PLAN AND AUTHORIZING PARTICIPATION
IN THE PLAN BY ITS OFFICERS .Aar
ENPLOYEES.
WHEREAS, there has been su muted, to the
City Council of the City of Huntington Beach,
Cal If ornia2 a proposed plan for receiving and dis-
patching ing law enforcement mutual aid Between and anion
the various political subdivisions and municipal
corporations on his State in tires of emergency,
as defined in the plan; and
WTfiEREAS, It Is deemed in the .interest of
and for the Protection of the citizens of this com-
munity unit and t e i r properties that such a plan
adopted and approved;

certain Plan designated. "State of California
Enforcement Atual Aid Plan". a copy of which is
attached hereto and hereby made a pert .hereof, as
though set forth herein in full, be and the sKme
is hereby approved and adopted; and

of such law enforcement mutual aid services, including
the use of personnel aQ facilities, as may be
requested and he may deem available without unnec—
essarily depleting the chyle agencies, outside the

Plan, and subject to all provisions of law governing
such extra—territorial service.
The City Clerk shall attest and certify to
the passage and adoption of this Resolution by a

LA'I ENFORCEMENT MUTUAL AID PLAN
S 'CTION ONE - c - a - - P U R P O S E
The purpose of this plan is to coordinate the dispatch and use of
law enforcement personnel and equipment whenever, because of enemy
action, disaster, civil dist(-4,rbance, or other cause, any local laver
enforcement agency requires the dispatch to it of law enforcement
assistance from any other jurisdiction.
UCTIONTVIO - - - - - - DEFINITIONS
a. `,State Law Enforcement Coordinator" as used herein r,ieans
the person appointed by the Governor in accordance with
the �.)rovisions of Subdivision b of Section 1532 of the California
lar Powers .Act.
b. `!Reaional Law Enforcement Coordinator" as used herein
means the person selected in any region of the state by
the county law enforcement coordinators of such region to act in
such capacity.
c. "County Law Enforcement Coordinator" as used herein means
` the person selected in any county by the chiefs of the
police departments, the sheriff and the heads of the other law en•-
fox cement agencies {withim such county to act in such capacity.
d. "Region" as used herein means those areas designated by
the Governor as 1'-protective regions" in accordance with
tie authority contained in the California Jar Powers ,Act.
e. "Coordinating Centers" as used herein means those loca-
tions ti,here law enforcement coordinators receive and trans-
mit in."ormation and requests for aid.
f. "Emergency" as used herein means the existence, or threat-
ened existence, of conditions, resulting from enemy action,
disaster, civil disturbance, or other cause, of such mar
nJtude
that a local law enforcement agency requires the dispatch to it of
la�a enforcement assistance from any other jurisdiction in order to
effectively combat the same.
SECTION THE A I D T O B E F U R N I S H E D

.Each city, city and county, to7mship, county and state laT;r enforce-
ment agency shall render to each other city, city and county and
county la�.r enforcement mutual aid as herein provided, provided,
horaever, that no city, city and cotuity, tovwnship, county or state
law enforcement agency shall be required to unreasonably deplete
its orra lava enforcement agencies in furnishing mutual aid hereunder.

a. "Thenever an emergency as herein defined exists the Chief
of Police or Sheriff in ,.Those jurisdiction the emergency
occurs, shall be, and continue to be, in command in connection
with all matters pertaining to law enforcement. 'He may request
such l a-nr enforcement mutual aid as is required from other juris-
dictions and agencies within the county (dir!2ct2y or through the
Coordinator) providedy horever, that when the cause of the emer-
ency 4is of such a nature that more than one jurisdiction is en-
dangered, then such request shall be made in the first instance to
the Coirraty Darr Enforcement Coordinator. If such sufficient law
enforcement mutual, aid is not iim-iiediately available in the county
in -'-7hi ch the emergency exists, the Chief of Police or Sheriff', as
the case may beg shall request such additional aid as is required
from the County Lave Enforcement Coordinator who shall transmit
such request to the Re gi.onal LaT;T Enforcement Coordinator, The
regional Lawn enforcement Coordinator shall thereupon through the
County Lana Enforcement Coordinators of his region request such
lava enforcement mutual aid as is required and available from the
lair enforcement agencies within the region. In the event suf-
ficient lady enforcement mutual aid is not available aithin the
region, the Regional Law 'Enforcement Coord:uiator shall request
the additional aid required from such other Regional Law Enforce-
ment Coordinators as he deems advisable -,rho shall transmit .such
recuests through their respective County Law ',:Pizforcement Coor-
dinators. :each law enforcement department and agency receiving
ax-.y of the aforementioned requests shall comply with the same an
so ar as it can: do so rithout unreasonably depleting; its oxi:i la-,.,'[

