ASSESSMENT DISTRICT NO. 6402
HUNTINGTON BEACH, CALIFORNIA
The City Council of the City of Huntington Beach,
California, in regular session assembled, does hereby resolve
and determine as follows:
j SECTION 1: That the public interest and convenience
require , and that it is the intention of said City Council to
order the following acquisition of property for public use and
work to be done or improvements to be made in said City of
Huntington Beach, California, to wit:

A. The construction and installation of a storm drain
system, as herein described, together with the ,construction and
installation of portland cement concrete aprons and two inch
thick asphalt concrete pavement over sterilized soil immediately
adjacent to the catch basins to be constructed, as a transition
therefrom to the existing street improvements , the relocation
or removal of all objects in the line of said work, whether
specifically described herein or not , all as shown upon the plans
of said work, together with appurtenances and appurtenant work,
in the following streets and rights of way:
(1) ADAMS AVENUE SYSTEM.
A reinforced concrete pipe storm drain and storm drain
system composed of 84 inch reinforced concrete pipe 1450D , 1000D ,
and 800D , 72 inch reinforced concrete pipe 1300D , 48 inch reinforced
concrete pipe 2000D , 1200D , and 1000D , 45 inch reinforced concrete
pipe 1000D, junction structures , manholes, catchbasins , inlet
and outlet structures , in the Southerly side of Adams Avenue from
a headwall to be constructed at the intersection of the Southerly
right of way line of Adams Avenue with the Northerly boundary line
of the D-1 Channel , the center line of which channel is 558.13
feet East of the intersection of the center line of Adams Avenue
with the section line on Beach Boulevard, to a point in the
Southerly side of Adams Avenue 142 feet West of said section line ,
and thence in the Northerly side of Adams Avenue to a catch basin
to be constructed in the common intersection of Main Street and
Adams Avenue 3987 feet West of said section line on Beach Boulevard;
together with;
A ramp from the Southerly edge of the existing pavement
in the common intersection of Adams Avenue and the D-1 Channel to
the channel roadways 60 feet South of the center line of Adams
Avenue , including a swail for drainage .
Earth fill over top of said storm drain from a point 340
feet East of said section line on Beach Boulevard to the inter-
section of Adams Avenue and the Easterly right of way line of said
D-1 Channel, graded to drain Southerly from the edge of the exist-
ing pavement.
The relocation of the existing steel guardrails and wood
posts in Adams Avenue from a point 280 feet East of said section
line on Beach Boulevard to a point 339 feet East of said section
line , and including at said location the installation of 15 feet
of 18 inch reinforced concrete pipe 1500D, and the reconstruction
of the existing four inch sewer lateral as an inverted siphon
below said storm drain.

The connection of the existing 24 inch CMP and existing
junction structure with a junction structure in said storm drain
in the intersection of Adams Avenue with Beach Boulevard, and in-
cluding the construction of a new outlet upon the South side of
said existing i250D .

A catch basin in the Northerly one-half of Adams Avenue ,
the center line of which is 65 feet West of the center line of
Florida Street, said catch basin to be constructed in a permanent
storm drain easement described as:
The Southerly 20.00 feet of the Westerly 10.00
feet of the Easterly 40.00 feet of Block 1706
of the East Side Villa Tract, as shown by map
on file in Book 4, Page 65 of Miscellaneous
Maps , Official Records of Orange County, California,
and to be connected to said storm drain by 26 feet of 18 inch re-
inforced concrete pipe 2000D .
The removal of the existing CNP culvert 247 feet West of
the intersection of the center lines of Adams Avenue and Huntington
Street.
A catch basin in the Westerly one-half of Alabama Street,
the center line of which is 85.5 feet North of the center line of
Adams Avenue , with 67 feet of 18 inch reinforced concrete pipe
1750D , connecting said catch basin with said storm drain at a
point in the common intersection of Adams Avenue and Alabama Street
9 feet West of the center line of Alabama Street .
A catch basin in the Northerly one-half of Adams Avenue ,
the center line of which is 70.5 feet East of the center line of
Alabama Street in the street right of way described as:
The following portions of Lots 22 and 23 of
Block 1702 , Section 5 , Vista Del Mar Tract ,
as shown by map on file in Book 4, Page 15 of
Miscellaneous Maps , Official Records of
Orange County, California:
The Westerly 19.00 feet of the Southerly 20.00
feet of Lot 23 , the Easterly 8.00 feet of the
Southerly 20.00 feet of Lot 22 and an additional
14.92 square feet of said Lot 12 as a portion of
a future 30 foot radius property line return,

