A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH COMMEND-
ING THE ORANGE COUNTY WATER DISTRICT
ON ITS DECISION TO COMMENCE LITIGATION
TO DETERMINE ALL WATER RIGHTS IN THE
ShNTA ANA RIVER WATERSHED.
WHEREAS, the Orange County Water District has de-
cided to file suit to determine all water rights in the
Santa Ana River watershed above Prado Dam, and
WHEREAS wa
ter resources are a limiting factor in the
development of Southern California, and fairness in apportion-
ing them accordingly goes to the essence of justice among

different areas in the same watershed, because each watershed
is an interdependent water community; and
WHEREAS, the recent adverse decision in the Colorado
River litigation makes just allocation of water resources
even more important in Southern California; and
WHEREAS, the spectacular recent growth of Southern
California has increased its need for water far beyond its
local resources and has caused the Orange County Water Dis-
trict to become the largest single purchaser of water From the
Metropolitan Water District, part of which water is used to re-
plenish underground reservoirs; and
WHEREAS, the communities and individuals above Prado
Dam have been pumping increasing quantities of water from
underground reservoirs without replenishing same in any sub-
stantial quantities, and

acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is five; that the foregoing
resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular meeting thereof held on the 5= day of AU&Us4
1963, by the following vote:

WHEREAS, future orderly development of all areas
In the basin, with justice among them, demands judicial de-
termination of their respective water rights as soon as
possible;
NOW, THEREFORE, BE IT RESOLVED that this Coundil
commends the Orange County Water District on its decision
to commence said litigation, and hereby expresses its full
support therein.
PASSED AND ADOPTED by the City Council of the
City of Huntington Beach, California, at a regular meeting
this 5tb day of ffugust 1963.
