HomeMy WebLinkAboutCity Council - 1688 RESOLUTION No. 1688 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA, SUPERSEDING RESOLUTION No. 1143, RELATING TO CIVIL DEFENSE AND DISASTER ORGANIZA_ TION, PURSUANT TO ORDINANCE No. 569 OF THE CITY OF HUNTINGTON BEACH. WHEREAS, Ordinance No. 569 of the City of Huntington Beach relating to civil defense and disaster provided that the Civil defense and disaster organization, the distribution of civil defense powers and duties, the assignment of func- tions and services and the recruitment, direction and training of personnel shall be prescribed; and WHEREAS, Resolution No. 1143, adopted pursuant to Ordinance No. 569, is now obsolete; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Huntington Beach, as follows: Section 1. The civil defense and disaster organization of this city shall be as herdinafter more particularly describ- ed and as shown on the attached chart marked "Exhibit A" and entitled "Organization of Civil Defense". Said Exhibit A, in- eluding all information shown thereon, is as much a part of this resolution as if the materials and information set forth by said exhibit were all fully described herein. 1. Res. No, 1688 Section 2, DIVISION OF OPERATING SERVICES. There is hereby created a Division of Operating Services. For the purposes of civil defense planning and organization, the chief of each service within this division shall be responsi- ble to the director. Within this division, there shall be the following services: (1) fire service, (2) law enforcement service, which shall include the plant protection. service; (3) engineering service, which shall include utility service, shelter protection and rescue service; (4) Communications service; (5) Transportation service. The director shall appoint a chief of each such servic- es except as hereinafter provided. The chief of the fire department of the City of Huntington Beach shall be chief of the fire service. The chief of police of the City of Hunting. ton Beach shall be chief of the law enforcement service. The city engineer of the City of Huntington Beach shall be chief of the engineering service. Section 3. DIVISION OF INTELLIGENCE SERVICES. There is hereby created a division of intelligence services. For the purpose of civil defense and disaster planning and organ- ization, the assistant director of civil defense and disaster Is responsible to the director. 2. Res. No. 1688 Within this division there shall be the following services: (1) Public information and education; (2) Operational information; (3) Radiological service; Section 4. DIVISION OF SHELTER SERVICES. There is hereby created a division of shelter services. Within this division there shall be the following services. (1) Shelters. (2) Neighborhood leaders. (3) Individual action. Section 5• DIVISION OF ADMINISTRATION AND SUPPORT SERVICES. There is hereby created a division of administra- tion and support services. 'Within this division there shall be the following services: (1) Supply. (2) Personnel and Manpower. (3) Resource management. (4) Schools. Section 6. DIVISION OF WELFARE SERVICES. There is hereby created a division of welfare services. Within this division there shall be the following services: (1) Emergency welfare. (2) Medical and Health. (3) Mortuary. 3. Res. No. 1688 The director shall appoint a chief of each such service who shall be responsible to the assistant director. The di- rector may appoint the same person as chief of two or more services. Section 7. LEGAL. The city attorney shall serve as the legal advisor to the director of civil defense and to the civil defense organization. Section 8. AMERICAN RED CROSS. The American. Red Cross in the City of Huntington Beach will, in natural disaster, furnish food, clothing, shelter, registration and information service, supplementary medical service when requested, and re- habilitation to individuals and families affected by the dis- aster. In war-caused disaster, the American Red Cross will fur- nish only food, clothing and shelter to affected individuals and families. The American Red Cross will provide funds with which to finance all its relief operations during natural disaster. Civil Defense financing will be provided by public or private agencies other than the Red Cross for Red Cross functions and war-caused disasters. The director shall be responsible for arranging, through the chairman of the local Red Cross chapter, for the partici- pation of the Red Cross in civil defense as a part of the mass care service in case of war-caused disaster, and for the rela- tionship between the Bed Cross and the civil defense organiza- 4. Res. No. 1688 in case of natural disaster. Section 9. DUTIES. The civil defense and disaster duties of the chiefs of operating services and special ser- vices shall be as described in "United States Civil Defense", National Security Resources Board, Document 1289 dated Sep- tember 8, 1950, copies of which shall be filed in the office of the city clerk for use and examination by the public. Such duties as described in "United States Civil Defense" may be changed from time to time by the director by written adminis- trative orders, particularly for the purpose of conforming to recommendations of the state director of civil defense or subsequent modifications recommended by the federal civil defense administrator. Upon recommendation of the civil de- fense and disaster council of the City of Huntington Beach, such duties shall be changed in accordance with such recommend- ations, Section 10. That Resolution No. 1143 of the Hunting- ton Beach Ordinance Code is hereby superseded by this resolution.