and which catch basin is to be connected by 26 feet of 24 inch
reinforced concrete pipe 1750D, and an inlet to said storm drain
at a point in Adams Avenue 81 feet East of the center line of
Alabama Street .
A catch basin to be constructed in the Westerly side of
Lake Street, the center line of which is 144 feet North of the
center line of Adams Avenue ; thence Easterly from said catch basin
using 72 .5 feet of 27 inch reinforced concrete pipe 1100D , to a
modified catch basin to be constructed in the Easterly one-half of
Lake Street , the center line of which is also 144 feet North of
the center line of Adams Avenue , and thence in Lake Street to a
manhole structure to be constructed in said storm drain in Adams
Avenue , using 120 feet of 36 inch reinforced concrete pipe 1250D.
A catch basin in the Easterly one-half of Pine Street,
the center line of which is 105 feet North of the center line of
Adams .Avenue; thence Southwesterly in Pine Street using 44 feet
of 18 inch reinforced concrete pipe 1500D , to a catch basin to
be constructed in the Westerly one-half of Pine Street, the center
line of which is 87 feet North of the center line of Adams Avenue ;
thence Southeasterly in Pine Street and its common intersection
with Adams Avenue using 77 feet of 18 inch reinforced concrete
pipe 1500D, to an inlet to be constructed in said storm drain in
Adams Avenue 4 feet West of the center line of Pine Street .
A catch basin in the Westerly one-half of Park Street,
the center line of which is 90 feet North of the center line of
Adams Avenue ; thence Easterly in Park Street from said catch
basin using 40.5 feet of 18 inch reinforced concrete pipe 1500D,
to a catch basin to be constructed in the Easterly one-half of
Park Street, the center line of which is also 90 feet North of
the center line of Adams ,Avenue , and thence Southerly in Park
Street to a manhole to be constructed in said storm drain in the
common intersection of Park Street and Adams avenue 24 feet East
of the center line of Park Street and using 18 inch reinforced
concrete pipe 1500D .
A. catch basin in the Easterly side of Main Street, the
center line of which is 96 feet North of the center line of Adams
Avenue ; thence Southerly from said catch basin using 73 feet of
18 inch reinforced concrete pipe 1750D, to a connection with said
storm drain at a point in Adams Avenue 74 feet East of the center
line of Main Street; also from a manhole to be constructed in
said storm drain in Adams Avenue as aforesaid at a point therein
51 feet East of the center line of Main Street , thence Southerly
in Main Street from said manhole 87 feet using 18 inch reinforced

concrete pipe 1750D, to a catch basin to be constructed; thence
Southwesterly in Main Street from said catch basin using 118 feet
of 18 inch reinforced concrete pipe 1500D , to a catch basin to
be constructed, the center line of which catch basin is 140 feet
South of the center line of Adams Avenue ,"and to be connected at
said point in Main Street with an existing 18 inch storm drain
pipe
(2) DELAWARE STREET SYSTEM.
A reinforced concrete pipe storm drain and storm drain
system, composed of 51 inch reinforced concrete pipe 1400D, 66 inch
reinforced concrete pipe 1300D , 69 inch reinforced concrete pipe
1350D , and 72 inch reinforced concrete pipe 1300D , 1000D, 1350D,
and 1450D, catch basins , inlet structures and intake pipes, from
a manhole to be constructed in the storm drain to be constructed
in Adams Avenue as hereinbefore set forth at a point in Adams avenue
44 feet East of the center line of Delaware Street; thence North-
westerly in Adams Avenue to Delaware Street, and thence Northerly
in the Easterly one-half of Delaware Street to an inlet structure
to be constructed with a 45 inch stub facing North, 900 feet North
of the intersection of Delaware Street with the center line of
Garfield Avenue , together with:
A catch basin in the Westerly side of Delaware Street,
the center line of which is 87 feet North of the center line of
Adams Avenue , and to be connected to said storm drain line in the
Easterly one-half of Delaware Street, using 55 feet of 18 inch
reinforced concrete pipe 1750D.
Two catch basins in the North and South sides , respectively,
of Utica Avenue, the center line of each of which is 77 feet West
of the center line of Delaware Street, and to be connected to each
other, using 40.5 feet of 18 inch reinforced concrete pipe 150OD;
thence from said catch basin to be constructed upon the Southerly
side of Utica Avenue Easterly in Utica Avenue to its intersection
with Delaware Street and thence Southerly in Delaware Street using
73 .34 feet of 18 inch reinforced concrete pipe 1500D to a catch
basin to be constructed in the Westerly side of Delaware Street,
the center line of which is 65 feet South of the center line of
Utica Avenue , and thence from said catch basin using 53 feet of 18
inch reinforced concrete pipe 1750D to a manhole in said storm drain
system to be constructed in the Easterly side of Delaware Street.
Two catchbasins in the Northerly and Southerly sides of
Utica Avenue , respectively, the center line of each of which is
82 feet East of the cerizer line of Delaware Street, and to be

