A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF HUNTINGTON BEACH GIVING
NOTICE OF PROPOSED ANNEXATION TO THE
CITY OF HUNTINGTON BEACH OF THAT CER-
TAIN UNINHABITED TERRITORY DESCRIBED
HEREIN AND DESIGNATED AS "HEIL ANNEXATION"
AND GIVING NOTICE OF TIME AND PLACE FOR
HEARING OF PROTESTS THERETO.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH:
Section 1. That pursuant to the provisions of the "Annexation
of Uninhabited Territory Act of 1939", a petition was signed by owners
of not less than one-fourth of the land in the hereinafter described
territory by area and by assessed value as shown on the last equalized
assessment roll of the County of Orange, was filed with the Council of
the City of Huntington Beach on May 4, 1964, requesting annexation of
the hereinafter described territory to said City; that said territory
which said petitioners request be annexed to the City of Huntington Beach
and which said City and its Council propose to annex to the City of
Huntington Beach is situated in the County of Orange, State of California,
hereby designated,
'HEIL ANNEXATION"
is described as follows:
1.
Res. No. 1959
Beginning at an angle point in the existing boundary of the City
of Huntington Beach as established by Ordinance No. 686 adopted by
the City Council by the said City of Huntington Beach April 7, 1958, and
certified by the Secretary of the State of California on May 5, 1958, said
angle point being the intersection of a line drawn parallel to and distance
30 feet southerly measured at right angles from the north line of Section
23, Township 5 South, range 11 West, San Bernardino Meridian, with a
line drawn parallel to and 30 feet Westerly measured at right angles
from the Easterly line of said Section 23, said Township and Range;
Thence N 0° 46' 0" W a distance of 1349. 91 feet along a line distance
30 feet Westerly measured at right angles from the said Section 14, said
Township and Range, which is also the City boundary of the city of
Huntington Beach as established by Ordinance No. 686, to the North line
of the Southeast quarter of the Southeast quarter of Section 14, said Town-
ship and Range; thence leaving the City boundary of the City of Huntington
Beach as established by the City Ordinance No. 686, N 89' 23' 35" E a
distance of 132. 00 feet to the East line of the West 102 feet of the South-
west quarter of Section 13, said Township and Range, which is also the
City boundary of the City of Westminster as established by Ordinance No.
1089 adopted by the City Council on January 27, 1959; thence S 0° 46' 0"
E a distance of 1289. 91 feet along the east line of the West 102 feet of the
Southwest quarter of said Section 13, said Township and Range, which is
also the City boundary of the City of Westminster as established by
Ordinance No. 1089, to the North line of Edinger Avenue (formerly known
as Smeltzer) 60 feet in width; thence N 89' 22 20" E a distance of 2551. 27
feet along said North line of Edinger Avenue (formerly known as Smeltzer)
which is also the City boundary oft he City of Westminster as established
by Ordinance No. 1089; thence S 0 48 30 E, a distance of 1350. 34 feet
along the East line of Newland Street 30 feet in width, which is also the
City boundary of the City of Westminster as established by Ordinance No.
1139, to the South line of the North half of the Northwest quarter of said
Section 24, said Township and Range; thence S 89' 22' 35" W a distance
of 2550. 93 feet along the South line of the North half of the Northwest
quarter of said Section 24, said Township and Range, which is also the
City boundary of the City of Westminster as established by Ordinance No.
1139 to the East line of Huntington Beach Boulevard 132 feet wide, which
is also the City boundary of the City of Huntington Beach as established
by Ordinance No. 667; thence leaving the City boundary of the City of
Westminster N 0° 49' 40" W a distance of 1290. 76 feet along the East line
of Huntington Beach Boulevard 132 feet wide, which is also the City bound-
ary of the City of Huntington Beach as established by Ordinance No. 667,
to a line drawn parallel to and distance 30 feet Southerly and measured
at right angles at the North line of Section 24, said Township and Range,
which is also the South line of Edinger Avenue (formerly called Smeltzer)
60 feet in width; thence S 890 23' 35" W a distance of 132. 00 feet which is
also the City boundary of the City of Huntington Beach as established by
Ordinance No. 667, and the South line of Edinger Avenue (formerly called
Smeltzer) 60 feet in width to the point of beginning.

Section 2. That the County BoundaryCommission of Orange
County, California, did in session duly assembled on March 9, 1964,
approve the proposed annexation of the boundaries of said "Heil Annexation"
as above described and as submitted to said commission by the proponents
of said annexation of said territory to said City.
Section 3. That the local Agency Formation Commission of
Orange County as established by the State Legislature during the 1963
session, did in session duly assembled on April 8, 1964, hold a public
hearing on said Heil Annexation and after hearing any and all parties who
were for or against such annexation, did approve such annexation as sub-
mitted to said Commission by the proponents.
Section 4. That June 15, 1964, at the hour of 7:30 P.M. or soon
thereafter of said day, in the Council Chambers in the City Hall in the
City of Huntington Beach, County of Orange, California, is hereby fixed
as the time and place when and where any person owning property within
the uninhabited territory above described and proposed to be annexed to
the City of Huntington Beach and having any objection to the proposed
annexation may appear before the Council of the City of Huntington Beach
and show cause why such uninhabited territory should not be so annexed
to said City of Huntington Beach. Such protest must be in writing, may
be filed at any time before the hour set for hearing objections to the
proposed annexation, and shall state the name or names of the owner or
owners of property affected and the description and area of such property
in general terms.

Section S. The City Clerk of the City of Huntington Beach is
hereby authorized and directed to cause a copy of this resolution to be
published at least twice, but not oftener than once a week, in the
"Huntington Beach News", a newspaper of general circulation published
in said City of Huntington Beach, the City to which it is proposed to
annex the aforesaid territory, and also in the "Westminster Herald",
a newspaper of general circulation published outside the City of
Huntington Beach, but in the County of Orange, California, the County
in which is located the territory proposed to be annexed to the City of
Huntington Beach, said publication to be complete at least twenty (20)
days prior to the date set for hearing.
Section 6. And the said City Clerk is further authorized and
directed to cause written notice of such proposed annexation to be mailed
to each person to whom land within the territory proposed to be annexed
is assessed in the last equalized county assessment roll available on the
date the above proceedings were initiated, at the addresses shown on
said assessment roll or as known to said Clerk, and to any person who
has filed his name and address and the designation of the lands in which
he has any interest; either legal or equitable with said Clerk, such notice
to be given not less than twenty (20) days before the first public hearing
on the proposed annexation.
Section 7. In the event any land within the territory proposed
to be annexed is owned by a county, the said City Clerk is directed to
cause written notice of such proposed annexation to be mailed to the
Board of Supervisors of such County, such notice to be given not less
than twenty (20) days before the first public hearing on the proposed
annexation.

Section S. The said City Clerk is directed to cause written
notice to be given to such other persons as may be legally entitled
thereto in the manner required by law.
PASSED AND ADOPTED by the City Council of the City of
Huntington Beach, California, at a regular meeting thereof held on
the 4th day of May 1964.
