HomeMy WebLinkAboutCity Council - 435 RESOLTION NO* 435 ORDERING THE WORK RESOLVED, that whereas the Board of Trustees of the City of Huntington Beach, California, did on the 16th day of June, 1924, pass its Resolution of Intention No. 434 to order the hereinafter described work to be done and improvement to be made in said City which Resolution of Intention was duly and legally published as required by law, as appears from the affidavit of ELSON G. CONRAD now in file in the office of the City Clerk of said City and ' iEREAC, notices of the passage of said ,Resolution of Intention No. 434 headed "Notice of Improvement" was duly and legally posted along the lines of said contempleted work and improvement and in front of all the property liable to be assessed therefor, and on and along all the open streets and alleys within the assessment district described in said Resolution of Intention, in time , form, manner and number as required by law, after the passage of said Reso- lution of Intention, as appears from the affidavit of Louis F. Gate, the Street Superintendent of said City, who per- sonally posted the same and who upon the completion of the posting of said notices, filed said affidavit in the office of the City Clerk, waking oath that he completed the hosting of said notices on the 27th day of June, 1924, and i MEREAS, all protests or objections presented have been disposed of in time, form and manner as required by law, and said Board of Trustees having now acquired jurisdiction to order the proposed improvement, it is hereby RESOLVED that the public interest and convenience require the work herein described and the Board of Trustees of the City of Huntington Beach hereby orders the follow- ing work to be done and improvement to be made in said City, to-wit; 1. The grading to the official grade thereof of Fourteenth Street in said City for the entire width of the roadway, from curb line to curb line together with the in- tersection of intersecting streets and alleys between the curb lines of said streets and alleys and from property line to property line of said Fourteenth Street from the Northeasterly line of Ocean Avenue to a line parallel to and two (2) feet Northeasterly from the Southwesterly curb line of Palm Avenue , except where such improvements have already been made. The words "official grade" as used here- in shall be deemed to refer to and mean the grade shown on plans, profiles and cross-sections adopted for the doing of said work. 2. The paving of the roadway of said 14th Street in said City from curb line to curb line, together with the Intersections of intersecting Streets and alleys, between curb lines of said intersecting streets or alleys, and from property line to property line of said 14th Street from the -2- Northeasterly line of Ocean Avenue to a line parallel to and two (2) feet Northeasterly from the Southwesterly curb line of Palm Avenue. with a pavement consisting; of a two (2) inch asphs.lt concrete (Topeka) wearing surface laid upon a three (3) inch asphalt concrete base except There such im- provement has already been made. 3. The construction of the following corrugated galvanized iron half-round ten (10) gauge culverts on a two (2) inch thick concrete base; said culverts to be fif- teen (15) inches wide at the base with a. five (5) inch rise. Two (2) culverts as above described one of w}zich shall be constructed and placed with the inner edge of said culvert conti5�iuouel,y and adjacent to the curb lines produced of said 14th Street on each side of 14th Street at the inter- section of said 14th Street and Walnut Avenue crossing said Walnut Avenue. One (1) culvert as above described crossing under the sidewalk diagonally on the Northerly corner of the intersection of said 14th Street and Olive Avenue ex- tending from the point of intersection of the Northeaster- ly curb line of Olive Avenue with the Northwesterly line of 14th Street to the point of intersection of the North- easterly property line- of Olive Avenue with the Northwes- terly curb line of sq.id 14th Street. Also a similar cul- vert running; diagonally under the sidewn.l.k across the Wes- terly corner of the intersection of said 14th Street and Olive Avenue, said culvert to extend from the point of In- tersection of the Southwesterly curb line of said Olive Aven- us with the Northwesterly property line of said 14th Street to the point of intersection of the Northwesterly curb line of said 14th Street with the Southwesterly property line of said Olive Svenue. Two (2) culverts as above described one of which shall be constructed and placed with the inner edge of said culvert contiguously and adjacent to the curb lines of TJ!a.gnolia. Avenue produced on each side of Mlagnolla Avenue from property line to troperty line of said 14th Street, and across said 14th Street at the intersection of 14th Street with Magnolia Avenue with feeders on the