connected to each other , using 40.5 feet of 18 inch reinforced concrete
pipe 1500D, and thence from the catchbasin to be constructed upon
the Southerly side of Utica Avenue , as aforesaid, to said storm
drain system to be constructed in the Easterly side of Delaware
Street at a point in the common intersection of Delaware Street and
Utica Avenue 23 feet South of the center line of -Utica Avenue .
A catch basin in the Westerly one-half of Delaware Street
373 .5 feet North of the intersection of Delaware Street with the
center line of Utica Avenue , and thence from said catch basin to
an inlet in said storm drain system to be constructed in Delaware
Street at a point in Delaware Street 361 feet North of said center
line of Utica Avenue , and using 50 feet of 18 inch reinforced concrete
pipe 1750D .
The reconstruction and reshaping of an existing catch
basin in the Easterly one-half of Delaware Street at a point in
Delaware Street 373 .5 feet North of said center line of Utica Avenue,
and thence connecting said catch basin with said storm drain system
to be constructed in the Easterly one-half of Delaware Street, and
using 18 inch reinforced concrete pipe 1750D .
The removal of 55 feet of existing CMP in Delaware Street
at a point in Delaware Street 373 .5 feet North of said center line
of Utica Avenue .
A 12 inch CMP drop inlet with asphalt concrete apron in
the Northerly one-half of Yorktown Avenue 78.5 feet East of the
center line of Delaware Street, thence Southerly in Yorktown .Avenue
usingg 48 feet of 18 inch reinforced concrete pipe 1500D a distance
of 52 feet to a catch basin to be constructed in the Southerly side
of Yorktown Avenue , the center line of which is 78.5 feet East of
the center line of Delaware Street, and thence Southwesterly from
said catch basin through the street right of way described as:
That portion of the Northerly 225 .00 feet of
Block 2405 East Side Villa Tract , as shown by
map on file in Book 4, Page 65 of Miscellaneous
Maps , Records of Orange County, California,
described as follows:
Beginning at the Northwesterly corner of said
Block 2405; thence Easterly along the Northerly
line of said Block 2405 a distance of 43 .50 feet;
thence Southerly 10.00 feet to a line parallel
to said Northerly line of Block 2405; thence
Westerly along said parallel line a distance of

13 .50 feet to the beginning of a tangent
curve , concave Southeasterly, having a radius
of 30.00 feet; thence Westerly and Southerly
along said tangent curve to the Westerly line
of said Block 2405; thence Northerly along
said Westerly line a distance of 40.00 feet to the
point of beginning,
and using 69 feet of 18 inch reinforced concrete pipe 2000D , to
an inlet with said storm drain system to be constructed in -Delaware
Street at a point in Delaware Street 39 feet South of the center
line of Yorktown Avenue , together with the removal of the exist-
ing 12 inch CMP in Yorktown Avenue immediately East of its inter-
section with Delaware Street.
A catch basin in the Westerly one-half of Delaware Street ,
the center line of which is 800 feet North of the center line of
Yorktown Avenue , and thence Easterly in Delaware Street using 42
feet of 18 inch reinforced concrete pipe -.1750D to an inlet to be
constructed in said storm drain system to be constructed in Delaware
Street at a point in Delaware Street 791 feet North of said center
line of Yorktown Avenue , together with the removal of the two
existing CNP culverts in the common intersection of Delaware Street
and Seventeenth Street.
Two catch basins on the Northerly and Southerly sides ,
respectively, of Clay Avenue, the center line of each catch basin
being 85 .5 feet West of the center line of Delaware Street, with
said catch basins being connected_to each other , using 40.5 feet
of 21 inch reinforced concrete pipe 1500D with concrete encasement,
and thence from said catch basin to be constructed upon the South-
erly side of Clay Avenue Southeasterly in Clay Avenue and Delaware
Street to an inlet with said storm drain system to be constructed
in Delaware Street at a point in Delaware Street 39 feet South of
the center line of Clay Avenue , using 94 feet of 24 inch reinforced
concrete pipe 1750D.
A catch basin in the Westerly one-half of Delaware Street,
the center line of which is 73 .5 feet North of the center line of
Clay Avenue; thence from said catch basin Southeasterly in Delaware
Street, using 69 feet of 24 inch reinforced concrete pipe 1750D,
to a junction chamber to be constructed in said storm drain system
to be constructed in Delaware Street at a point in the common
intersection of Delaware Street and Clay Avenue 22 feet North of-
the center line of Clay Avenue , and thence from said junction
chamber Easterly in Clay Avenue , using 54 feet of 18 inch reinforced

