RESOLUTION NO. 860
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH, CALIFORNIA,
REJECTING BIDS AND DECLARING AND DETERMIN-
ING THAT IN ITS OPINION THE WORK IN QUES-
TION MAY BE PERFORMED MORE ECONOMICALLY
BY DAY LABOR.
The City Council of the City of Huntington
Beach, California, do resolve as follows:
WHEREAS, the City Clerk, pursuant to instruc-
tions of the City Council of the City of Huntington Beach,
did advertise for bids for the construction of reinforced
concrete seats, stairways, sidewalks and appurtenances
thereto on the beach front bluff east of the Municipal
Pavilion in the City of Huntington Beach, California, end
WHEREAS, a number of bids were submitted for

said purpose, and
WHEREAS, the City Council are of the opinion
that said work in question may be performed more econom-
ically by day labor and the materials and supplies needed

in said work may be furnished and purchased at a lower
i
price in the open market,
NOW THEREFORE, the City Council of the City
of Huntington Beach, California, do resolve, declare and
determine as follows:

Section 1. That all bids received for the
construction of reinforced concrete seats, stairways,
sidewalks and appurtenances thereto on the beach front
bluff east of the municipal pavilion in the City of
Huntington Beach, California, be and they are hereby
rejected.
Section 2. That it is the opinion of the
City Council of the City of Huntington Beach, California,
that the work in question, to-wit, the construction of
reinforced concrete seats, stairways, sidewalks and
appurtenances thereto on the beach front bluff east of
the municipal pavilion in the City of Huntington Beach,
may be performed more economically by day labor and the
materials and supplies needed for said work may be furn-
ished and purchased on the open market at a lower price,
than contained and set forth in the bids to the City
Council.
PASSED AND ADOPTED by the City Council of
the City of Huntington Beach, California, at a regularly
adjourned meeting thereof held on the ppna day of
December, 1939.

and. acting City Clerk of the City of Huntington Beach,
California, and ex-officio Clerk of the City Council
of said City, do hereby certify that the whole number of
members of the City Council of the City of Huntington
Beach is five; that the foregoing Resolution was passed
and adopted by the affirmative vote of a. four-fifths
(4/5) majority of the members of said City Council at
a regularly adjourned meeting of the City Council held
on the 2P.0 day of December, 1939, by the following
vote:
AYES: Councilmen: CHAMNESS, MOREHOUSE, TALBERT,
cCALLEN
NOES: Councilmen: None
ABSENT: Councilmen: Henrickson
