A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH OPPOSING PASS-
AGE OF AB 946.
WHEREAS, AB 946 would amend the Brown Act to pro-
vide that all committee or subcommittee meetings, of a leg-
islative body, whether or not composed of a quorum of the
legislative body, shall be subject to this Act; and
WHEREAS, this means regular announced meetings at
set times and places or 24 hour notice of special meetings
if not regularly announced meetings; and
WHEREAS, most City Councils are ,unposed of five
members. If one or two members are designated as a committ-
ee to view a proposed zone change, to select a site for a
public facility or to make any investigation in order to
gather facts and report to the council, AB 946 would require
a public notice of the time and place of such so.-called
meeting 24 hours prior thereto; and
WHEREAS, AB 946 also requires all actions on charges
brought against employees and heard at an executive session
to be recorded in the minutes. This would. mean that unfound-
ed charges will be made public and the very purpose of the
executive session would be nullified by records open to all
to examine as soon as the executive session is completed.
NOW, THEREFORE, the City Council of the City of Hunt-
ington Beach feels that there is no justification for such
an extension of the Brown Act and vigorously registers its

protest against the passage of AB 946.
The City Clerk is hereby authorized and directed to
send a copy of this Resolution to Governor Edmund Brown and
to all Assemblymen from Orange County.
PASSED AND ADOPTED by the City Council of the City
of Huntington Beach, California, this 15th day of March,
1965-

I, PAUL C. JONES the duly elected, qualified and
acting City Clerk of the City of Huntington. Beach, and ex-
officio Clerk of the City Council of said City do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is five; that the foregoing
resolution was passed and adopted by the affirmative vote
of more than a majority of all the members of said City
Council at a regular meeting thereof held on the 15th day
of March 1965.