concrete pipe 1750D to a catch basin to be constructed, the
center line of which catch basin is 82 feet East of the center
line of Delaware Street.
A catch basin in the Westerly one-half of Delaware
Street, the center line of which is 710 feet North of the inter-
section of the center lines of Delaware Street and Garfield Avenue ,
and thence from said catch basin Southeasterly in Delaware Street,
using 44 feet of 21 inch reinforced concrete pipe 1750D , to an
inlet to be constructed in said storm drain system to be con-
structed in Delaware Street at a point in Delaware Street 702 feet
North of said center line of Garfield Avenue .
(3) CONSTANTINE DRIVE AND RIGHT OF WAY SYSTEM.
The construction and installation of a reinforced con-
crete pipe storm drain and storm drain system, consisting of 48
inch reinforced concrete pipe 1400D and 1200D , 42 inch reinforced
concrete pipe 1500D , 39 inch reinforced concrete pipe 1100D and
1500D, 36 inch reinforced concrete pipe 1000D, catch basins , man-
holes, inlet and outlet structures , and intake pipes , commencing
at a manhole to be constructed in said storm drain system to be
constructed in Delaware Street as aforesaid, 900 feet North of
the intersection of Delaware Street with the center line of
Garfield Avenue ; thence Northeasterly in Delaware Street to its
intersection with the permanent storm drain easement described as:
The following portions of Tract No. 7 , as shown
by map on file in Book 9, Page 8 of Miscellaneous
Maps , Records of Orange County, California:
The Northerly 10.00 feet of Lot 8, and a 3 ' x 3 '
right triangular parcel bounded Northerly and
Westerly by the Southerly line of the Northerly
10.00 feet of said Lot 8, and the Easterly line
of the Westerly 10.00 feet of said Lot 8, re-
spectively; the Northerly 10.00 feet of Lot 9,
Block G; the Southerly 5 .00 feet of Lot 21,
the Northerly 5.00 feet of Lot 22 , the Southerly
5 .00 feet of Lot 12 , and the Northerly 5 .00 feet
of Lot 13 , all of Block H of said Tract No. 7 ;
excepting therefrom those portions of the above
described parcels which have become public street
rights of way,
and thence Easterly in said storm drain easement to a catch basin
to be constructed in the Westerly one-half of Beach Boulevard 62

feet South of the center line of Constantine Drive; thence North-
erly in the Westerly one-half of Beach Boulevard, using 79 feet of
42 inch reinforced concrete pipe 1500D to a manhole to be con-
structed in the Westerly one-half of the common intersection of
Beach Boulevard and Constantine Drive ; thence Easterly from said
manhole through the Northerly one-half of Constantine Drive to a
catch basin to be constructed, the center line of which is 55 .4
feet West of the center line of Hoyt Lane , and which has 20 feet of
18 inch reinforced concrete pipe 1500D projecting Southerly there-
from; thence Easterly and Northerly through the common inter-
section of Constantine Drive with Hoyt Lane , and thence Northerly
in the Westerly one-half of Hoyt Lane to two catch basins to be
constructed in both sides of Hoyt Lane , the center line of each of
which is 270 feet North of the intersection of Constantine Drive
with the center line of Hoyt Lane , with said catch basins being
connected to each other, using 40.5 feet of 24 inch reinforced
concrete pipe 1250D, together with;
Two catch basins in the Easterly and Westerly sides , re-
spectively, of Florida Street , the center line of each of which
catch basin is 963 feet North of the intersection of Florida Street
with the center line of Garfield Avenue , and being connected to
each other, using 40.5 feet of 18 inch reinforced concrete pipe
1500D; thence Southerly in Florida Street from the catch basin
to be constructed in the Westerly side of Florida Street to a
manhole to be constructed in said Constantine Drive storm drain
system 23 feet West of the center line of Florida Street , and
using 35 feet of 18 inch reinforced concrete pipe 1750D.
A catch basin to be constructed in the Westerly one-half
of Beach Boulevard, the center line of which catch basin is 217 .22
feet North of the intersection of Beach Boulevard with the center
line of Constantine Drive , and projecting Northerly from said
catch basin with 8 feet of 18 inch reinforced concrete pipe 1500D;
thence Southerly in Beach Boulevard from said catch basin using
191 feet of 18 inch reinforced concrete pipe 1750D to the afore-
said manhole to be constructed in the common intersection of
Beach Boulevard and Constantine Drive , including the regrading of
three existing driveways , and the replacement of the culvert in-
stallations using the same or salvaged culvert pipe as specified
in the plans ; also Northerly in the Easterly one-half of Beach
Boulevard using 137 feet of 24 inch reinforced concrete pipe
1750D from a manhole to be constructed in the common intersection
of Beach Boulevard and Constantine Drive 78 feet East of the
section line of Beach Boulevard to join the end of the existing
24 inch corrugated metal pipe , and thence Southerly from the
same manhole using 49 feet of salvaged 24 inch corrugated metal
pipe to join the Northerly end of the remaining ditch in the
Easterly one-half of Beach Boulevard.

