RESOLUTION OF INTENTION
NO. 432
A RESOLUTION OF THE BOARD OF TRUS-
TEES OF THE CITY OF HUNTINGTON BF CH,
CALIFORNIA, DECLARING ITS INTENTION
TO ORDER THE PAVING AND OTHERWISE
IMPROVING OF FOURTEENTH STREET IN
THE SAID CITY OF ffUNTINGTON BEACH
FROM THE NORTHEASTERLY LINE OF OCEAN
AVENUE TO A LINE PARALLEL TO AND TWO
(2) FEET NORTHEASTERLY FROM THE SOUTH-
WESTERLY CURB LINE OF PALM AVENUE;
DECLARING THE SAID WORK OR IMPROVE-
MENT TO BE OF MORE THAN LOCAL OR
ORDINARY PUBLIC BENEFIT; DECLARING
THE DISTRICT TO BE BENEFITTED BY SAID
'FORK OR IMPROVEMENT AND TO BE ASSESSED
TO PAY THE COST OR EXPENSE THEREOF:
DETERMINING THAT BONDS SHALL BE ISSUED
TO REPRESENT SAID COST AND EXPENSE AND
FIXING A TIME AND PLACE FOR HEARING
OBJECTIONS TO SAID WORK OR IMPROVE-
MENT OR TO THE EXTENT OF THE DIS-
TRICT TO BE ASSESSED OR BOTH.
The Board of Trustees of the City of Huntington
Beach do reslove as follows:
Section 1. That the public interest and conven-
ience require and it is the intention of the Board of Trus-
tees of the said City of Huntington Beach, California, to
order the construction of the following described work and
improvement in said City, to-wit:
1st. The grading to the official grade thereof
of Fourteenth Street in said City for the entire width of
the roadway, from curb line to curb line together with the
intersections of intersecting streets and alleys between

the curb lines of said streets and alleys and from property
line to property line of said Fourteenth Street from the
Northeasterly line of Ocean Avenue to a line parallel to and
two (2) feet Northeasterly from the Southwesterly curb line
of Palm Avenue, except where such improvements have already
been made. The words "official grade" as used herein shall
be deemed to refer to .and mean the grades shown on plans,
profiles and cross-sections adopted for the doing of said
work.
2nd. The paving of the roadway of said 14th
Street in said City from curb line to curb line, together
with the intersections of intersecting streets and alleys, '
between the curb lines of said intersecting streets or alleys,
and from property line to property line of said 14th Street
from the Northeasterly line of Ocean Avenue to a line paral-
lel to and two (2) feet Northeasterly from the Southwesterly
curb line of Palm Avenue with a pavement consisting of a
two (2) inch Willite Composition wearing surface laid upon
a three (3) inch asphaltic concrete base except where such
improvement has alre6dy, been made.
3rd. The construction of the following corrigated
galvanized iron half-round ten (10) gauge culverts on a
two (2) inch thick concrete base; said culverts to be fif-
teen (15) inches wide at the base with a five (5) inch rise.
Two (2) culverts as above described one of which shall be
constructed and placed with the inner edge of said culvert

contiguously and adjacent to the curb line produced of said
on each side of 14th ,Street :at the= intersection of said 14th Street
14th Street,'and Walnut Avenue crossing said Walnut Avenue;
one culvert as above described crossing under the sidewalk
diagonally on the Notherly corner of the intersection of said
14th Street and Olive Avenue extending from the point of
intersection of the Northeasterly curb line of Olive Ave-
nue with the Northwesterly property line of 14th Street
to the point of intersection of the Northeasterly property
line of Olive Avenue with the Northwesterly curb line of
said 14th Street. Also a similar culvert running diagonally
under the sidewalk across the Westerly corner of the inter-
section of said 14th Street and Olive Avenue' said culvert
to extend from the point of intersection of the Southwesterly
curb line of said Olive Avenue with the Northwesterly pro-
perty line of said 14th Street to the point of intersection
of the Northwesterly curk line of said 14th Street with the
Southwesterly property line of said Olive Avenue. Two (2)
culverts as above described one of which shall be constructed
and placed with the inner edge of said culvert contiguously

on each side of Magnolia IvenueAwith feeders on the North-
erly and Easterly corners of the intersection of said 14th
Street and said Magnolia Avenue. Two (2) culverts as above
described, one of which shall be constructed and placed
with the inner edge of said culvert contiguously and ad-
jacent to each of the curb lines of Acacia Avenue produced

on each side of Acacia Avenue from property line to property
line of said 14th Street and across said 14th Street at the
intersection of 14th Street and Acacia Avenue with feeders
on the Northerly and Masterly corners of the intersection
of said 14th Street and said Acacia Avenue. One culvert
as above described shall be constructed and placed with the
inner edge of said culvert contiguously and adjacent to the
Southwesterly curb line of Palm Avenue produced from pro-
perty line to property line of said 14th Street and across
said 14th Street at the intersection of Palm Avenue and 14th
Street. Cemett concrete headwalls shall be constructed at
the ends of the above culverts and feeders as shown on the
pikan.
4th. The construction of an ornamental lighting
system described as follows; Twenty three (23) ornamental
single light standards fully equipped with single lights
and connected with three quarter (3/411) inch galvanized elec-
tric conduit placed underground adjacent to the curb lines.
Twelve (12) of said single light standards do the North-
westerly side of said 14th Street and eleven (11) on the
Southeasterly side of said Street and spaced approximately
two hundred and thirty (230) feet apaet as is more particu-
larly 'shown on said plans, profile and cross-sections. They
shall be of a single circuit and said circuit shall terminate
at the pole of the Southern California Edison Electric Com-
pany which is situated twenty one (21) feet Southeaterly

from the curb line of said 14th Street on the Northeas-
terly side of the ally running; at right angles to said
lath Street Block 113 Huntington Beach Tract as shown on
map recorded in Rook 3 at page 36 of 1p.Tiscella.neous asps
records of Orange Counts, California, inhieh will be the
Feed-in point of said circuit. The grade to which all the
above described v-ork shall be done and improvement made
will be the F•rr=cue as shown on plan, profile and cross-sec-
tion therefor heretofore adopted by the Board of Trustees
of said. °-i ty of Huntint7ton BeF.ch and now on , file in the
office of the City Engineer, to which said ;clan, profile
r.nd cross-section reference is :hereby made. All of the
foregoing ixrork is fully set forth th delineated and described
on said nla,n, profile and cross-section and specification
therefor to rhich reference is hereby made for a full,
complete, particulr.r and detailed description of the 1-ork.

