A RESOLUTION OF THE CITY COUNCIL OF THE
CITE' OF HUNTI `GTON BEACH, CALIFORNIA,
AUTHORIZING THE PREPARATION OF BALLOTS.
WHEREAS this City Council did on the 25th day of
February, 1949 duly adapt resolutions directing that nine
(9) certain proposed amendments to the Charter of the City
of Huntington Beach be submitted to the qualified electors
of the City at the General Municipal Election to be held on
the 13th day of April, 19 ;
NOW, THEREFORE, BE IT RESOLVED, by the City Council
of the City of Huntington Beach that the City Clerk be and
he is hereby authorized and directed to prepare ballots as
required by law for the submission of the said proposed
Charter amendments at said General Municipal Election, said
proposals to b tated on said ballets in words and figures
as follows, to- wit,
CHARTER AMENDMENT NO. 1
"Shall Charter Amendment oa' l,, proposed by petition
of the requisite number of registered and qualified electors
of the City and filed in the office of the City Clerk on
February 16, 19 , be adopted, said amendment proposing that
the form of the City government be changed to a Council-Mana-
ger ger form, under which the policy-making and legislative func.
tiens would continue to be exercised by the City Council but
the administrative affairs of the City would be centralized
under a. City Manager, to be employed by the City Council, and
who would be the chief executive officer and head of the ad-
ministrative branch of the City Government, said amendment

also providing for a Civil Service system for the recruitmen1j,
retention, and advancement of all City emp ,Nees on a merit
basis?"
CHARTER AMENDMENT NO, 2
"Shall Charter Amendment No. 2, proposed by the
City Council, be adopted, said amendment providing that
Section 2 of Article III of the Charter-of the City of
Huntington Beach, relating to the powers of the City, be
amended so as to authorize the City, at its option, to
exercise all rights, pagers and privileges and to follow all
procedures granted or provided by general laws?"
CHARTER AMENDMENT IBC, 3
"Shall Charter Amendment Nos 3, proposed by the City
Council, be adapted., said amendment providing that Section 5
of Article IV of the Charter of the City of Huntington Beach,
relating to the canvassing of election returns and the issu—
ance of certificates of election, be amended. with respect to
the time of such canvassing, the procedure to be had thereon
and the installation, terms, and oaths of newly elected
offieers?"
CHARTER AMENDMENT Nth.
"Shall Charter Amendment No 4„ proposed by the City
Council, be adopted, said amendment providing that Section 3
of Article V of the Charter of the City of Huntington Beach,
relating to meetings of the City Council, be amended so as to
provide for regular meetings following elections, in addition
to regular meetings at times fixed by ordinance, for the
choosing of a Mayer at the regular meeting following each
General Municipal Election, and for the time of holding Council
meetings when the regular day falls upon a holiday?"

CHARTER AMENDMENT NC. 5
"Shall Charter Amendment No. 5, proposed by the
City Council, be adopted, said amendment providing that
Section 6 of Article VI of the Charter of the City of
Huntington Beach, relating to the filing, indexing authen-
tication and publication of ordinances, be amended so as
to provide for such publication of ordinances within two
weeks after adoption instead of within ten (10) days after
adoption as at presentl"
CHARTER AMENDMENT No.. 6
"Shall Charter Amendment No. 6 proposed by the City
Council,, be adopted, said amendment providing that Section 3
of Article VII of the Charter of the City of Huntington
Beach, relating to the powers and duties. of the Mayor and the
filling of any vacancies in the office of Mayor, be amended
so as to require that if, when a vacancy in the. office of
Mayor exists, there is also. a vacancy in the office of Council-
man, such vacancy in the office of, Councilman. shall be filled
before the vacancy in the office of Mayor is filled.?"
CHARTER. AMENDMENT NO, 7
"Shall Charter Amendment No, 7, proposed by the City
Council, be adapted, said amendment providing that Section 1
of Article X of the Charter of the City of Huntington Beach,
relating to public work, materials and supplies, emergency
expenditures and contracts for publication of legal, notices, be
amended so as to authorize the Council, by four-fifths vote of
all its members after receiving and rejecting bids, or by
unanimous vote of all of its members without inviting bids, to
proceed with public work by force account, or the purchase of

materials or supplies in the open market?"
CHARTER AMENDMENT NO. 9
Shall. Charter Amendment No. 9, proposed by the City
Council, be adopted, said amendment providing that Section 3
of Article XI of the Charter of the City of Huntington Beach,
relating to special taxes and bands , be amended so as to pro-
vide that the City may incur indebtedness and issue brands for
expenditures exceeding ordinary revenues in the manner and
under procedures provided by general laws, or by this Charter,
or by ordinance, but that no bands shall be issued for current
indebtedness?"
CHARTER AMENDMENT NO 9
"Shall Charter Amendment No. 9, proposed by the City
Council, be adopted, said amendment providing that Article
XIV of the Charter of the City of -Huntington Bench, . relating
to franchises, be amended so as to provide for the terms and
procedures upon and under which transportation, communication,
terminal, facilities , water, light, heat, power, refrigeration,
storage, or any other public utility or service may be furnished to
the City or its inhabitants, or the streets , ways, alleys, or
places, be used therefor, or for traversing the City for trans-
mitting or conveying any such service elsewhere, and upon and
under which franchises may be granted therefor?"
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach, California, at a. regular meeting thereof

going Resolution was passed and adopted by the affirmative vote
all
of more than a majority of/the members of said City Council at a