(4) GARFIEI,D AVENUE SYSTEM.
A reinforced concrete pipe storm drain and storm drain
system composed of 36 inch reinforced concrete pipe 1500D and 2000D ,
30 inch reinforced concrete pipe 1750D , 27 inch reinforced concrete
pipe 1100D, junction structures , manholes and catch basins , from
a manhole to be constructed in Delaware Street 100 feet South of
the intersection of Delaware Street with the centerline of Garfield
Avenue ; thence Northwesterly in Delaware Street to its common
intersection with Garfield Avenue , and thence Westerly in the
Southerly one-half of Garfield Avenue to a manhole to be constructed
in the common intersection of Garfield Avenue with Crystal Street
22 feet West of the center line of Crystal Street at its inter-
section with Garfield Avenue , together with:
A catch basin in the Northerly one-half of Garfield
Avenue , the center line of which is 300 feet Nest of the center line
of Delaware Street at its intersection with Garfield Avenue , and to
be connected to a junction structure which is 296 feet West of
the center line of Delaware Street in said storm drain system to
be constructed in Garfield Avenue , using 66 feet of 18 inch re-
inforced concrete pipe 1750D .
A catch basin in the Northwesterly one-half of Main
Street, the center line of which is 229 feet Southwesterly of the
center line of Garfield Avenue at its intersection with Main Street
measured parallel with the center line of Main Street; thence
Southeasterly in Main Street, using 100.5 feet of 18 inch rein-
forced concrete pipe 1500D, to a catch basin to be constructed
in the Easterly side of Main Street, the center line of which is
219.50 feet Southwesterly of the center line of Garfield Avenue
at its intersection with Main Street, measured parallel with the
center line of Main Street, and thence Northeasterly in Main Street
from said catch basin, using 229 feet of 21 inch reinforced concrete
pipe 1750D, to a junction structure to be constructed in said
storm drain system to be constructed in the Southerly side of
Garfield Avenue , in the common intersection of Garfield Avenue ,
Main and Gothard Streets ; also 4 feet of 18 inch reinforced con-
crete pipe 1750D stubbed Northwesterly from said junction structure .
A, catch basin in the Northerly one-half of Garfield
Avenue , the center line of which is 280 feet West of the center
line of Gothard Street at its intersection with Garfield Avenue and
to be connected to a junction structure in said storm drain
system to be constructed in the Southerly side of Garfield Avenue ,
using 65 feet of 18 inch reinforced concrete pipe 1500D .
A catch basin in the Westerly one-half of Crystal Street,
the center line of which is 95 .5 feet South of the center line of

Garfield Avenue at its intersection with Crystal Street; thence
Northerly in Crystal Street and its common intersection with
Garfield avenue using 59 feet of 36 inch reinforced concrete
pipe 1500D, to the aforesaid manhole to be constructed in said
storm drain system to be constructed in the Southerly side of
Garfield Avenue , and thence from said manhole Northerly in the
common intersection of Crystal Street and Garfield ,avenue , and
in Crystal Street, using 107 feet of 18 inch reinforced concrete
pipe 1500D, to a catch basin to be constructed in the Westerly
one-half of Crystal Street, the center line of which catch basin
is 87 feet North of the center line of Garfield Avenue at its
intersection with Crystal Street .
The removal of those portions of the existing concrete
culvert and railroad tracks and ties in the common intersection
of Garfield Avenue and Main Street as shown upon said plans .
(5) OWEN AVENUE SYSTEM.
A storm drain line from a manhole to be constructed in
Delaware Street 18 .36 feet South of its intersection with the
Westerly extension of the center line of Owen Avenue , and thence
Northeasterly in Delaware Street to the permanent storm drain
easement described as;
The Southerly 10.00 feet of Lot B , Block 2805
and of Block 2806 of the East Side Villa Tract,
as shown by map on file in Book 4, Page 65 of
Miscellaneous Maps , Records. of Orange County,
California;
thence continuing Easterly in said easement to a catch basin to
be constructed in the Westerly one-half of Florida Street, the
center line of which catch basin is 5 feet North of the center
line of Owen Avenue in its common intersection with Florida
Street , using 628 feet of 27 inch reinforced concrete pipe 1750D;
and thence to a catch basin to be constructed in the Northerly
one-half of Owen Avenue , the center line of which is 58 feet East
of the center line of Florida Street at its intersection with
Owen Avenue , using 76 feet of 24 inch reinforced concrete pipe
1250D; and thence to a catch basin to be constructed in the
Southerly one-half of Owen Avenue , the center line of which is
55 feet West of the center line of Florida Street, using 40.5
feet of 18 inch reinforced concrete pipe 1500D; together with
the removal of the existing CMP in the intersection of Florida
Street and Owen Avenue .

