A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH, CALIF-
ORNIA, CANVASSING THE; RETURNS OF THE
GENERAL MUNICIPAL ELECTION HELD IN
SAID CITY ON TUESDAY, APRIL 13 , 1948.
WHEREAS, the City Council of the City of
Huntington Beach, California, did, by resolution duly
and regularly adapted at a regular meeting of said
Council call for and provide for the holding of the
general municipal election within said City of
Huntington Beach on the 13th day of April, 1948, and
WHEREAS , due notice of the holding of said
general election has heretofore been given at the time
and in the manner provided by law,
NOW THEREFORE, the City Council of the City of
Huntington Beach, California, do hereby resolve, determine
and declare as follows:
Sectionl: (a) That the whole number of votes
cast in the City of Huntington Beach at said general
election, including all absentee votes, is 1364.
(b) That the names of the persons voted for,
the offices for which they were voted? the number of votes
given in each precinct to each of said persons, together
with the whole number of votes which said persons re-
ceived in the entire City, are as follows:

Section 2: It is hereby found and declared that the
following named persons were elected to the respective
offices indicated opposite their names , to wit:
Jack Greer Councilman
Harry R. Le Bard Councilman
Roy Seabridge Councilman
John L. Henricksen City Clerk
William M. Clegg City Treasurer
Section 3: (a) That the proposition voted upon
at said general election was designated. as follows:
Proposition No. 1: Shall Charter Amendment No. 1
proposed by petition of the requisite number of registered
and qualified electors of the City and filed in the office
of the City Clerk on February 16, 1948, be adopted , said
amendment proposing that the form of the City government be
changed to a Council-Manager form, under which the policy-
making and legislative functions would continue to be exer-
cised by the City Council but the administrative affairs of
the City would be centralized under a City Manager, to be

employed by the City Council, and who would be the chief
executive officer and head of the administrative branch
of the City government, said amendment also providing for
a civil service system for the recruitment, retention, and
advancement of all City employees on a merit basis?"
Proposition No. 2: "Shall Charter Amendment No.
2, proposed by the City Council, be adopted, said amendment
providing that Section 2 of Article III of the Charter of
the City of Huntington Beach, relating to the powers of the
City, be amended so as to authorize the City, at its option,
to exercise all rights, powers and privileges and to follow
all procedures granted or provided by general laws?"
Proposition No. 3: "Shall Charter Amendment No. 39
proposed by the City Council, be adopted, said amendment
providing that Section 5 or Article IV of the Charter of
the City of Huntington Beach, relating to the canvassing
of election returns and the issuance of certificates of
election, be amended with respect to the time of such can-
vassing, the procedure to be had thereon and the installa-
tion, terms, and oaths of newly elected officers?"
Proposition No. 4: "Shall Charter Amendment No. 49
proposed by the City Council, be adopted, said amendment
providing that Section 3 of Article V of the Charter of the
City of Huntington Beach, relating to meetings of the City
Council, be amended so as to provide for regilar meetings
following elections, in addition to regular meetings at
times fixed by ordinance for the choosing of a Mayor at a
regular meeting following each General Municipal Election,
and for the time of holding Council meetings when the
regular day falls upon a holiday?"

Proposition No. 5: "Shall Charter Amendment No.
proposed by the City Council, be adopted, said amendment
providing that Section 6 of Article VI of the Charter of the
City of Huntington Beachl relating to the filing, indexing
authentication and publication of ordinances , be amended
so as to provide for such publication of ordinances within
two weeks after adoption instead of within ten (10) days
after adoption as at present?"
Proposition No. 6: "Shall Charter Amendment No.
6, proposed by the City Council, be adopted, said amendment
providing that Section 3 of Article VII of the Charter of
the City of Huntington Beach, relating to the powers and
duties of the Mayor and the filling of any vacancies in the
office of Mayor, be amended so as to require that if, when
a vacancy in the office of Mayor exists , there is also a
vacancy in the office of Councilman, such vacancy in the
office of Council-man shall be filled before the vacancy in
the office of Mayor is filled?"
Proposition No. 7: "Shall Charter Amendment No.
7, proposed by the City Council, be adopted, said amendment
providing that Section 1 or Article X of the, Charter of the
Lity of Huntington Beach, rela,ting to public work, materials
and supplies , emergency expenditures and contracts for pub-
lication of leg-.1 notices , be amended so as to authorize!,
the Council, by four-fifths vote of all its members after
receiving and rejecting bids, or by unanimous vote of all of
its members without inviting bids , to proceed with public
work by force account, or the purchase of materials or
supplies in the open market?"

, Proposition No. 8: "Shall Charter Amendment No.
8, proposed by the City Council, be adopted, said amend-
ment providing that Section 3 of Article XI of the Char-
ter of the City of Huntington Beach, relating to special
taxes and bonds, be amended so as to provide that the City
may incur indebtedness and issue bonds for expenditures,
exceeding ordinary revenues in the manner and under pro-
cedures provided by general laws, or by this Charter, or by
ordinance, but that no bonds shall be issued for current
indebtedness?"
Proposition No. 9: "Shall Charter Amendment No.
9, proposed by the City Council,be adopted, said amendment
providing that Article XIV of the Charter of the City of
Huntington Beach, relating to franchises be amended so as
to provide for the terms and procedures upon and under which
transportation, communication, terminal facilities, water,
light, heat, power refrigeration, storage, or any other.
public utility or service may be furnished to the City or
its inhabitants , or the streets, ways, alleys, or places,
be used therefor, or for traversing the Cityfbf transmitting
or conveying any such service elsewhere, and upon and under
which franchises may be granted therefor?"
(b) That the number of votes given in each precinct
for and against said propositions, together with the whole
number of votes given for and against said propositions, are

(c) It is hereby found and declared that the
following propositions were adopted or defeated as follows'
to wit:

Section 4: The City Clerk is hereby directed to
enter on the records of the City Council a statement of the
result of said election as required by law.
Section 5: The City Clerk shall immediately make
and deliver to each of such persons elected a certification
of election signed by him and duly authenticated. He shall
also impose the constitutional oath of office and have each
of said persons subscribe thereto, whereupon they shall be
inducted -Into the respective offices to which they have been
elected.
Section 6: That the Mayor and City Clerk are hereby
authorized to prepare or cause to be prepared a, Certificate
of Ratification of the said Charter Amendments and submit
the same to the State Legislature for ratification.
Section 7: That the City Clerk shall attest and
certify to the passage and adoption of this Resolution by
a majority of the votes of the members of the City Council
of the City of Huntington Beach.
PASSED AND ADOPTED by the City Council of the
City of Huntington Beach , Califonfa, by a vote of more
than a majority of all its members , at a regular meeting
of said City Council held on the ll4day of April, 1948.

I, JOHN L. HENRICKSEN, the duly elected, qualified
and acting City Clerk of the City of Huntington Beach and
ex-officio Clerk of the City Council of said City, do here-
by certify that the whole number of members of the City
Council of the City of Huntington Beach is five; that the
foregoing Resolution was passed and adopted by the affir-
mative vote of more than a majority of all members of said
City Council at a regular meeting of said City Council on
the / day of April, 1948, by the following vote;
