remainder of their terms until such time the CPAB
membership is reduced to fifteen members through attrition, and Council ordains as follows:

SECTION 1. That Chapters 2.99 and 2.103 of the Huntington Beach Municipal Code are
hereby repealed.
SECTION 2. That Chapter 2.97 is adopted to read as follows:

2.97.010 Created. There is hereby created the Citizen Participation Advisory Board
(CPAB).
2.97.020 Composition. Members of both the Citizens Advisory Board (CAB) and the
Human Resources Board (HRB) in good standing may continue their service by being hereby
appointed to the Citizen Participation Advisory Board until the end of their current CAB or HRB
term, or may withdraw from service. Thereafter, the CPAB shall consist of up to fifteen members
to be appointed by vote of the City Council. Terms shall be concurrent with the City's HUD
grant year, commencing July 1.
2.97.030 Duties and Responsibilities. The purpose of the board shall be to provide citizen
participation and coordination in the City's planning processes for its Housing and Urban
Development (HUD) programs. The Board shall assess the needs of the community, particularly
that of low and moderate income households, evaluate and prioritize projects pertaining to the
required plans and provide recommendations to City Council on such plans and projects. The
Board may hold public hearings to obtain citizen input on community needs, plans or proposals.
The Board shall provide specific recommendations regarding the projects reviewed by the Board
to the City Council.
2.97.040 Operating Policies. The Board shall conform to the operating policy for boards
and commissions as set forth in Chapter 2.100 of the Huntington Beach Municipal Code. The
Standard Code of Parliamentary Procedure, new and revised, shall be the guide for the conduct of meetings.
2.97.050 Quorum. A simple majority of the existing membership shall constitute a quorum,
disregarding vacant positions if any.

2.97.060 Officers and Terms. The officers of the CPAB shall be the Chairperson, Vice
Chairperson, and Secretary. Officers shall serve for a term of one year until successors are
elected. The Chairperson shall not serve more than two consecutive years in this office. Terms of
office shall be commensurate with the City's grant year.
2.97.070 Meeting Location and Time. The Board shall hold regular monthly meetings, C
excluding June, July and August, and establish its meeting times and locations by a minute action.
All meetings are open to the public and special meetings may be called in conformance with the
Ralph M. Brown Act. The Board is encouraged to hold meetings in areas where the proposed
activities may occur, providing opportunities for increased community participation.
2.97.080 Conflict of Interest. No Board member shall obtain a financial interest or benefit
from a recommended activity, or have a financial interest in any contract, subcontract, or
agreement with respect to either a recommended activity or with respect to the proceeds of the
activity, either for themselves or those with whom they have business or immediate family ties,
during their tenure or for one year thereafter, unless an exception is permitted as determined by
HUD. Upon appointment, each Board member shall provide their Statement of Economic
Interest to the City.
SECTION 3. This ordinance shall take effect 30 days after its passage.
