HomeMy WebLinkAboutCity Council - 1313 RESOLUTION No. 1313 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUN INGTON BEACH SETTING FORTH THE RULES AND REGULATIONS THAT GOVERN THE RESERVE OLICE FORCE WHFX1EAS Sections 1319 through1319.3of the Huntington Beach Ordinance Code provide for the organization of a Re- serve Police Force and provide for the adoption of rules and regulations of said. Reserve Force by resolution: NOS THEREFORE, the City Council does resolve, determine and order as follows: Section 1. { anizata.on. The Reserve Police Force shall be a volunteer organization, composed of not to exceed twenty (20) members' which number may be increased or decreased as the City Council may determine. Members shall be subject to all regulations and orders that are issued to the regular police officers of the departments Members of the Reserve Force may be called to active duty with and for the City of Huntington Beach any time at the discretion of the Chief of Police. During such time while on active duty, the reserve member shall receive from the City of Huntington Beach an hourly wage equal to that of the beginning patrolman in the regular police department. Section 2. F,ligibilitg, 1. Applicants shall be between the ages of twenty-one 1. Res. 3o. 1313 and fifty years; residents of the City of Huntington Beach; and shall be in good health; and have no physical disability, 2, No applicant shall have been convicted of a felony; but if he has been convicted of any misdemeanor, in- cluding traffic violations, he shall so state on his applica- tion, Section 31 Applicants. 1, applicants will be required to execute an ap- plication farm to be submitted to the Chief of police for whatever testing} screeing and investigating he deems advis- able. Successful applicants shall be notified by mail within 10 days after their appointments by the City Council, 2, If an applicant is rejected, he shall be entitled tore-apply after one year. 3, .Applicants shall become recruits as soon as they are accepted, and shall begin their probation period immediate- ly, 4. Applicants shall be photographed and fingerprint- ed, Section 4, Recruits, 1, Recruits (and all reserve officers) shall be required to serve a minimum of four hours duty per week, or sixteen hours ;;per month. At the end of three month proba- tionary period they shall be entitled to wear a uniform as prescribed by the Chief of Police. 2. dies. No. 1313 2. No recruit or reserve officer shall receive any pay for serving the required minimum. of four hours duty per week. They shall be entitled to pay as set forth in Section 1 of this resolution only when called to active duty over and above said minimum duty or when he replaces the services of a regular officer. 3, Recruits shall attend all meetings for instrue. tion and other purposes as the Chief of Police may schedule. ,Any absence must be satisfactorily explained to the Chief of Police or authorized regular officer, 4. The probation period shall be for a term of not less than three months, nor less than fifty hours of work time, s 5, Recruits shall wear suitable and neat clothing while riding in the squad car, or working the "desk". b. Recruits are required to have a flashlight, pencil and notebook. Upon direction of the Chief of Police, only, may he carry a guy., sap and cuffs. 7. Recruits shall work only with an experienced regu- lar officer, 8. At the end of the probationary period the recruit's qualifications' performance, initiative' aptness and ability will be carefully weighed and judged and his name will be submitted by the Chief of Police to the City Council for ap- pointment or rejection, 'r 3• Res. No. 1313 Section 5, Reserve Members. 1. When the probationary period is finished and the recruit has been accepted for appointment as a reserve, he shall be issued a uniform, badge, hat piece, and I. D. Gard, The reserve officer will furnish his other equipment and it will remain his personal property. His equipment should be as follows: (a) Note book and pen or pencil (b) Flashlight (c) Nand cuffs (d) Sap (e) Belt, cuff case , ammo. ,case , and holster (all black leather) (f) Gun, which has to be a 38 cal. revolver, with no less than a 4" barrel If a reserve leaves the Reserve Police Force for any reason, he will turn in his uniform, badge, hat piece, and I.B.card, When the probationary period is Finished and the recruit has been accepted for appointment as a reserve he then be- comes eligible to work for pay, when such worm is scheduled, assignment of paid time will depend upon experience of the reserve member, and type of shift to be worked, 2, Reserves shall abide by all rules and orders adopted by the department. 3, A reserve working with a regular police officer shall be responsible to him, and shall act under his orders whenever practicable, Res. No. 1313 s 4, Reserves shall be required to work a minimum of one four hour shift per week. Selection of which dap of the week a reserve wishes to work shall be determined by the Chief of Police. He shall work that same day every week, unless agree. able arrangements may be made with another reserve to exchange shifts. 5, Deserves who wish to ride more than one shift per week may do so, but the regularly scheduled man has priority to ride in the duty ear, if so assigned. At no time shall. there be more than three men in one car, 6, When riding his assigned night in the duty car, the reserve will be given priority to ride in the front seat, in 'i order to acquaint himself with the radio, codes, log and citation details. 7. Reserves shall work wherever assigned; either in cars or on the desk, d. If a reserve fails to ride on his assigned night, he must be able to furnish valid reason satisfactorily explained to the Chief of Police. Any practice of "Failure to Ride" the minimum number of hours, will be investigated and may result in dismissal. 9. A 'Sign In" log will be pasted for each month, on which the reserves shall enter their free time and any paid time . Reserves shall be on the honor system to enter only the hours worked; and each reserve shall enter only his ova. F tame, and not that of another reserve, la. Reserves shall at all times (on or off duty) conduct themselves in a manner befitting a police officer 5 Reso. No. 1313 11. No reserve officer will cone to works or appear in uniform with liquor on his breath, 12. No reserve officer will use his badge for his personal use or gam. 13. Every reserve offcerp whale operating a police unit, shall obey all traffic laws. This also applies while driving his own vehicle. 14. No reserve officer will miss one week of riding time without calling the department and reporting that he is unable to ride. 15. All reserve officers will conduct themselves as officers and gentlemen when on or off duty. Section 6. Chafe of Reg2l.ations. Nothing contained herein shall be construed as vesting any right in any recruit or any reserve officer, and the City Council expressly reserve the right to cancel, modify, amend, or add to any part of this entire resolution. Section 7. Effective Date.
