A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF HUNTINGTON BEACH.
SETTING FORTH .AN AIR RAID WARNING
SYSTEM.
Whereas, the Huntington Beach Civil Defense and
Disaster Council has recommended for adoption by the City
Council the provisions in Bulletin No. 6 of the Office of
the Director of Civil Defense of California, covering air
raid warning signals:
Now the ref ore, the City Council of the City of
Huntington Beach do resolve as follows:
There is hereby established a system of air raid
warnings, as follows%
A. Color Signals.
There are three color signals to be used in air
raid warnings:
1. YELLOW: Attack likely. A. warning to be given
• as a result of intelligence indicating that
hostile aircraft are on route to attack the
United States. Considered informative only;
for the purpose of alerting key defense officials
and installations. Not to be transmitted to the
general public.
2. RED: Attack imminent. A warning to be given as
a result of an air division commander identifying
hostile aircraft within his area ofresponsibilty.
This is the final warning received at the key point

! air raid warning center prier to actual attack.
Will be transmitted to the public.
3. WHITE: All clear. To be given following either
a yellow or red type air raid warning. It
indicates no further immediate danger of air
attack. Will be transmitted to general public.
B. Public Alarm Signals.
The signals for public alarms are as follows
! 1. The HAD alert public warming signal will be of
three minutes _duration. It will consist= cif
fluctuating or warbling signals of varying pitch
by sirens, or a, series of short blasts by horns
or whistles.
2. The WHITE signal will be a series of three
steady one-minute blasts by sirens, horns or
whistles, interrupted by silent periods of two
minutes each.
PASSED AND ADOPTED by the City Council of the City
of Huntington Beach, California, at a regular meeting thereof
