AN ORDINANCE OF THE CITY OF HUN hINGTON BEACH
AMENDING THE HUNT 1NGTON BEACH MUNICIPAL
CODE BY AMENDING CHAPTERS 2 15, 2 30, 2 33, 2 56, 2 86 AND 2 114 THEREOF
The City Council of the City of Huntington Beach does heicby ordain as follows
SECTION 1 That Section 2 15 030 of the Huntington Beach Municipal Code is hereby
amended to read as follows:
2.15.030 Chief Financial Officer—Powers and Duties
The Chief Financial Officer shall be appointed by the City Manage) 1 he Chief Financial Oflicet
shall have the following powers and duties
A Diect, plan, organize and coordinate programs and activities of the Finance Depaltment
B Establish and maintain a system of financial piocedui es, accounts and contlols for the
City government and each of its offices, ofGceis, departments and agencies
C Provide ditectton foi the control of all expenditures to ensure that budget appioptlatlons
ate not exceeded

E Duect and administer the City's centialtzed purchasing function with regard to

G Administei and enforce all Municipal Code regulations including but riot hnnited to
I Licensing Piocedutes (Chapter 5 08)

H Establishes and controls all bank accounts, negotiates services and contracts with bank,
and handles iehuned checks and reconciliation theieol
1 Collects and deposits of causes to be deposited monies owed to the City whether by tax,
fee, charge, judgment, settlement of otherwise, utilizes letters, phone calls, and collection
agencies as required, and may write off uncollectible items up to $10,000 00 without
finthei authorization, between $10,000 00 and $50,000 00 with the prior approval of the
City Manager and in excess of$50,000 00 with City Council approval only, in
fu itheiance ofthe City fieasurei's duties undei the City Chaiter
J Makes cash flow piojections on a weekly and monthly basis
K Receives all City monies including taxes, fees, water, sewer and tiash fees including oil
well ioyalties and tiansient occupancy taxes in furtherance of the City Tieasuier's duties
under the City Charter
L Maintains all ttusts, bonds, security agreements, and funds for the City including the
filing, depositing, refunds and releases, letters of release, and inquiries relating thereto
SECTION 2 That Section 2 15 040 of the I-liintington Beach Municipal Code is hereby
amended to read as follows
2.15.040 Appointment of Subordinates
The Chief Financial Officer, with the appioval of the City Manager, shall appoint all other
officers, assistants, deputies and employees of the Finance Department
SECTION 3 That Section 2 15 050 of the Huntington Beach Municipal Code is hereby
amended to read as follows
2.15.050 Financial and Accounting Duties of City Clerk Transferred
In accordance with Government Code Sections 37209 and 40805 5, the financial and accounting
duties imposed upon the City Clerk by Government Code Sections 40802 thiough 40805 are
hereby transfer ted to the Chief Financial Officer
SECTION 4. That Section 2 30.030 of the Huntington Beach Municipal Code is hereby
amended to read as follows:
2.30.030 Director—Powers and Duties
The Diiectoi of Community Seivices shall be appointed by (lie City Managei 'i he director shall

A Plans, organizes and detects programs and activities m harbors, beaches, recreation,

B Directs and coordinates all activities and phases of operations within the depar tment
C Advises on acquisition, design and construction of recreational, beach, park and cultural
facilities
D Insures recreation, beach, park, human services, cultural, atts and museum needs ale met
and maintained within established framework, and executes policy, rules and regulations
as established by the City Council
E Investigates and authorizes purchase of rnatei tals and equipment necessary to implement
and operate programs
1' Determines department policies and procedures
G. Communicates program plans and activities to various City, intercity and community
groups.
H. Prepares and administers depaitnrental budget
I Serves as secretary to the department's advisoiy boards and commissions of appoints
appropriate staff so to serve
J Performs such other duties and has such othei powers as the City Council may establish
hereafter by resolution
SECTION 5 That Chapter 2 33 of the Huntington Beach Municipal Code rs hereby
amended to read as follows:
Chapter 2.33 DEPARTMENT OF COMMUNITY DEVELOPMENT
2.33.0I0 Department Established
There is hereby created the Department of Community Development of the City of Huntington
Beach
2.33.020 Director—Appointment
The Director of Community Development shall be the head of the department and such director
shall be appointed by the City Manager
2.33.030 Department Objectives
The objectives of the department shall be as follows