b. '"Jhenever any Chief of Police or Sheriff` requests mutual
aid directly from any other laR.r enforcement agency ;.rithin
his county' he shall immediately inform the County Law Enforce-
ment Coordinator of such request and shall thereafter keep him
fully advised as to all developments in connection with the emer-
goncy«
c. ,; -enever any County LaT,r Enforcement Coordinator receives
any request .for mutual aid or any information concerning,
the e >i.stence of an- emergency 1A.thin his county he shall immedi-
ately advise the Regional Law Enforcement Coordinator of such
request and furnish such in;r.orrnation to him.

d. Whenever any Regional Law Enforcement Coordinator receives ,
any request for mutual aid or is informed of the existence
of n y emergency within his region he shall immediately advise -the
State Law Enforcement Coordinator of such request and furnish such
information to himl
e, lhenever any law enforcement department or agency receives
any direct request for mutual aid or dispatches any mutual
aid, the head of such department or agency shell immediately noti-
fy his County Law Aforcemer_t Coordinator of the same.
°. Whenever any County Law Enforcement Coordinator is unable
to communicate a request for mutual aid to his Regional
Law w,nfoxcement Coordinator, he may make such request to any County
Law Enforcement Coordinator within the region an? shall thereafter,

as soon as possible, inform the Agional Lair Enforcement Coordina-
tor of the action taken.
a.. in each county there shall be a County Law Enforcement Co-
ordinator, who shall be appointed by a majority vote of

serve at the pleasure of the appointing authority,
b, in each region there shall be a Regional Law Enforcement
Coordinator, :;,rho shall be appointed, immediately upon this
plan becoming effective by a majority vote of the County Law En-
forcement Coordinators within the region, who shall be an exper-
ienced law enforcement officer and who shall hold such position at
he pleasure of the appointing authority.

a, In each county there shall be established a Coordinating
Center which shall have on •3 twenty-four hour basis:, too-
way shortwave radio facilities, if the same are available within
the county, as well as adequate telephone communications. The
County Law Enforcement Coordinator shall arrange to man Such Co-

personally or by his duly authorized representatives.

Request' for mutual aid shall be transmitter, by either radio, tele-
phone, teletype or messenger, whichever means may be available and
jRost expeditious, but shall not be broadcast indiserimi1nately by
mca-,-as o:" commercial or amateu:c .radio broadcasts.
3ECTION EIGHT ADDITIOPTAL DUTIES OF COORRD NATORS
a. Each County Later Enforcement Coordinator shall compile and
keep current a list of special lwu enforcement equipment
and specially tra-ined personnel and the number of :hen in his de-
--oart 7ns,`1t Tith`m his county. He shall retain this list at the Co^-

and deep current a list of 211 special la r enf'oreement
equipment and specially trained perscn_nel and the number of men

c, The State LawEnforcement Coordinator shall compile a com-
plote list ofspecial 1a.rr enforcement equipment and specially
trained personnel and the number of men in his department �,Tithin

_C. 1'_nenever any Constable has any information regarding any
emergencyp he shall report the same to the Sheriff of his
County. ,

This ,plan shall become effective as to each city when it is ap-.
pi oveS by the legislative body of the same, as to the City and
County of San Francisco when approved by its Board of Supervisors,
as to the unincorporated area of each county when approver) by the
Board of Supervisors of such county, and as to state law enforce-
ment agencies then a proved by the California State 4ta.r,Counc^j .
In so far as t> i s plain is operative by agreement betneen the
cities, city and county and counties of this ,state, the benefits
of this Man shall be available only to such cities, city and
county and counties as approve the same. Each city, city and
county and county approving the same shall continue to be a par-
ty to this plan until it withdraws from the Man by giving thirty
days notice in writing of its electron so to do to its county co-
ordinator and to the Governor, and the withdrawal o_" any one or
more parties, either by the giving of notice as herein provides
or the operation of law, shall not affect the continuance of the
plan as to the other parties thereto.