(6) HUNTINGTON STREET SYSTEM.
A reinforced concrete pipe storm drain and storm drain
system composed of 36 inch reinforced concrete pipe 1100D , 30
inch reinforced concrete pipe 1100D , 24 inch reinforced concrete
pipe 1250D , and 18 inch reinforced concrete pipe 1500D, in
Delaware , Huntington, and Seventeenth Streets , and the permanent
storm drain easement in this paragraph hereinafter described,
from a manhole to be constructed in the Easterly one-half of
Delaware Street 37 .5 feet South of the intersection of Delaware
Street with the Easterly extension of the center line of Wichita
Avenue ; thence Northwesterly in Delaware Street to the permanent
storm drain easement described as:.
The Northerly 5 .00 feet of Blocks 2203 and 2204,
and the Southerly 5 .00 feet ofBlocks 2303 and
2304, of the East Side Villa Tract , as shown by
map on file in Book 4, Rage 65 of Miscellaneous
Maps , Records of Orange County, California;
thence continuing in said easement to a catch basin to be con-
structed in the Easterly one-half of Huntington Street , the center
line of which is also the center line of the above described ease-
ment, using 652 feet of 36 inch reinforced concrete pipe 1100D;
together with:
A, catch basin in the Westerly one-half of Huntington
Street, the center line of which is 55 feet South of the center
line of Wichita Avenue at its intersection with Huntington Street,
and being connected to the catch basin to be constructed as afore-
said in the Easterly one-half of Huntington Street and Wichita

concrete sidewalk on the Northerly side of Palm avenue from its
intersection with Lake Street to a point therein 162 feet West of
its intersection with the center line of Lake Street , the removal
of the existing curb upon the Northerly and Southerly sides of
Palm Avenue from its intersection with Lake Street to a point in
Palm Avenue 65 feet West of said center. line of Lake Street, and
the construction and installation in said area of concrete curb
and gutter and 2290 square feet of asphalt concrete cap, and in
Lake Street for a distance of 60 feet South and 60 feet North of
the center line of Palm Avenue .
Two catch basins , one on each side of Alabama Street,
the center lines of which are 57 .5 feet North of the center line
of Nashville Avenue at its intersection with Alabama Street, and
each to be connected to a junction structure to be constructed
in said storm 'drain line 60 feet North of said center line of
Nashville Avenue by 34 feet of 18 inch reinforced concrete pipe
1500D Westerly and 7 feet of 18 inch reinforced concrete pipe
1500D Easterly.
Two catch basins , one on each side of Alabama Street, the
center lines of which are 55 feet South of the center line of
Joliet Avenue at its intersection with Alabama Street , and each to
be connected to a junction structure to be constructed in said
storm drain line 49.5 feet South of said center line of Joliet
Avenue by 21 feet of 18 .,inch reinforced concrete pipe 1500D.
A, catch basin to be constructed in the Westerly one-half
of Alabama Street, the center line of which is 145 feet South of
the center line of Indianapolis Avenue at its intersection with
Alabama Street, thence Easterly using 21 feet of 18 inch reinforced
concrete pipe 1500D to a junction structure to be constructed in
said storm drain line which is 136 feet South of said center line
at Indianapolis Avenue ; thence continuing Easterly using 20 feet
of 18 inch reinforced concrete pipe 1500D to a catch basin in
the Easterly one-half of Alabama Street which is 134 feet South
of said center line of Indianapolis Avenue .
(8) FLORIDA STREET SYSTEM.
A reinforced concrete pipe storm drain and storm drain
system, using 24 inch reinforced concrete pipe 1750D , commencing
at a junction structure to be constructed in the common inter-
section of Florida Street with Adams Avenue 22 feet East of the

center line of Florida Street, and thence Northerly in Adams
Avenue and Florida Street, using 24 inch reinforced concrete pipe
1750D to two catch basins to be constructed in Florida Street,
one upon the East side and one upon the West side of Florida
Street, with the center line of each catch basin being 478.5
feet North of the center line of Adams Street at its intersection
with Florida Street , and with said catch basins being connected
to said storm drain to be constructed in Florida Street , using
40.5 feet of 18 inch reinforced concrete pipe 1500D.
(9) BEACH BOULEVARD SYSTEM.
The construction and installation of a reinforced
concrete pipe storm drain and storm drain system commencing at
a catch basin with an additional eight inch high by twenty-four
inch wide opening at ground level and a vertical grating of
exposed reinforced steel to be constructed in the Westerly side
of Beach Boulevard, the center line of which catch basin is 1014
feet South of the intersection of Beach Boulevard with the center
line of Adams Street, and thence from said catch basin Easterly
in Beach Boulevard, using 110.5 feet of 48 inch reinforced
concrete pipe 1400D , to a catch basin, with the center line of
said catch basin being also 1014 feet South of the said center
line of Adams Street , and thence continuing Easterly in Beach
Boulevard and that certain permanent storm drain easement described
in Paragraph B(2) of this section, and using 359 feet of 38 inch
high and 60 inch,..wide elliptic reinforced concrete pipe 1100D to
an angle point to be constructed in the right of way of the D-1
Channel , and thence continuing Southeasterly in said channel
right of way, using 32 feet of said 38 inch high by 60 inch wide
elliptic reinforced concrete pipe 1100D , to an outlet structure
to be constructed in said D-1 Channel .
(10) D-1 CHANNEL.
A storm drain channel in a 100 foot permanent storm
drain easement described in Paragraph B(1) of this section, and
herein referred to as the D-1 Channel, from the existing concrete
channel lining, the Northerly terminus of said concrete channel
lining being 93 feet North of the center line of Atlanta Avenue
at its intersection with the Southerly prolongation of said
D-1 Channel, to the headwall of said D-1 Channel to be constructed
at the intersection of said D-1 Channel with the Southerly right
of way line of Adams Street, and including:
The reconstruction of the existing berm around said
existing concrete channel lining, the construction of two inch
thick asphalt concrete ramps over sterilized soil upon the

