The Board of Trustees of the City of Huntington Beach, California, do resolve as follows: That the public interest and convenience requires and it is the intention of the Board of Trustees of the said City of Huntington Beach, California., to order the con- struction of the following described work and improvment in said City, to-wit: 1. The grading to the official grade thereof of said Orange Avenue in said City for the entire width of said Orange Avenue from property line to property line together with the intersections of intersecting; streets and alleys between property lines of said streets and i alleys and from property line to property line of said Orange Avenue from the property line of Lake Avenue to the Southeasterly property line of Twenty Third Street excepting therefrom any of said work already done to the official grade and. also excepting therefrom the intersec- tion of said Orange Avenue with 13th Street. The grades shown on the plans, profiles and cross-sections herein referred to shall for the purpose of this Resolution be deemed to be the official grades. 2. The paving of the roadway of said Orange Avenue in said City from curb line to curb line together with the intersections of intersecting streets and alleys between curb lines of said intersecting streets and alleys and from. property line to property line of said Orange .venue from the West property line of Lake Avenue to the Southeasterly property line of 23rd Street with a pave- ment consisting of a T'10 (2) inch asphaltic concrete (To- peka) wearing surface laid upon a FOUR (4) inch asphal- tic concrete base ; excepting therefrom the intersections of said Orange Avenue with 3rd Street, Hain Street, 5th Street, 06th Street, 8th Street, 9th Street, loth Street, llth Street, 13th Street, 14th Street, 15th Street , 16th Street, 17th Street and any of said work already done to the official grade. 3. The construction of the following corrugated galvanized iron half-round ten (10) gauge culverts on a two (2) inch thick cement concrete base, said culverts to -2- be fifteen (15) inches wide at the base «}ith a. five (5 ) inch rise. Dno (2) culverts as above described one (1) of which shall be constructed and placed in said roadway with the inner edge of said culvert contiguously and adja- cent to the curb line produced of 7th Street in said City on each side of 7th Street at the intersection of 7th Street and said Orange Avenue, crossing said Orange Avenue iith feeders to the same on the Easterly and Southerly cor- ners of said intersection as shorn on the plans. Two (2) culverts as above described, one of which shp.11 be construe- ted and placed in said roadway with the inner edge of said culvert contiguously and adjacent to the curb line of said Orange Avenue produced on each side of said Orange avenue at the intersection of said Orange Avenue and 12th Street and crossing said 12th Street with feeders to the same on the Southerly and Westerly corners of said intersection as shown upon the plans. Two (2) culverts as above descri- bed, one of which shall be constructed and placed in said roadway with the inner edge of said culvert contiguously and adjacent to the curb line of said Orange Avenue pro- duced on each side of Orange Avenue at the intersection of said Orange Avenue and l4th Street and crossing said 14th Street with feeders to the same on all four (4) corners of said intersection as shown upon the plans. Two (2) culverts as above described one of which shall be construe- ted and placed in said roadway with the inner edge of said -3- • culvert contiguously and adjacent to the curb line of 18th . Street produced on each side of 18th Street at the inter- section of said 3_8th Street and Orange Avenue and crossing Orange Avenue with feeders to same on all four (4) corners of said intersection as shown upon the plans. Two (2) cul- verts as above described, one of which shall be construc- ted and placed in said roadway with the inner edge of said culvert contiguously and adjacent to the curb line of 19th Street produced on each side of 19th Street at the inter- section of 19th Street and said Orange Avenue, and crossing said Orange Avenue with feeders to the same on the Norther- ly and Westerly corners of said intersection as shown upon the plans. Two (2) culverts as above describ=d, one of which shall be constructed and placed in said roadway with the inner edge of said culvert contiguously a.nd adjacent to the curb line of 20th Street produced on each side of 20th Street at the intersection of said 20th Street and Orange Avenue and crossing said Orange Avenue as shown upon the plans. Two (2) culverts as above described, one of which shall be constructed and placed in said roadway with the inner edge of said culvert contiguously and adjacent to the curb line of 21st Street produced on each side of 21st Street at the intersection of said 21st Street and Orange Avenue and crossing said Orange Avenue with feeders to the same on all four (4) corners of said intersection as shown upon the plans, Two (2) culverts as above described, one of which shall be constructed and placed in said roadway -4- with the inner edge of said culvert contiguously and adja- cent to the curb line of 22nd Street produced on each side of 22nd Street at the intersection of said 22nd Street and Orange Avenue and crossing said Orange Avenue with feeders to the same on the Northerly and `Westerly corners of said intersection as shown upon the plans. Cement concrete headwalls shall be constructed at the ends of the above culverts and feeders and at the ends of culverts now in place where and as shown on the plans and detail sheets for said headwalls. 