Nor- therly and Easterly corners of the intersection of said 14th Street and said Magnolia Avenue. Two (2) culverts as above described, one of rrhich shall be constructed and placed with the inner edge of said culvert contiguously and adjacent to each of the curb lines of -Acacia Avenue produced on each side of Acacia, Avenue from property _line to property line of said 14th Street and across said 14th Street at the intersection of 14th Street and Acacia Avenue with feeders on the Northerly and Easterly corners of the intersection of said 14th Street and said Acacia Avenue. One (1) culvert as above described shall be constructed and . placed with the inner edge of said culvert contiguously end adjacent to the Southwesterly curb line of Palm Avenue pro- duced from property line to property line of said 14th Street and across said 14th Street at the intersection of Palm Avenue and 14th Street. Cement concrete headwalls shall be constructed at the ends of the above culverts and -4- feeders as shown upon the plan. 4. The construction of an ornamentp.l lighting system described as follows; Twenty three (23) ornamental single light standards fully equipped with a single light and connected with three quarter (3/4) inch galvanized electric conduit placed underground adjacent to the curb lines. Twelve (12) of said single light standards on the Northwesterly side of said 14th Street and Eleven (11) on the Southeasterly side of 'said Street and spaced approxi- mately Two Hundred and Thirty (230) feet apart as is more particularly shown on said plans, profiles and cross-sections. They shall be of a single circuit and said circuit shall terminate at the pole of the Southern California, Faison Company which is situated twenty one (21) feet Southeaster- ly from the curb line of said 14th Street on the Northeas- terly side of the alley running at right angles to said 14th Street through Bloc,> 11t , Huntington Beech .Tract as shown on map recorded in Book 3 at page 36 of :liscellane- ous maps record of Orange County, California., which will be the feed-in point of said circuit. The grade to which all of the above described work shall be done and improve- ment made will be the grade as shown on plan, profile and cross-section heretofore adopted by the Board of Trustees of said City of Huntington Beach and now on file in the office of the City Engineer, to which said plan, profile and cross-section reference is hereby made. All of the foregoing work is fully set forth, delineated and described -5-, on said plan, profile and cross-section and specifications therefor to which reference is hereby made for a full, com- plete, particular and detailed description of the work. SECTION 11 PLANS, PROFILES, CROSS-SECTIONS AND SPECIFICATIONS All of the said work and improvement shall be done as shown upon and according to the plan, profile g.nd cross- section therefor numbered New Series 16 in 3 sheets and s.c- cording to specifications numbered 39 for the grading of roadways and the construction of asphaltic concrete base and asphalt concrete (Topeka) wearing surface , pavement, headers, culverts, headwalls and Specifications numbered 40 for the construction of ornamental lighting standards and lights on file in the office of the City Clerk of said City which said Mans, profiles, cross-sections and speci- fications have been approved as the plans, profiles, cross- sections and s-oecifica.tions to be followed in making said imperovement; and by reference thereto the same are incor- norsted herein and made a part hereof, and reference is hereby made thereto for a full, complete and more'-rpa.rticu- la.r description of said work. The City Clerk of said City is hereby directed to post a notice of said work together with the plans and specifications therefor conspicuously for five (5) days on or near. the Council Chamber door of said City inviting; sealed proposals or bids for doing the vrork ordered. -6- • He is also directed to publish twice a. notice inviting such proposals, and referring to the specifications posted or on File, in the Huntington Beach ?dews a weekly newspaper published and circulated in said City and hereby designated for that purpose. All r)roposals or bids shall be accompanied by a check payable to the City of Huntington Beach certified by a responsible bank for an amount which shall not be less than ten (10) per cent of the aggregate of the proposals, or by a bond for said amount and so payable, signed by the bidder and two (2) sureties, who shall Justify before any officer competent to administer an oath, in double the said amount , and over and above all statutory exemptions. Said proposals or bids shall be delivered to the Clerk of the Board of Trustees of said City on or before 7;30 o' clock P. 111. of the 4th day of August 1924, said time being not less than ten (10) days from the time of the first publication and posting of this notice.
