HomeMy WebLinkAboutCity Council - 1238 r • RESOLUTION NO. 1238 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH RELATING TO ARTIFICIAL DRILLING ISLANDS OR FILLED LANDS FOR DRILLING AND EXPLORATION OF I• GAS AND OIL IN THE TIDE AND SUBMERGED LANDS LYING FARTHER OCEANWAR.D THAN ONE MILE FROM THE MEAN HIGH TIDE LINE OF THE PACIFIC OCEAN. WHEREAS, the Council believes, from the past exper- ience of tideland drilling within this City, that the tide and submerged lands lying oeeanward one (1) mile of the mean high tide line of the Pacific Ocean can be adequately and properly explored and developed for oil and gas purposes by means of wells surfaced on the uplands and directionally • drilled to said tide and submerged lands, and WHEREAS, adequate upland drilling sites are availbble in this City from which wells could be drilled to said tide and submerged lands lying oceanwards one (1) mile of the mean • high tide line of the Pacific Ocean, and WHEREAS, the erection of artificial drilling islands or the construction of artificial filled lands within a dis- tance one and one-half mile seaward between 23rd St. and Highway 39 would adversely affect the use of the recreational beach area of this City by obstructing the view of the public who use said beach for recreational purposes in large numbers and by enlarging the risk that any accidental spillage of oil would be deposited on said beach, and WHEREAS, this Council believes that the construction of • artificial drilling islands or filled lands with proper safeguards -1- Reso. 1238 and controls as are or may be prescribed by law, no closer to the mean high tide line of the Pacific Ocean than the present sa eh island or filled land constructed by Monterey Oil Company in the ocean at Seal Beach, California, (approximately $0200 feet), would not adversely affect this City or the use of its beaches, and the State of California may find such construction to be necessary to adequately explore and drill the tide and submerged lands lying farther oceanward than one mile from the mean high tide line of the Pacific Ocean, • NOW THEREFORE, be it resolved by the City Council of the City of Huntington Beach that: (1) The construction of artificial islands or filled lands for the purpose of drilling oil or gas wells to the tide and sub- merged land of the State of California within this City should be limited in location so that no such construction shall be per- mitted or allowed within an area oeeanward from the mean high tide line of the Pacific Ocean for a mile and one-half arld between • an oceanward extension of Highway 39 and 23rd Street. (2) Such conetru"Otioh outside of the above described area would not adversely affect the interests of this City,' its inhabitants or visitors who come to this City to use its beaches for recreational purposes.