All of said work and improvement shall be done
as shown upon and. according to the plan , profile and cross-
section therefor numbered New Series 16 in 3 sheets, end-
according to Specifications numbered 39 for the grading
of r. oadl'ray and the construction of asphaltic concrete base
end ':71llite Plastic Composition wearing surface, pavement,
headers, culverts, hea.dwa.11s and specifications numbered
a-0 for the construction of ornamental liF,-;hting standards

and li ,hts, on file in the office o- the City Cl�;rk of
said City which said plans, p7 -ofiles, cross-sections a.nd
ci-'ictations have been approved €<nd adopted ar, the clans,
y)rofiles, cross-sections and specifications to be followed
in r9a.king sFAd ir:movement; and by r.^ference thereto the
same ,;re incorporated herein and made a np_rt hereof, and
reference is hereby made thereto for P full, complete and

The Board of Trustees also determine and declass
that serial_ bonds shall be issta.ed. to renresent the expense
of -nd be secured by the assessrients which shall be mm'de
to nay for the cost of said Tnrk_ and iriivrover, ent.
Therefore , Notice is hereby p-iven that Serial
Bonds to represent unnPAd assess!-lents, a.nc3 bear interest
c1t t�?e rate of Seven (7%) per cent per annum, will be issued
hereunder in the r'z�.,nner provided by the Improvement Bond
,Act of 1915, the last installment of rrnich bonds shall
mature Fine (9 ) years from the second day of July next
succeeding ten (10) months from their date,

inbefore mentioned is in the opinion of said Board of Trus-

declars seid district to be the district benefitted by said

Commencing at the point of intersection of the center line
of Ocean Avenue with the center line of loth Street in said

of lot 5 block 114 Huntington Beach Tract, thence in a

any ob iections to the. proposed work or improvement or the
extent o-c the district to be assessed, or both, or to the
?proposed grade or proposed modification of grade to whIch
such work or imt�rovement is to be done or made or all of
there, may appear before the said Board of Trustees end shove
cause why said proposed improveT7ent should not be carried
out in accordance -vith this Resolution.

The City Engineer is hereby directed to make a
diar;ram of the property affected or benefitted by the pro-
posed work or improvement as described, in this Resolution
of Intention and to be -assessed to pay the expense thereof.
Such diagram shall show e,-:•.ch separate lot , piece or �aa.rcel
of land, the Prea in squares feet of each lots, pieces or
Parcels of land, and the relative location of the same to
the work proposed to be done, all !Frith"_n the Limits of the
said assessment District.

Except as hereinabove otherwise provided for the
issuance of saaid Serial Bonds, all of the proceedings for
the aforesaid -ork and i-np-ovement shall be had and taken
under and in a.ecordance Frith the provisions of those acts
of the Legislp.ture of the State of California, designated
as "The Improvement Act of 1911" approved April 7th, 1911
and all Acts supplementary thereto or amendatory thereof,
and the said Serial Bonds shall be issued in accordance
Srith the provisions of the Improvement Bond Act of 1915"
approved June 11th, 1915, and all Acts suppementary thereto

Reference is hereby made to the California, 'Til-
!its Road Construction Company Plastic Composition License
Agreement, dated the 5th day of T sy 192 4 , and on
file in the office of the City Clerk of said City of Hun-
tington Beach, and open to public insT)ection.
SECTION X
There being no daily newspeper published and
ci.rcul eted in said City, the FuntinE.rton Beach Nees, a rreek-
lv news-pa.per pizbi.iahed and. circulated .nd of Feneral cir-
culation in the City of Huntington Beach, is hereby desig
n,^ted as the newspaper in which this Resolution of Intention
shall be published and the City Clerk of said City is here-
by directed to cause this Resolution of Intention to be
published for two (2) insertions in said Newsnaper in the
manner and fora required by law.
SECTION X1
POSTING TxOTTCES OF ILIPROVI,MENT
The Street Suverintendent of said City shall,
after the adoption of this Resolution of Intention, cause
to be conspicuously posted as required by lay.=r along the
line of said contemplated work or .im7)rovement, and along
all the oven streets within the hereinbefore described
assessment district^-notices in the manner and fora required

by law of the passage of this Resolution. of Intention and
in said notices shall call attention to the '711lite Cali-
fornia Road Construction Company Plastic Composition Li-
cense '_:fixture Agreement dated the 5th day of Hay 19,2 .,
and on file in the office of the City Clerk of said City
of Huntington Beach, California a.nd open to public inspec-
tion, in the manner end form required by law. The Board
of Trustees does not deem it advisable that the Clerk mail
copies of said notice of the improvement to owners or re-
puted ovrners, and he is not required to rna:iJ_ same.
Passed and adopted by the Board of Trustees of
the City of Huntington Beech, California, and signed and
approved by the President of said Board of Trustees at a.
regular neetinw thereof held on the 5th day of P`ay ,
1924.
