WHEREAS,, the City Council of the City of Huntington Beach has conducted a hearing for the purpose of establish- Ing the general prevailing rate of per then wages in this locality for workmen needed for the construction and install- ation of a combined reinforced concrete and vitrified clay pipe storm drain with its appurtenances on Ocean Avenue, Sixteenth, ,Seventeenth, Nineteenth & Twentieth Streets, and Main Street from Twelfth Street to Wesley Avenue all in. the City of Huntington Beach, and has considered evidence presented.