Easterly and Westerly sides of said concrete channel lining, and
extending from the Northerly terminus of said existing channel
lining Southerly to a point in Atlanta Avenue 12 feet North of
the center line of Atlanta Avenue , the removal of 130 feet of
existing chain link fence on Atlanta Avenue at its intersection
with said permanent storm drain easement , the construction of
140 feet of five foot high chain link fence enclosing said
existing concrete channel lining upon the East , South, and West
sides thereof, and the construction of a six foot high chain
link fence on the P
slope upon the East and West sides of said
D-1 Channel , and extending from the five foot high chain link
fence to be constructed as aforesaid to the Easterly and Westerly
boundary lines of said D-1 Channel, and including in said
fencing twelve foot wide gates on both the East and West sides
thereof.
The construction of 60 feet of concrete encasement of
an existing 18 inch reinforced concrete pipe extending Easterly
and Westerly across said D-1 Channel between Stations 127+00
and 128+00 of said D-1 Channel as shown on said plans;
The removal of the existing masonry fence within the
right of way of said D-1 Channel on Indianapolis Avenue at its
intersection with said channel, and the construction of six foot
high chain link fences with twelve foot wide gates , 1900 square
feet of two inch thick asphalt concrete pavement over sterilized
soil in said D-1 Channel, and redwood headwalls , in said D-1
Channel upon each side of its intersection with Indianapolis
Avenue for a distance of 70 feet North and 70 feet South of the
center line of Indianappolis Avenue , with said redwood headwalls
being connected by a 72 inch by 44 inch CMP;
The lowering of 144 feet of the existing 15 inch re-
inforced concrete pipe by 1.46 feet to 2 .23 feet between the
existing manholes in the Southerly side of Indianapolis Avenue
at its intersection with said D-1 Channel;
The construction of an eight inch vitrified clay pipe
sewer line in Seven Seas Lane , with manholes , trenching, and
back.filling, from an existing manhole to be reconstructed in the
common intersection of Seven Seas Lane and Indianapolis Avenue
204 feet "West of said D-1 Channel center line to a manhole to
be constructed in the existing sewer line in the common inter-
section of Seven Seas Lane and Driftwood Circle 199.69 feet
South thereof; also, the construction of a manhole in the exist-
ing sewer line in Indianapolis Avenue 75 feet East of the center
line of said D-1 Channel and the abandonment of the existing

sewer line between a point 75 feet Easterly and 204 feet Westerly
of the center line of said D-1 Channel.
Redwood headwalls connected by a 48 inch CMP in said
D-1 Channel for a distance of 22 feet North and 22 feet South
of the center line of an earth roadway crossing said D-1 Channel
at Station 156• -50 of said plans ; the construction of 100 feet
of said 25 foot wide earth roadway extending Easterly and Westerly
through said D-1 Channel, for a distance of 50 feet Easterly of
the center line thereof and 50 feet Westerly of the center line
thereof, to replace that portion of an existing oil field roadway
that is to be removed by said D-1 Channel storm drain construction.
The construction of 111 feet and 76 feet of 8 inch masonry block
retaining wall upon the Westerly side of said D-1 Channel from
Station 157+88 to Station 159--18 and from Station 161+06 to
Station 161+60, respectively, of said plans ; the construction
of 115 feet of a 25 foot wide dirt roadway extending in an Easterly
and Westerly direction through said D-1 Channel, the intersection
of the center line of which roadway with said D-1 Channel is
Station 16 Wr80 of said plans , for a distance of 50 feet Easterly
of the center line of said channel and 50 feet Westerly of the
center line of said channel to replace that portion of an existing
oil field roadway that is to be removed by said D-1 storm channel
construction; the construction of redwood headwalls between
Station 16WE--56 and 161+04 of said plans connected by a 48 inch
CMP; the construction of 58 feet 6 inches of six foot high chain
link fence upon the headwall at the intersection of said D-1
Channel with the Southerly boundary line of Adams Street, then
for a distance of 30 feet South thereof upon each side of said
D-1 Channel , and then 12 foot wide gates across the roadways thereof .
The construction of four inch portland cement concrete
channel lining with steel mesh from the aforesaid channel headwall
to a point in said D-1 Channel 140 feet Southerly thereof.

