HomeMy WebLinkAboutCity Council - 309 • RESOLUTION NO. 309. i RESOLVED that the Board of Trustees of the Clty of Huntington Beach, having in open session on t-,.e 16th. day of January, 1917, opened, examined and publicly declared all sealed proposals or bids offered for the following work, to-wit: lst. That Ocean Avenue in said city from t, e North- westerly property line of Hirst Street to the Southeasterly property line of Twentythird Street be graded to the offi- cial grade thereof and the roadway space thereof be paved with a concrete base and asphaltic oil wearing surface, in accordance with Specifications No. 16, on file in the office of the City Clerk of said city, and in accordance with plans, profiles and cross-sections for said work, No. 138 and No.119 on file in the office of the City Engineer of said City. 2nd. That corrugated iron culverts be constructed across and in the above described portion of Ocean Avenue, in accord- ance with Specifications No.1 6, and at the places as shown on and in accordance with said plans, profiles and cross-sect- ions No. 138 and No. 119. 3rd. That thirty concrete catch basins be constructed in and along the above described portion of Ocean Avenue, in accordance with said Specifications No. 16, and in accordance with said plans, profiles and cross-sections No. 138 and No. 119, and at the places shown upon said plans. 4th. That cement concrete curbs be built and constructed to the official line and grade in and along the Southwesterly -1- • side of the above described portion of Ocean Avenue, in- cluding curb returns at street intersections, except where a concrete curb has already been constructed and now is to the official line and grade. All to be in accordance with the Specifications No. 16, and as shown upon the plans, pro- files and cross-sections No. 138 and No. 119. 5th. That cement concrete curbs be constructed in Ocean Avenue from the NorV-iwesterly property line of First Street to the Southeasterly property line of Twentythird Street, so as to surround and abut upon parkway spaces, which extend 7 ftt on each side of the center line of said Ocean Avenue, between the aforesaid limits, except at those places -in- eluded within the produced side lines of intersecting streets. Each end of each of said parkway spaces shall meet the near- est produced sideline of the intersecting street on a curve, the radius of which curve is 7* feet, and the radial point of which within the parkway space, is on the center line of said Ocean Avenue and is 7'j feet distant from the said near- est produced property line; all to be in accordance with said Specifications No. 16 and the said plans, profiles and cross- sections No. 138 and No. 119. 6th. That reinforced concrete gas lighting posts, fitted with gas lamps, brackets, regulators, all accessory fixtures thereto together with the constuction and installment of iron pipe conduits to deliver gas to the posts, and all accessory fixtures thereto be constructed, erected and installed in and upon Ocean Avenue from Twentythird Street to First Street, in -2- • accordance with said Specifications No. 16, and at the places and in the manner shown on and in accordance with plans, pro- files and cross-sections for said work, No. 138, No. 115 and No. 117. 'tSection 2. The plans, profiles and cross-sections re- ferred to in this resolution are on file in the office of the City Engineer of said City. The specifications referred to in this resolution are on file in the office of the City Clerk of said City. Said plans, profiles, cross-sections and speci, fications are hereby referred to for the more particular des- cription of said work and made a part hereof. For which work Seri bonds shall be issued to represent assessments of twenty-five ($25.00) dollars, or over, for the cost of said work of improvement; said serial bonds shall ex- tend ever a period of nine years from and after the 2nd. day of January next succeeding their date, and an even annual pro- portion of the principal sum thereof. shall be payable, by coupon, on the second day of January every year after their date until the whole is paid; and the interest shall be pay- able semi-annually, by coupon, on the second days of January and July, respectively, of each year, at the rate of seven (7) percent per annum on all sums unpaid, until the whole of said principal and interest is paid. The bonds herein provided for shall be -issued, and the proceedings herein provided for shall be had under and in accordance with an Act of the Legislature of the State of Cal- ifornia, designated as the "Improvement Act of 1911" , approved April 7 , 1911,and of all acts supplementary thereto and amend- atory thereof Thta,t it was determined in Resolution of Intention No. 307, of the Board of Trustees of the City of Huntington Beach, adopted and approved Decemher 12th. , 1916, end to which reference is hereby made for a description of the work and district to be assessed that the said contemplated work of improvement, in the opinion of said Board of Trust- ees, is of more than local or ordinary public benefit, and said Board of Trustees hereby declares that the district in the said City of Huntington