The Board of Trustees of the City of Huntington Beach, California., do resolve as follows: That the public interest and convenience requires and it is the intention of the Poard of Trustees of the said City of ?-?untington Beach, California., to order the const_rt,ction of the following described zork and Improve- ment in said City, to-xit : 1. The grading to the official grade thereof of said Orange Avenue In said City' from property line to property line together with its intersection with _nter- secting streets and alleys between the property lines of said intersecting streets n.nd alleys from the West pro- • perty line of Lake Avenue to the 'Soiztheasterly property line of Eleventh Street excepting therefrom any of said 7rork already done to the official grade. The grades shorn on the plans, profiles and cross-sections herein referred to shall for the purpose of this Resolution be deemed to bethe official grades. 2. The paving of said Orange Avenue in said City from curb line to curb line together with its intersec- tion x=ith intersecting streets and alleys between the curb lines of said intersecting streets and alleys from the "Vest property line of Lake Avenue to the Southeasterly property line of Eleventh Street 1,,.ith a. pavement consis- ting of a One and one-half (12,) inch Asphaltic Concrete (Topeka) inearing surface laid upon a Three and one-half (39) inch Asphaltic Concrete Base, excepting therefrom the intersections of said Orange Avenue with 3rd Street, T.�a.in Street, 5th Street, Sixth Street, 8th Street, 9th Street and 10th Street; and also excepting; any of said Mork already done to the official grade, 3. The construction of cement concrete sidewalks running parallel with and one (1) foot from both property lines of the said Orange Avenue, together with all approa- ches at its intersection with intersecting; streets, from the "Vest Curb line of Lake Avenue to the Southeasterly property line of Eleventh Street, excepting therefrom any of said. «vork already done to the official grade. -2- 4. The con.stri.ction of cement concrete curbs along both curb linee of said Orange Avenue together with all curb returns at its intersection with intersecting streets and alleys from. the Test curb line of Lake Avenue to the Southeasterly property line of Eleventh Street, excepting; therefrom any of said work already done to the official grade. 5. The construction of the following corrugated, galvanized iron, half round, ten (10) gauge culvert on a tiro . (2) inch thick concrete ba,,se; said culvert pipe to be fifteen (15) inches wide at the base vrith a five (5) inch rise; One Hundred Eighty Five (185) lineal feet of cul- vert as above described et the intersection of the said Orange Avenue with 7th Street , located as shown on the plans. Cement concrete headwalls shall be constructed at the ends of the above culverts as shown onthe glans. 6. The construction of an ornamental lighting system described as follows: Twenty (20) ornamental single light standards fully equipped with a single light and connected with three-nuarter (3/4) inch electric conduct placed under ground, adjacent of the curb lines. Ten (10) of said single light standards . shall be located on the Southwesterly side of said Orange Avenue and Ten (10) on the Northeasterly side of said Orange Avenue. They shall be of a single circuit and said circuit shall terminate at the pole of the Southern California Edison Company which -3- • is situated on the Southeasterly side of the Alley in Block 403, Huntington Beach r,Ta.'tn "treet Section, approx- im<gtely twenty-five (25) feet Northeasterly from the rTorth- easterly property line of the said Orange Avenue, which will be the feed-in point of said circuit. For a more particular description of said lighting system, reference is hereby mrde to said plan, profile and cross-section of said work. The grade to which all of the above described work shall be done and improvement made, shall be the grade as shown on the plan, profile and cross-section therefor adopted by the Board of Trustees of the City of Huntington Beach, and now on file in the office of the City Engineer, to which plan, profile, and cross-section reference is hereby made. All of the foregoing work is fully set form, delineated and described in _the said plan, profile, and cross-section and snecification., therefor to latish re- ference is hereby made for a. complete , full, particular and detailed description of the work. SECTION 11 Plans, Prof 113s, Cross-secti{^ns and Specifications. All of the said work and improvement shall be done as shown upon and according to the plan, profile, and cross-section therefor numbered New Series 18 in 2 sheets and according to Specifications numbered 47 on file in the office of the City Clerk of said (.`it,y, -4- all of �rhich Plans, profiles, cross-sections and specifi- cations have been approved and adopted by the Board of Trustees of the said City of Huntington Beach as the plans, profiles, Cross-section and specifications to be followed in making said improvement and by reference there- to the same are incorporated herein and made a part here- of and reference is hereby made thereto for a full, com- plete and more particular description of said work. SECTION 111 The Board of Trustees also determine and declare that Serial Bonds shall be issued to represent the expense of and be secured by assessments which shall be made to pay for the cost of said vrork and Improvement. `T'I'-BEFORE: p'otice is hereby given that Serial Bonds to represent unpaid assessments and bear interest at the rate of Seven (7) per cent per annum, will be is- sued hereunder in the manner provided by the Improvement Bond Act of 1915, the last installment of which bonds shall mature Nine (9) years from the second day of July next succeeding ten (10) months from their date. SECTION 1V DES^RIPTION OF ASSESSMIiENT DISTRICT That the contemplated work and improvement here- inbef ore mentioned is, in the opinion of said Board of Trustees of more than local or ordinary public benefit and the said Board of Trustees therefore makes the expense of -5 said work and imnrovement chargeable upon the district ?