A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH RELATING TO
UALIFICATIONS OF THE CHIEF OF POLICE
The City Council of the City of Huntington Beach do resolve
that the qualifications for the office of the Chief of Police of the
City of Huntington Beach, shall be as follows:
The Position: The appointed Chief of Police will be responsible to
the City Council, under the general supervision and administration
;policy control set up by the City Council and provisions of Section 4,
Article VII of the City Charter. The Chief of Police will carry full
responsibility and authority for the enforcement of local ordinances
and state laws within the normal jurisdiction of a municipal police

department, the management and organization of the Department and the
direction and control of departmental personnel.
Qualifications Required: Permission to take the examination will be
granted only to applicants filling out an official application form
(available from the Administrative Officer, City Hall, Huntington Beach
California) and showing the following minimum qualifications.
Education: Graduation from the twelfth grade and at least two years
of college courses in police administration, public administration,
psychology and related courses. Formal education in specialized fields
related to police science and administration may be substituted for
the two years of college or may be substituted for up to four years
of the experience requirement on (formal courses in police science

and techniques) being equal to one year of non-supervisory police
experience.

Experience: At least 4 years of police work or similar law enforce-
went work which has included a record of progressively increasing
responsibility for the supervision of subordinate officers and
specialized techniques in crime prevention and detection and appre-
hension of law violators, not less than four years of which must have
included administrative and supervisory responsibilities. ,Additional
experience may be substituted for the two years of college or equiva-
lent educational requirements on the basis of each additional two
years of experience being equal to ene year of college or its equiva-
lent in formal police science courses.
Examining Board: Shall be the Mate of California Personnel Board.
The Written Examination: The written portion of the examination will.
be administered California wide and at various locations, as close
as possible to the homes of the persons who are accepted as qualified.
Areas to be investigated in the test may include part, or all of the
following:
Thorough knowledge of the principals, techniques and pro-
cedures of modern municipal police administration, the organization of
Municipal Government and the responsibilities of municipal officers
to the citizens of a municipality:
Thorough knowledge of modern techniques and practices in crime
prevention and detection, criminal records and identification, in-
terrogation and traffic regulation;
Thorough knowledge of uses and types of modern law enforcement
equipment such as communication, transportation, recording devices,

polygraphs and laboratory testing apparatus;
Fide knowledge of the techniques and procedures of training and
ability to instruct subordinates in law enforcement proceedings and
activities;

Administrative ability to plan departmental activities,
correctly evaluate information and select a course of action, select
subordinates for potentialities as effective police officers and
qualifications for promotion and provide supervision and leadership;
Ability to prepare comprehensive, concise and significant
reports.
The Oral Examination: A limited number of applicants who score highest
on the written test will be invited to appear before an oral interview
in Huntington Beach at a later date. The number to be invited will
be restricted to a sufficient number to insure that a list of three
highly qualified applicants can be certified to the City Council,
from which list the appointment will be made.
Examination data: A minimum passing grade on each portion of the
examination will be set at 7tr/. The scores on the separate portions
of the test will be weighted as follows:

Conditions of employment:
1. The successful applicant will be required to establish
residence within the city limits of Huntington Beach.
2, A physical and medical examination will be required at
time of appointment.
3. A loyalty oath and fingerprints will, be required at time
of appointment*
4. A probationary period of six (6) months will be required
before permanent appointment;

BE IT FURTHER RESOLVED that this resolution shall be effective

on and after the l®th day after the canvass of the ballot of the
General Municipal Election of April 8th, 1958, in the event that a
majority of the voters at said election vote in favor of the prop-
osition to mare the office of Chief of Police of the City of Huntington
Beach an appointive office.

Huntington Beach' California, at a regular meeting held on the
17th day of March, 1958-

City Clerk of the City of Huntington Beach' and ex-officio Clem of
the City Council of said City' do hereby certify that the whole
number of members of the City Council of the City of Huntington
Beach is five; that the foregoing resolution was passed and adopted
by the affirmative vote of more than a majority of all the members
of said City Council at a regular meeting thereof held on the 17th
day of March : 1958, by the follow ' vote:
