RESOLVED, that whereas the Board of Trustees of the City of Huntington Beach, California, did on the 21st day of January, 1924, pass its RESOLUTION OF INTENTION NO. 412 to order the hereinafter described work to be done and I*- provement to be made in said City which Resolution of In- tention was ,duly and legally published as required by law as appears from the affidavit of ELISON G. CONRAD now on file in the office of the City Clerk of said City and Whereas, notices of the passage of said Reaolu- tion of Intention `No. 412 headed "Notice of Improvement" was duly and legally posted along the line of said contem- plated work and improvement and in front of all the property liable to be assessed therefor, and on and along all the open streets and alleys within the assessment district des- cribed in said Resolution of Intention, in time, form, manner and number as required by law, after the passage of said Resolution of Intention, as appears from the affi- davit of Louis F. Gates the Street Superintendent of said City, who personally posted the same,. and who upon the com- pletion of the posting of said notices, filed said affidavit in the office of the City Clerk, making oath that he com- pleted the posting of said notices on the 6th day of Feb- . • ruary, 1924, and Whereas all protests or objections presented have been disposed of in time, form, and manner as required by law, and said Board of Trustees having now acquired jur- isdiction to order the proposed improvement, it is hereby RESOLVED that the public interest and convenience require the work herein described and the Board of Trustees of the City of Huntington Beach hereby orders the following work to be done and improvement to be made in the said City, to-wit: 1st, the grading to the official grade thereof of said Fifth Street in 'said City for the entire width of said Street from property line to property line excepting a strip forty (40) feet in width running the entire length of said Fifth Street, the center line of which strip lies along the center line of said street, which strip is now paved with a four inch concrete:'pavement from the Northeasterly curb line of Ocean Avenue to the Southwesterly curb line of Plain Street. 2nd, the paving of a strip seven and one half (7*) feet wide upon each side of the present pavement be- tween curbs and from property line to property line between curb returns on intersecting streets with a pavement con- sisting of a four (4) inch asphaltic concrete base, emcepting therefrom anything already paved to grade, and by paving the entire surface of said street and intersection as aforesaid -2- with a two (2") inch Willite Plastic Composition wearing surface, to-wit; a strip fifty five (55) feet in width from curb line to curb line from the Northeasterly curb line of Ocean Avenue to the Southwesterly curb line of Main Street. 3rd, the construction of cement concrete curbs, and cement concrete sidewalks twelve and one half (12*) feet in width on both sides of said Fifth Street from the Northeasterly curb line of Ocean Avenue to the Southwest- erly curb line of Blain Street, together with cement concrete curb returns at the intersection with intersecting streets and alleys; the curb line to be twelve and one half (12j) feet from the respective property lines of said street, and the inner::edge of said sidewalk to be located on said res- pective property lines of said street. 4th, the construction of the following galvanized corrugated iron half round ten gauge culverts on a two inch thick cement concrete base; said culvert to be fifteen (15) inches wide at the base and with a five (5) inch rise. Two culverts above described shall be constructed and placed across Walnut Avenue with. the inner edge of one of said culverts contiguously and adjacxnt to each of the curb lined of said Fifth Street produced across the intersection .of Fifth:. Street and Walnut Avenue. Two culverts above des- cribed shall be .constructed and placed across Olive Avenue with the inner edge of one of said culverts contiguously -3- and adjacent to each of the curb -lined of said Fifth Street produced acroes the intersection of Fifth Street and Olive Avenue. Two culverts above described shall be constructed and placed across Orange Avenue with the inner edge of one of said culverts contiduously and adjacent to each of the curb lines of said Fifth Street produced across the inter- section of Fifth Street and Orange Avenue. One culvert across Magnolia Avenue with the inner sides of stid culvert' along the prolongation of the Northwesterly curb line of said Fifth Street; together with branches or feeders on all four corners of the intersection of Fifth Street and Walnut Avenue and the Southeasterly and Southwesterly corners of the intersection of Fifth Street with Orange Avenue and the Southwesterly corner of the intersection of said Fifth Street with Magnolia Avenue and on both sides of said Fifth Street wheren it terminates in ,Ocean Avenue, also a culvert under the drive leading to the rear of the City Hall. Cement concrete head walls shall be constructed on the ends of culverts and branches or feeders as shown on the plan here- inafter mentioned. - 5th, the construction of an ornamental lighting system described as follows; thirty four (34) ornamental light standards fully equipped with a single light and con- nected with three quarter (3/4) inch galvanized electric conduit placed under ground adjacent to the curb line; seventeen (17) of said single light standards on each side -4- • of Fifth Street and spaced as shown on the hereinafter men- tioned plan. They shall be of a single circuit and said circuit shall terminate at the pole of the Southern Calif- ornia Edison Electric Company, which is situated twenty (20) feet Southeasterly from the curb line of said Fifth Street in the Northeasterly side of the alley running at right angles to said Fifth Street in Block 10e§ Huntington Beach Tract, recorded in Book three, page 36, miscellaneous maps record of Orange County, which will be the feed in point for said circuit. The grade to which all of the above described work shall be done and improvement made, shall be the grade as shown on the plan, profile and cross section therefor heretofore adopted by the Board ofM Trustees of the City of Huntington Beach and now on file in the office of the City Engineer, to which said plan, profile and cross section reference is hereby made. All of the foregoing work is fully set forth, delineated and described on the said plan, profile and cross-section and specifications therefor, to which refer- ence is hereby made for a full, complete, particular and detailed description of the work, SECTION II PLAN, PROFILE, CROSS-SECTION AND SPECIFICATIONS. All of the said work and improvement shall be done as shown upon and according to the plan, profile and -5- • check payable to the CITY OF HUNTINGTON BEACH certified by a responsible Bank for an amount which shall not be less than ten (10%) percent of the aggregate of the proposal, or by a bond for the said amount and so payable, signed by the bidder and two (2) sureties, who shall justify, 17efore any officer competent to administer an oath, in double the said amount, and over and above all atatutory exemptions. Said sealed proposals or bids shall be delivered to the Clerk of the Beard of Trustees of said City on or before 7;30 o' clock P.M. , of the 17th day of Larch, 1924, said time being not less than ten days from the time of the first publication and posting of this notice. Bids will be open on said day and hour. The City Clerk of said City is hereby directed to post a notice of said work, together with the plans and specifications therefor, conapicuously for five (5) days on or near the council chamber door of s&Id City inviting sealed proposals or bids for doing the work ordered. He is also directedvto publish twice a notice inviting such proposals and referring to the specifications posted or on file, in the HUNTINGTON BEACH NEWS a weekly newspaper published and circulated in said City and hereby designated for that purpose„ All proposals or bids shall be accompanied by a -6- i
