A RESOLUTION OF THE CITY OF HUNTINGTON BEACH TO
APPROVE AN A=DMENT TO CONTRACT BETWEEN THE
BOARD OF ADMINISTRATION OF THE STATE EMPLOYEES$
RETIRE MT SYSTEM AND THE CITY OF HUNTINGTON
BEACH.
WHEREAS9 the State Employees' Retirement Law permits the participation
of public agencies and their employees in the State Employees'
Retirement System by the execution of a contract, and sets
forth the procedure by which said public agencies may elect
to subject themselves and their employees to amendments to
said law; and
WHEREAS, one step in said procedure is the adoption by the legislative
body of the public agency of a resolution giving notice of
its intention to approve an amendment to said contract, which
resolution shall contain a summary of the changes proposed
in said contract; and
WHEREAS, a summary of the proposed changes is attached.-
NOW, THKZEFORE, BE IT RESOLVED, That the CITY COUNCIL of the CITY OF
HUNTINGTON BEACH gives, and it does hereby give notice of
intention to approve an amendment to contract between said
CITY COUNCIL and the Board of Administration of the State
Employees' Retirement System, a copy of the summary of the
major changes in the proposed plan and a copy of said amend-
ment being attached hereto, marked "Exhibits A and B" re-
spectively, and by this referanoe made a part hereof.

SUnKARX OF THE MAJOR CHANGES IN THE PROPOSED PLAN
Lifeguards employed on ocean beaches who heretofore have been classified
as miscellaneous members of the State Employees' Retirement System shall
be reclassified as local safety members as provided in Section 20019.3
with the following changes in their benefits and contribution rates:
1. Eligibility for normal service retirement shall occur at
age 55 (instead of 60) provided at least 20 years of ser-
vice has been rendered. Service retirement shall be com-
pulso3:3r at age 65 (instead of 70).
2. Service retirement allowances upon retirement at 55 or the
later completion of twenty continuous years of service shall
be equal to one-half of final compensation.
3. An industrial disability allowance equal to one-half of
- final compensation shall be paid to any such lifeguard
on ocean beaches who retires on account of disability
arising out of and in the course of employment.
fit. An industrial death allowance equal to one-half of final
compensation shall be paid to the widow or children of any
such lifeguard whose death arises out of an in the course
of employment.
5. Contribution rates of such lifeguard shall be increased
to the rates generally applicable to local safety members
under the State Employeest Retirement System. Such contri-
butions currently range from a maximum of 10.46% at entry
age of 54 with no prior service to 6.09% of salary at en-
try age of 20 with no prior service.