4. The construction of curbs, sidewalks and curb returns as shown upon the r)lan and detail sheet for said curbs, sidewalks and curb returns on both sides of said Orange Avenue and a.t the intersections with intersecting streets and alleys from property line to property line from the ':Vest curb ll.ne of said Lake Avenue to the said South- easterly property line of said 23rd Street excepting how- ever from all of the above described curbs, sidewalks and curb returns such portions of said work as may be 91ready done to the official grade. 5. The construction of an ornamental lighting system described as follows; Forty two (42) ornamental single light standards fully equipped with a single light, ti=enty one (21) of said single light standards shall be located on the Southwesterly side of said Orange Avenue and twenty one (21) of said light.a on the Northeasterly side of ,said Orange Avenue; said lights shall be divided into two -5- i I (2) circuits, one circuit shall take in all Lights on both sides of said Orange Avenue east of the alley running North- easterly and Southwesterly through Block 313 Huntington Beach Tract and Block 413 Huntington Beach Seventeenth Street Section, the other circuit shall take in all lights west of said alley. The lights on the Southwesterly side of said Orange Avenue shall be connected with three-quarter (3/4) Inch galvanized electric conduit placed underground adjacent to the curb lines, the lights on the Northeasterly side of Orange Avenue shall be connected with the lights on the Southwesterly side by one (1) ineh 'conduit as shown on the lighting plan; said lights shall be spaced approximately Two Hundred and Forty one and six tenths (241.6) feet apart; both of said circuits shall terminate at the hole of the Southern California, Edison Company which is situated one and one-half (1j) feet Northwesterly from the } crthwesterly alley line produced in Block 313, Huntington Beach Tract, and two and one-half (21) feet Southwesterly from the Southwesterly curb line of said Orange Avenue which shall be the feed-in point for said circuit. For a more partic- ular description of said lighting system reference is hereby made to said plan, profile and cross-section of said igro rk. The grade to which all of the above described work shall be done and improvement made, shall be the grade as shown on the plan, profile and cross-section therefor adopted by the Board of Trustees of the City of Huntington -6- Beach, and now on file in the office of the City Engineer, to which plan, profile and cross-section reference is here- by made. All of the foregoing work is fully set forth, delineated and described in the said plan, profile and cross-section and specifications therefor to which refer- ence is hereby made for a complete , full, particular and detailed description of the work. SECTION 11 PANS, PROFILES, CROSS-SECTIONS AND SPECIFICATIOI.jS All of the said work and improvement shall be done as shown upon and according to the plan, profile and cross-section therefor numbered New Series 15 in o sheets and according to specifications numbered 41 for grading of roadways and the construction of asphaltic con- crete b^.se and asphaltic concrete (Topeka) a-earin:g surface pavement, headers, culverts, headwalls, sidelral';s, curbs and curb returns and specifications numbered 42 for the construction of conduits, ornsmental lighting standards and lights on file in the office of the City Clerk of said City, all of which plans, profiles, cross-sections and specifications have been approved and adopted by the Board of Trustees of the City of Huntington Beach as the plans, profiles, cross-sections and specifications to be followed in making said improvement and by reference thereto the same are incorporated herein and made a part hereof and reference is hereby made thereto for a full, complete and more particular description of said work. SECTION 111 The Board of Trustees also determine and declare that Serial Bonds shn.11 be issued to represent the expense of and be secured by assessment's which shall be invade to ?gay for the cost of said work and improvement. THEREFORE: Notice is hereby given that Serial Bonds to represent unpaid assessments and bear interest at the rate of Seven (7 ) per sent per annum, will be issued hereunder in the manner provided by the improvement Bond Act of 1915, the last installment of which bonds shall mature 1,11ine (9) years from the second de.y of July next suc- ceeding ten (10) months from their date. SECTION 1V DESCRIPTION. OF ASSESSMENT DISTRICT That the contemplated work and improvement here- inbefore mentioned is, in the opinion of said Board of Trustees of more than local or ordinary public benefit and the said Board of Trustees therefore makes the expense of said work and improvement chargeable upon the district hereinafter described, and said Board of Trustees does here- by declare said district to be the district bnefitted by said work and improvement and to be assessed to pay the cost and expense thereof, which district is bounded and described as follows, to-wit: All of that real :property situated in the City of Huntington Beach, California, included within the following -8- i described exterior boundary lines to-wit; Commencing at the noint of intersection of the center line of Orange Avenue with the center line of Lake Avenue in said City, thence in a straight line to the most Southerly corner of lot Fifteen (15) Block three hundred and two (302, Hunting- ton Beach Tract; thence Northwesterly In a. straight line to the most Westerly corner. of Lot Sixteen (16) Block Three hundred and twenty two (322) Huntington Beach Seventeenth (17th) Street Section, thence in a straight line to the point of Intersection of the center line of Twenty Third (23rd) Street with the center line of Orange Avenue; thence in a straight line to the most Mortherly corner of lot fourteen (14) Block four hundred End twenty two (4210) Hun- tington Beach Seventeenth Street Section; thence in a Southeasterly straight line to a point on the Southeaster- ly property line of Block four hundred and five (465) Huntington Beach, 1.`I'ain Street Section, said point being dis- tant One Hundred and seventy five (175 ) feet Northeasterly from the most Southerly corner of said Block 405; thence in a straight line to the most Northerly corner. of Lot Twenty tv,.ro (22) Block Four hundred and four (404) , Huntington Beach lain Street Section; thence In a straight line of the Yorth­ viesterly corner of Lot six (6) Block Four hundred and four (404) , thence along the North ll,ne of said lot six (6) , to the Nlorthea.st corner thereof; thence In a straight line to the most Northerly corner of Lot Twenty nine (29) Block Four hundred and three (403) ; thence in a straight itne to -9- i the most Easterly corner of Lot seven (7) Block Four hun- dred and three (403) ; thence in a straight line to the most Northerly corner of Block Four hundred and two (402) ; thence in a straight line to the point of beginning excep- ting therefrom any portion of any street or alley which is included ry thin the above described district. The above description is general only, a plan, diagram or map of said district indicating by a boundary line the extent of the territory included in the proposed district is on file in the office of the City Engineer. Reference is hereby made to the said map or plat for fur- ther full and complete description of the said assessment district. The said plat or map so on file shall govern for all details as. to the extent of the said assessment district. SECTION V TIME AND PLACE OF 1MRIFG Notice is hereby given that on Monday the 4th day of August 1924, at 8:00 o' clock P.M. in the Council Chamber of the Board of Trustees located in the City Hall in the said City of Huntington Beach, any and all, persons having any objections to the proposed work or improvement, or to the extent of the district to be assessed or both, or to the proposed grade or proposed modification of grade to which such work or improvement is to be done or made or all of them may appear before the said Board of Trustees and show cause why said proposed improvement should not be -10- • ca,rried out in accordance with this Resolution. SECTION V1 DIAGRA11 OF THE PROPERTY TO BE ASSE5STED. The City Engineer is hereby directed to make a diagram of the property affected or benefitted by the nroDosed work or im-oroverient as described in this Resolu- tion of Intention and to be assessed to pay the expenses thereof. Such diagram shall show each separate lot, piece or percel of land, the area in square feet of such lots, pieces or -oarcele of land, and the relative location of the same to the work proposed to be done , all within the limits of the said assessment district. SECTION V11 PUBLIC T,VAYS The Streets, avenues and -lleys referred to in this Resolution of Intention are public ways in the said City of Huntington Beach. SECTION V111 IMPROVEMENT ACT Except as hereinbefore otherwise provided for the Issuance of said Serial Bonds all of the proceedings for the aforesaid work and Improvement shall be had and taken under and In accordance wi11h the provisions of those Acts of the Legislature of the State of California, designated as "The Improvement Act of 191111 approved April 7th, 1911 and all Acts supplimentary thereto or amendatory thereof i and the said Serial Bonds shall be issued in accordance with the Improvement Bond Act of 1915, approved June llth, 1915, and all Acts supplimentary thereto or amendatory thereof. SECTION 1X PUBLICATION OF RESOLUTION OF INTENTION There being no daily newspaper published and cir- culated in said City, the Huntington Beach News, a weekly newspaper published and circulated and of general circulation in the City of Huntington Beach, is hereby designated as the newspaper in which this resolution of Intention shall be published, and the City Clerk of said City is hereby direc- ted to cause this Resolution of Intention to be published for two (2) insertions in said newspaper in the manner and form required by lair. SECTION X1 POSTING NOTICE OF IMPROVEMENT The Street Superintendent of said City shall af- ter the adoption of this Resolution of Intention, cause to be conspicuously posted as required by law along the line of said contemplated work or improvement, and along all the open Streets within the hereinbefore described assessment district notices in the w nrier and form required by law of the passage of this Resolution of Intention. The Board of Trustees. does not deem it advisable that the City Clerk mail copies of the Notice of Improve- -12- • • ment to o5rmers or reputed oTuners, and he is not required to nail same. Passed and adopted by the Board of Trustees of the City of Huntington Beach, California, and signed and approved by the President of said Board of Trustees at a regular adjourned meeting thereof :yield on the 14th day of July , 1924.
