HomeMy WebLinkAboutCity Council - 2141 RESOLUTION No. 2141 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING AND ENDORSING PROPOSED ASSEMBLY BILL No.152 AND CONSTITUTIONAL AMENDMENT PROPOSAL No. 8 SUBMITTED TO THE 1965 LEGISLATURE WHEREAS, the City Council of the City of Huntington Beach fully recognizes the importance of the rights of cities, counties and political subdivisions to raise money through the issuance of general obligation bonds in accordance with existing law; and WHEREAS, if monies could not be raised through the issuance of general obligation bonds much needed capital improvements would have bo be delayed and probably would not have been built, which capital improvements are necessary for the enjoy- ment and for the welfare of the various citizens affected thereby; and WHEREAS, under existing State law the general obligation bonds cannot be issued until submitted to a vote of the citi- zens of the political subdivision attempting to issue said general obligation bonds and under existing State law such must be voted in by a majority of 66-2/3% of the people voting; and WHEREAS, many general obligation bonds are defeated by a narrow margin, indicating the majority of the people effected thereby desire that said general obligation bonds be issued but by .a small margin the same is defeated, to the detriment of the citizens affected thereby. 1. Ord. N0.2141 WHEREAS, proposed Assembly Bill No. 152 and proposed Constitutional Amendment No. 8 submitted to the 1965 Legis- lature, reduces the requirement from 66-2/3% to 60%, and It is believed that it would be for the best instersts of all political subdivisions to support the passage of said Assem- bly Bill and Constitutional Amendment proposal, as submitted. NOW, THEREFORE, BE IT RESOLVED: The City Council of the City of Huntington Beach does support Assembly Bill No.152 and Constitutional Amendment Prop -sal No. 8 submitted to the 1965 Legislature, which would reduce the requirement of 66-2/3% vote of the citizens voting for the passage of the issuance of general obligation bonds to 60%; and BE IT FURTHER RESOLVED, that copies of this resolution be sent to all Assembly and State Senators of Orange County and each City in Orange County and the Board of Supervisors of Orange County, PASSED AND ADOPTED by the City Council of the City of Huntington Beach, California, this _15th day of March , 19650 or ATTEST� A OV AS T City Zerk ALES LU TT C ty Attorney George hibata, Asst.