A 11iovide long-range data analysis and connpiehcnsive planning, including statistical
research, neighbor hood planning and analysis, special projects, and methods of
implementing plans and programs
B AClminislei ongoing and continuing planning and zoning functions, including
admi istiation of zoning and subdivision ordinances
C Provide services to developers and investors to assist in facilitating development 01 to
encourage new development in accordance with policics of the City Council
D Administer and enforce laws, ordinances, regulations and programs related to housing,
zoning and piopeity maintenance
E Provide staff services and support to the Planning Commission, Zoning Administiatoi,
Design Review Board, Envnonnnental Board, Subdivision Cornmrttee, Environmental
Assessment Committee, and other committees, Subcommittees, boards and commissions
pertaining to planning
h Administer and enforce state and local construction regulations to protect the health and
safety of the community
G Utilize automation to improve the access to information and services
H. Provide plan review and inspection services in a professional, flexible and equitable
manner
l Perform such other related duties as shall be iequiied by law, ordinance of the City
Manager
2.33.040 Director—Powers and Duties
A The Director of Community Development shall be responsible for the administration and
enforcement of appropriate sections of Titles 8, 15 and 17 of the Huntington Beach
Municipal Code, the City Of Huntington Beach Zoning and Subdivision Ordinance, and
California Labor Code Section 6404 5 (smoking in closed places of employment)
B In addition to the foregoing, the Director of Community Development shall pelfounl other
acts or duties, not inconsistent with the City Charter, as may be required by the City
Council of the laws of the State of California
C Whenever in this code, the Huntington Beach Zoning and Subdivision Ordinance or any
resolution, adopted by the City Council, refeicnce is made to the Department of Planning
or the director of such department, such references shall mean the Department of
Community Development and the Director of Community Development
D Whenever in this code, Zoning and Subdivision Ordinance of the City of Huntington
Beach, or any resolution, adopted by the City Council, iefeience is made to the
Department of Building & Safety and/or the director of such depaitnnent, such leleiences

shall mean the Department of Community Development and the Directo► of Community
Development
E Whenevei in this code, Zoning and Subdivision Oidmance of the City of Huntington
Beach, of any resolution, adopted by the City Council, ieference is made to the
Depaitment of Planning and Building and/or the ditectoi of such department, such
references shall mean the Depaitment of Community Development and the Director of
Community Development
2.33.050 Appointment of Subordinates

SECTION 6 That Section 2 56 030 of the Huntington Beach Municipal Code is hereby
amended to read as follows

The Ditectoi of Public Works shall be the head of the Public Woiks Depaitment, and shall be
appointed by the City Managei The duectot shall have the following powers and duties
A Plans, organizes, diects and cooidinates all divisions, p►ogiams and activities of the
Public Works Department
B Detei runes and directs department policies, pi ocedu►es, and o►gan►zat►on
C Establishes and maintains systems for public flood contiol, sewers, streets, parks, City
facilities, potable watei, landscape seivices and basic public health and safety
D Assists boards, commissions and committees which enuou►age, fostei, plomote and
facilitate the objectives of the department including, but not limited to, the Planning
Commission, Coinnnunity Services Commission, Public Works Commission, Subdivision
Committee, Boaid of Zoning Adjustments, of appoints deputy so to assist
E investigates and authoiizes purchase ofmaterials, seivices and equipment necessary to
implement and operate depaitment activities within the scope of the department budget
F Communicates department plans, policies and activities to various governmental agencies
and civic gioups nn the advancement of depaitinent objectives under the duection of the
City Manager

SECTION 7 That Section 2 86 040 of the Huntington Beach Municipal Code is hereby
amended to lead as follows•
2.86.040 Director—Powers and Duties
The Dii ectoi of Libi ary Services shall be the head of the Library Services Department, and shall
be appointed by the City Manager The duector shall have the following powers and duties
A Plans, organizes, and administers programs and piocedule governing libiaiy services that
ate relevant to the present and f ituie community needs
B Reviews and approves materials, supplies, and capital outlay items for library system
C Directs the preparation of the annual budget, admmisters the approved budget and
controls expenditures.
D Responsible for the selection and evaluation of employees in accordance with
established proceduwes
E Meets and confers with the Libiary Board and with elected officials, City administration,
and other department heads
F Dnects the maintenance of the library, statistics, records and related reports
G To the extent it encotuages, fosters, promotes, and/oi facilitates the objectives of the
department, provides assistance to Friends of the Libraiy, Friends of the Children's
Libialy, Literacy Volunteers of America, and other libiaiy related groups
H Advises on the acquisition, design and construction of library facilities
I Insures library needs are met and maintained within established fiamewoik and executes
policy rules and regulations as established by the City Council

are forums for information and ideas, and that library resources be provided for the
interest, information and enlightenment of the people

SECTION 8 That Section 2 114 020 of the Huntington Beach Municipal Code is
hereby amended to read as follows
2.114.020 Chief Information Officer—Appointment
The Chief Information Officer shall be the head of the department and such Chief Information
Officer shall be appointed by the City Manager
SECTION 9 That Section 2 114 040 of the Huntington Beach Municipal Code is
hereby amended to read as follows
2.114.040 Chief Information Officer—Powers and Duties
The Chief Information Officei shall have the following poweis and duties
A Plans, oiganizes and directs telecommunication and information services within the City
of Huntington Beach
B Develops, implements, and maintains a City technology plan
C Implements, integrates, and achninisteis technology haidwaie and software solutions
D Establishes and maintains a system of pioccduies foi use and control of City tcchnology
systems
E Piepaies and admimsteis the depatlnnent budget
P Such other acts of duties, not inconsistent with the City Chaitei, as may be requiicd by
the City Council of the laws of the State of California
SECTION 10 That Section 2.114 050 of the Huntington Beach Municipal Code is
hereby amended to read as follows

The Chief Information Officei, with the appioval of the City Manager, shall appoint all other
officers, assistants, deputies and employees of the Depaitment of Information Services.
