HomeMy WebLinkAboutCity Council - 1753 RESOLUTION No. 1753 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH OPPOSING LEGIS- LATION WHICH WOULD RESTRICT THE ESTABLISH- MENT OF ADDITIONAL THOROUGHBRED HORSE RACING MEETS TO THE ALLOCATIONS MADE IN 1962 BY THE HORSE RACING BOARD. WHEREAS, Senate Bill No. 888 was introduced on March 69 1963, which bill, If enacted, would : (a ) Prohibit fast growing Counties in the State from securing any horse racing, except for the few additional days which were not allocated in 1962, regardless of the future population growth in these areas; (b) Prohibit quarterhorse or harness race licensees from conducting thoroughbred horse races, while permitting thoroughbred licensees to run any type of races with the ap- proval of the Horse Racing Board. (c) Prohibit quarterhorse or harness race licensees from applying for license to conduct thoroughbred racing with- out a -possible forfeiture of their existing license. (d) For all practical purposes, eliminpte any and all competition with 'Presently licensed thoroughbred horse race meetin..,-s; and WHEREAS, it does not appear to be in the best interests of the people residing in the rapidly growing area of Southern Californl,a, and more particularly In the County of Orange, to have such restrictions placed on the licensing of future race tract operations for thoroughbred racing; and Res. No. 1753 WHEREAS, the adoption of such legislation could de- prive the people of California and of Orange County, of their right and privilege to p5."rticipate in a sport which Is healthful and relaxing in its makeup; and WHEREAS, the City Council of the City of Huntington Beach does not feel that such restrictive and monopolistic powers should be placed in the hands of a State Commission or Board without providing opportunity for the people of the State to exercise their inherent rights for control of their actions and decisions-, NOW, THEREFORE, the City Council of the City of Hunting- ton Beach resolves that by these presents, it formally and vigorously voices its opposition to the enactment of any leg- islation similar to Senate Bill No. 888 of the 1963 Regular Session; it urges that every effort be made to defeat any measure, bill or resolution which would restrict the establish- ment of additional thoroughbred racing meets; and it recommends that other cities of the State of California be alerted to the consequences of such legislation.
