A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH, CALIFORNIA,
CALLING, PROVIDING FOR AND GIVING NOTICE
OF A SPECIAL ELECTION TO BE HELD IN SAID
CITY ON TUESDAY, APRIL 30, 1963, FOR THE
PURPOSE OF SUBMITTING TO THE QUALIFIED
VOTERS OF SAID CITY A PROPOSITION FOR
THE ISSUANCE OF WATER REVENUE BONDS BY
SAID CITY.
The City Council of the City of Huntington Beach,
California, DOES HEREBY RESOLVE, DETERMINE AND ORDER as
follows :
Section 1. That a special election be held and
the same is hereby called to be held in the City of Huntington
Beach, California, on Tuesday, the 30th day of April, 1963, for
the purpose of submitting to the qualified voters of said city
the proposition of issuing water revenue bonds pursuant to the
Charter of said city and the Revenue Bond Law of 1941 (Chapter 6,
Part 1, Division 2, Title 5 of the Government Code of the State
of California) in the amount and for the objects and purposes
hereinafter set forth, including all expenses incidental thereto
or connected therewith.
Section 2 . That the purpose for which said bonded
indebtedness is to be incurred and revenue bonds issued therefor
is as follows :
The acquisition, construction and financing of
additions to the waterworks system of the City of
Huntington Reach including works and facilities for
the production, storage, transmission and distribu-
tion of water, including capacity rights in works
and ;facilities to be used jointly with other public
corporations including capacity rights in the San
Joaquin Reservoir to be constructed by the Irvine
Ranch Water District, the West Orange County Feeder
No. 2 and the Irvine Reservoir Transmission Line
and additional capacity rights in the East Orange
County Feeder No. 2, water storage reservoirs and
tanks, water transmission and distribution mains,
treatment plants, and water wells, and including
the acquisition of all water rights, lands, ease-
ments, buildings, pipe, pumps, valves, fittings,
meters, machinery, equipment, materials, apparatus
and other property necessary or convenient therefor,
and incidental expenses included .in connection
therewith.
Pursuant to Section 54410 of the Government Code,
in determining the amount of bonds to be issued, the City
Council has included (a) all costs and estimated costs incidental
to or connected with the acquisition, construction, improving or
financing of the enterprise, (b) all engineering, inspection,
legal and fiscal agent 's fees, costs of the bond election and
of the issuance of said revenue bonds, bond reserve funds

and working capital and bond 'interest estimated to accrue
during the construction period and for a period of not to
exceed twelve months after completion of construction.
Section 3. That the estimated cost of such acquisi-
tion, construction and financing is 5,700,000. That the
principal amount of the bonds proposed to be issued is 5,700,000.
That the maximum rate of interest to be paid on said bonds shall
not exceed the maximum rate permitted by law, to wit, six per
cent (6 ) per annum, payable annually for the first year and
semiannually: thereafter, the actual rate or rates of interest
on said bonds to be determined at or prior to the time of the
sale or sales thereof.
Section 4. That if the proposition for the incurring
of bonded indebtedness so submitted receive* the requisite num-
ber of votes, to, wit, the votes of a majority of all the voters
voting on the proposition, revenue bonds as provided herein in ;
not exceeding the principal amount stated in such proposition
shall be issued and sold for the purpose set forth herein. Said
bonds are to be revenue bonds payable exclusively from the
revenues of the enterprise and are not to be secured by the
taxing power of the City; of Huntington Beach.

Section 5. That the enterprise referred to herein
is defined to be the entire waterworks system of the City of
Huntington Beach as such system now exists together with all
additions to be acquired, constructed and financed with funds
derived from the sale of the revenue bands herein proposed to
be issued, together with all improvements and extensions to
said system later constructed or acquired.
Section 6. That the polls for said election shall
be opened at seven o 'clock A.M. , of the day of said election
and shall remain open continuously from said time until, seven
o 'clock P.M. , of the same day, when said polls shall be closed,
except as provided in Section 14436 of: the Elections Code of
the State of California.
Section 7. That on the ballots to be used at said
special election, in addition to any other matter required
by law, 'there shall be printed substantially the following:
MARK CROSS (+) ON BALLOT ONLY WITH RUBBER
STAMP; NEVER,WITH PEN OR—FENCII.
(ABSENTEE BALLOTS MAY BE MARKED WITH PEN
AND INK` OR PENCjTj
INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+
in the voting square after the word "YES
or after the word "NO" . All marks except
the cross (+) are forbidden. A3.1 dis-
tinguishing marks or erasures are forbidden
and make the ballot void:
If you wrongly stamp, tear or deface this
ballot, return it to the inspector of
election and obtain another.
On absent voter ballots mark a cross` {+) with
pen or pencil.

PROPOSITION . Shall the City of Huntington
Beach issue water revenue bands in the :
principal sum of $5,700,000 for the acquisi-

Section 8. < A, cross placed in the voting, square
after the word "YES" in the manner hereinb`efore provided shall,
be counted in .favor of. the adoption of the proposition-. A cross
(+} placed in the voting square after the word "NO" in the
manner hereinbefore provided shall be counted against the
adoption of the proposition.
Section 9,. ! That"the, manner of , iolting the ,election
shall be as provided in this resolution and the.,manner of voting
on the issuance of bands shall be `as ;piovlded in this resolution.
That in all particulars not herein recited the election shall. be
held and the votes canvassed pursuant to law for general municipal
elections held in :the City of Huntington Beach.

Section. 1.0. That for the purpose of holding said
special election there shall be and are hereby established
twenty-one voting precincts designated as hereinafter stated.
Each such voting precinct shall consist of a consolidation
of regular election precincts in the city of Huntington Beach
(of the numbers hereinafter stated) established for the hold-
ing of state and county elections, as said regular election
precincts exist on the date of adoption of thisresolution.
That the polling places for the respective precincts shall
be the places .hereinafter designated, and; that the persons
hereinafter named, being competent and qualified electors
and residents of said city and of their respective voting
precincts, are hereby appointed officers of erection for
their respective voting precincts and they shall hold said

election and make return thereof in the manner provided
by law.

Section 11. That the City Council of said city shall
meet at its regular place of meeting in the City Hall on Monday,
the 6th day of May, 1963 at ;7:30 o 'clock P.M. , of said day,
and proceed to canvass the election returns and declare the
result of said election.
Section 12. That, the City Clerk shall cause this
resolution` to be published once a week .for two-u(2) succeeding
weeks in the HUNTINGTON BEACH NEWS, a newspaper of general
circulation in said city published less than six (6) days a
week.
Section 13 This resolution shall take ,effect upon
its adoption.