-hereinafter described, and said Board. of Trustees does hereby declare said district to be the dietrict benefitted by said r-tork a.nd improvement and to be assessed to pay the cost and expense thereof, iuuhich district is bounded and described as follows, to-nait: All of that real property situated in the City of Huntington Beach, California, included mrithin the fol- lowing described exterior boundary lines, to-suit: Commencing at the point of intersection of the center line of Orange Avenue with the center line of Lake Avenue in said City, thence in a straight line to the most Southerly corner of Lot Fifteen (15) block Three Hundred Ewo (302) , Huntington Beach Tract; Thence Northwesterly In a straight line to the most Westerly corner of Lot. Sixteen (le) Block Three Hundred Ten (310) Huntington Beach Tract; thence in c; straight line to the point of intersection of the center line of Fleventh (llth) Street with the center line of Orange Avenue; tnence in 3 straight line to the most northerly corner of lot fourteen (14) Bloc's four, hundred ten (410) Huntington Beach Ilain Street Section; thence Southeasterly in a. straight line to a point on the Southeasterly property line of Block four hundred five (405) Huntington Beach Ia.in Street Section, said point being distant one hundred seventy five (175) feet Northeasterly from the most southerly corner of said block 405; thence in a straight line to the Most Northerly -5- • corner of Lot twenty two (22) Block four hundred four (404) Huntington Beach ?+grin Street Section; thence in a straight line to the most Northerly corner of lot five (5) said Block 404; thence in a ;sera l-E ht line to the roost Easterly corner of said lot five (5) said Block 404; thence in a straight line to the most Northerly corner of Lot Thirty (30) Block four hundred three (403) Huntington Beach Main Street Section; thence in a straight line to the most Easterly corner of said lot 30, said Bloc'..'[ 403; thence in P. straight line to the most Easterly corner of Lot 10, said Block 403; thence in a straight line to the most TSorth- erly corner of Block four Hundred Two (402) Huntington Beach 'fain Street Section; thence in a straight line to the point of beginning excepting therefrom any portion of any street or alley which is encluded within the a'iove described district. The above description is general only, a plan, diagram or man of said district indicating by a boundary line the extent of the territory included in the proposed district is on file in the office of the City Engineer. Reference is hereby made to the said soap or plat for a further full and complete description of the said assess- went district. The said plat of map so on file shall govern for all details as to the extent of the said as- sessment district. SECTION V TIME AND PLACE OF HARING -7- notice is hereby -iven that on Iionday the 6th day of October 1924, at 8:00 o'clock P. T . in the Council Chamber of the Board of Trustees located in the City Fall in the said City of Hunttngton Beach, any and all, persons ravine any objections to the proposed work or improvement, or to the extent of the district to be assessed or both, or to the proposed grade or proposed modification of grade to which such work or improvement is to be done or made or all of there, may appear before the said Board of Trustees and, show cause mhy said proposed improvement should not be ce.rried out in accordance with this resolution. SECTIOP V1 DIAGRM1 OF THE PROPERTY TO BE ASSESSED The City Engineer is hereby directed to_ make a diagram of the property affected or benefitted by the pro- posed wor'.. or improvement as described in this resolution of Intention and to be assessed to pay the expenses thereof. Such diagram shall show each separate lot, piece or parcel of land, the area in square feet of such lots, pieces or parcels of land and the relative location of the same to the work ;proposed to be done, all within the limits of the said Assessment District. SECTION Vll Ptt="LIC WAYS The streets, avenues and alleys referred to in this resolution of Intention are public 1,x;t ys in the said -8- city of Huntington Beach. SECTION V111 I iPROWMENT ACT Except as hereinbefore otherwise provided for the issuance of said serial bonds all of the proceedings for the aforesaid work and improvement shall be had and taken under and in accordance with the provisions of those acts of the Legislature of the State of California, de- signated as the "Improvement Act of 1911" approved April 7th, 1911, and all Acts supplimenta.ry thereto or amenda- tory thereof and the said Serial Bonds shall be issued in accordance with the Improvement Bond Act of 1915, approved June llth, 1915, and all Acts supplimenta.ry there- to or amendatory thereof. SECTION 1X PUBLICATION OF R75OLUTION OF INTENTION There being no daily newspaper published and cir- culated in said City, the Buntington Beach Nears, a weekly newspaper published and circulated and of general circu- lation in the City of Huntington Beach, is hereby desig- nated as the newspaper in which this Resolution if Inten- tion shall be nublished , and the City Clerk of said City Is hereby directed to cause this Resolution of Intention to be published for two (2) ineertions in said newspaper in the manner and form required by law. SECTION X1 POSTING NOTICES OF IMPROVEMENT -9- The Street Superintendent of said City shall after the adoption of this Resolution of Intention, cause to be consnicuously hosted as required by 1p,w. along the line of said contemplated work or improvement, and along all the o-oen Streets ivIthin the hereinbefore described assessment distrAct, notices , in the manner and f­rm re- quired, by law-1 of the ps,ssage of this '-Resolution of In- tention. The Board of Trustees does not deem it advisable that the City Clerk mail copies of the Notice of Improve- ment to owners or ren,.i.ted olvners, and he is not required to mail same.
