A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING AND
ADOPTING THE RESOLUTION OF THE ORANGE
- COUNTY AND CITIES CIVIL DEFENSE PLANNING
BOARD DATED MAY 99 1963, DESIGNATING
ORANGE COUNTY AS AN "OPERATIONAL AREA"
BE IT RESOLVED by the City Council of the City of Hunt-
ington Beach that the designation of Orange County as an
"Operational Area" by the California State Operations Plan of
the State of California Civil Defense Organization is hereby
approved, and the statement of policies adopted by the Orange
County and Cities Civil Defense Planning Board in paragraph 2
of its Resolution dated May 9, 1963, a copy of which is attach-
ed hereto and made a part hereof, be, and the same is hereby
approved, ratified and adopted.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach, California, at a regular meeting of the City
Council held on the 15th day of July, 1963-

I, PAUL C. JONES, the duly elected, qualified and
acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is five; that the foregoing
resolution was passed and adopted by the affirmative vote
of more than a majority of all the members of said City
Council at a regular meeting thereof held on the 15th day
of July, 1963, by the following vote:

6 On motion of Dr. Edward L. Russell, duly ,seconded and carried,
7 the following Resolution was adopted.
8 WHEREAS, the State of California has, by the California State\
9 Operations Plan, designated Orange County as the location for an
10 Operational Area Organization, which is defined therein as follows :
11 "An Operational Area organization is an intermediate
12 unit of the State of California Civil Defense Or$ani-
13 nation FOR A WAR-CAUSED STATE OF EXTREME EMERGENCY,
14 consisting of a county government and all of the city
'Z 15 governments in the county area; and it is established

m 16 for the purpose of coordinating emergency operations

O00 17 conducted b the several local governments in the

18 area and to serve as a wartime link in the system
191 of communication and coordination between the regional
20 emergency operating center and the local governments
21 comprising the Operational Area. "
22 and,
23 WHEREAS, this Board desires to approve such designation and to
24 obtain approval thereof by the County and the various cities in Orange
25 County;
26 NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS :
27 1. Said designation by the State of California of Orange County

28 as an "Operational Areaf9 under the Civil Defense laws and regulations
29 of California is hereby approved.
30 2. That this Board hereby adopts the following statement of
31 policies concerning its status and operations and requests ratification
_/2 of same by said County and cities :

1 a . That the Orange County and Cities Civil Defense
2 Planning Board shall act as the over-all Civil Defense
3 policy-making body as representing all local juris-
4 dictions in Orange County.
5 b. That the Operational Area Organization shall
6 be activated for operations only during a war-caused
7 "state of extreme emergency", and will participate in
8 National, State and countywide test exercises and
9 training programs.
10 c, That the County of Orange shall provide the
11 operating staff for the Operational Area , augmented by
12 representation from the professions , business and indus-
- 13 try as the participating jurisdictions consider necessary
14 and appropriate.
15 d, That the Orange County Emergency Operating Center

8� 18 shall be the Operational Area Headquarters.

go 17 e, That the Chairman of the Board of Supervisors shall
18 be the Operational Area Coordinator for the Orange County
19 Operational Area.
20 f. That in the absence of the Chairman of the Board of
21 Supervisors, or in the event of his inability to function,
22 he shall be succeeded as Operational Area Coordinator by
23 the next senior member of the Board of Supervisors in
W24 terms of total service on said Board, and in the event
25 of equal length, of such service, by seniority in age.

27 The foregoing Resolution was adopted by the Orange County and
28 Cities Civil Defense Planning Board at its meeting of May 9, 1963, by
29 a unanimous vote of those members present.