Beach to be benefited by said work of improvement and to be assessed to Day the costs and expenses thereof is hereby described as follows: All that portion of the City, of Huntington Beach included within the following described exterior boundary line, to wit: Beginning at the intersection of the Southeasterly prop- erty line of Twentythird Street with the Northeasterly prop erty line of Ocean Avenue, running thence Northeasterly along the Southeasterly line of Twentythird Street a distance of one hundred sixty-three (163) feet; thence Southeasterly on a line parallel with the Northeasterly line of Ocean Avenue to the- Northwesterly line of Eleventh Street; thence in a straight line to a point on the Southeasterly line of Eleven- th Street, which point is one hundred seventy-one and five tenths (171.5) feet Northeasterly from the Northeasterly line of Ocean Avenue, measured along the Southeasterly line of Eleventh Street, thence Southeasterly in a. straight line to a point on the Northwesterly line of Tenth Street one hand- red seventy-one and five tenth (171.5) feet Northeasterly from the Northeasterly line of Ocean Avenue, measured along -4- the Northwesterly line of Tenth Street; thence in a straight line to a point on the Southeasterly line of Tenth Street, which point is one hundred seventy-three end five tenth (173. 5) feet Northeasterly from the Northeasterly line of Ocean Avenue, measured along the Southeasterly line of Tenth Street; thence in a straight line to a. point on the Northwesterly line of Ninth Street, which point is one hundred eighty and five tenths (180. 5) feet Northeasterly from the Northeasterly line of Ocean Avenue, measured along the Northwesterly line of Ninth Street; thence in a straight line to a point on the Southeasterly line of Ninth Street which point is one hundred eighty-two and five tenths (182.5) feet Northeasterly from the Northeasterly line of Ocean Avenue, measured along the Southeasterly line of Ninth Street; thence on a straight line parallel with the Northeasterly line of Ocean Avenue to the Noutthweeterly line of First Street; thence Southwesterly along the Northwesterly line of First Street and the Northwesterly line of First Street produced to a point which is three hundred (300) feet South- westerly from the Northeasterly line of Ocean Avenue, meas- ured along the produced Northwesterly line of First Street; thence Northwesterly in a straight line to a point in the prodcued Northwesterly line of Fifth Street, which is three hundred fort-,,-five (345) feet Southwesterly from the North- easterly line of Ocean Avenue, measured along the produced Northwesterly line of Fifth Street; thence Northwesterly in a straight line to a. point in the produced Northwesterly line of Sixth Street, which is three hundred forty-five (345) feet Southwesterly from the Northeasterly line of Ocean Avenue, -5- f r �„ measured along the produced Northwesterly line of Sixth Street; thence Northwesterly in a straight line to a point in the produced Northwesterly line of Ninth Street, which is two hundred thirty-five (235) feet Southwesterly from the North- easterly line of Ocean Avenue, measured along the produced Northwesterly line of Ninth Street; thence Northwesterly in a straight line to a point in the produced Northwesterly line of Thirteenth Street, which is two hundred ten (210) feet South- westerly from the Northeasterly line of Ocean Avenue, measured along the -produced Northwesterly line of Thirteenth Street; thence Northwesterly in a straight line to a point in the pro- duced Northwesterly line of Ninteenth Street, which is two hundred fifty-two (252) feet Southwesterly from the North- easterly line of Ocean Avenue, measured along the produced Northwesterly line of Nineteenth Street; thence Northwester- ly in a straight line to a point in the produced Southeaster- ly line of Twentythird Street, which is two hundred eighty- five (285) feet Southwesterly from the Northeasterly line of Ocean Avenue, measured along the Southeasterly line produced of Twentythird Street; thence Northeasterly along the produced Southeasterly line of Twentythird Street to the point of be- ginning excepting therefrom any portion of any public street or alley, which may be included within the above described district. Hereby r jects all of the said bids except that next here- in mentioned and hereby awards the contract for said work to the lowest regular responsible bidder, towit: Leigh G. Garnsey at the prices specified in his proposal on file for said work, to—wit: Grading where not paved, 4 cents per square yard, Paving including the grading where pavement is to be laid 11. 6 cents per square foot, 61'x9"xl6" curb 32L per lin. ft. Culverts complete $3000.00, Catchba,sins each $10.00, 4"x6"x10' curb 32 cents per lin ft. Gas lighting system complete 47 ,300.00 The City Clerk of said city is hereby directed to post notice of this award conspicuously for five days on or near the chamber door of this Board of Trustees, and also publish said notice once in the Huntington Beach News, a weekly news— paper, printed, published and circulated in the City of Huhtt ington Beach, and hereby designated for that purpose.