which plans , profiles , detailed drawings and specifications are
on file in the office of the Director of Public Works and which
are hereby referred to for a more particular description of said
work, grade of said work, and location of said. work in and along
the streets and rights of way hereinbefore mentioned.
SECTION 3: The expenses and cost of said acquisition of
land, work and improvements shall be chargeable upon a district ,
which said district said City Council hereby declares to be
the district benefited by the wore and improvements herein
described and to be assessed to pay the cost and expenses

thereof . Said district shall include all that territory in said
City of Huntington Beach which is shown upon that certain plat
or map thereof on file in the office of the City Clerk, entitled
"MAP OF ASSESSICNT DISTRICT 6402 , CITY OF HUNTINGTON BEACH,
U,LIFORNIA, " and which said map or plat indicates by a boundary
line the extent of the territory included in the proposed district
and covers all details as to the extent of the area to be assessed,
and to which reference is hereby made .
SECTION 4: NOTICE IS HEREBY GIVEN that serial bonds
shall be issued in the manner and form provided in Part 5 , Division
7 of the Streets and Highways Code of the State of California , the
Improvement Act of 1911 , to represent unpaid assessments of Fifty
Dollars ($50.00) or over, which said bonds shall bear interest at
the rate of six percent (6%) per annum and the last installment of
which bonds shall mature nine (9) years from the second day of
January next succeeding the first day of September following their
date .
SECTION 5: NOTICE IS HEREBY FURTHER GIVEN that on
Monday- _ the 21st -day of March, 1966
at the hour of 7 :30 o'clock P .M. of said day, or as soon thereafter
as said hearing can be held, in the council chambers in the
City Hall of said City of Huntington Beach, the meeting
place of said City Council , any and all persons having any
objections to the proposed acquisition of land for public use ,
work or improvements , or any objections to the grades to which

said work is to be done, or any objections to the boundaries of
the district proposed to be assessed to pay the cost and expense
of said acquisition, work or improvement, may appear before
said City Council and show cause why said proposed acquisition of
land, work or improvements should not be carried out in accordance
with this resolution of intention, and may present written protests
in the form and manner required by law not later than the hour
hereinabove set for hearing objections against authorizing said
acquisition or the doing of said work, the grades to which said
work is to be done , or the extent of the territory to be assessed
to pay the cost and expenses thereof. Said hearing shall be held
concurrently with the public hearing upon the Investigation Report
of the City Engineer, as called and set by Resolution No. 2303
of this City Council adopted February 7 , 1966
SECTION 6: The City Clerk shall cause this resolution of
intention- to be published twice in the Huntington Beach News, a
newspaper of general circulation, published and circulated in said
City of Huntington Beach, which said newspaper has heretofore been
designated by said City Council as the newspaper in which shall
be printed and published all notices , resolutions , orders , and
other matters required to be published in the proceedings to be
taken pursuant to this resolution and under the provisions of the
Improvement Act of 1911; the first publication of said notice
shall be not less than ten (10) days prior to the date herein

fixed for the public hearing fixed by this resolution of intention.
SECTION 7: The Superintendent of Streets of said City
of Huntington Beach shall cause to be conspicuously posted along
the line of said contemplated work and improvements , and on all
the open streets within the assessment district notice of the
passage of this resolution of intention, in the time , form and
manner required by law.
SECTION 8: The City Clerk of said City of Huntington
Beach is hereby directed to mail notices of the adoption of this
resolution of intention, postage prepaid., to all persons owning
real property proposed to be assessed- to pay any part of the cost
of said acquisition and work, whose names and addresses appear
on the last equalized assessment roll for real property taxes, or
as known to said City Clerk. Said mailing is to be completed at
least fifteen (15) days prior to the day herein fixed for the
public hearing on this resolution of intention, all in the time ,
form and manner prescribed in said Improvement Act of 1911 .
SECTION 9: NOTICE IS HEREBY FURTHER GIVEN that the
grades to which said work is to be done are , or may be in part ,
new and different from those heretofore established, or may be
and in some cases are different from existing ground levels .
SECTION 10: The total estimated cost of said work and
improvements , including estimated incidental costs , is in the
amount of $ 1,396 ,480.31

SECTION 11: The estimated cost of said acquisition of
property is $ 284,220.00 , and is in addition to
the total estimated cost of said work and improvements hereinabove
set forth.
SECTION 12: NOTICE IS HEREBY FURTHER GIVEN that the
report of the City Engineer of the City of Huntington Beach, Calif-
ornia upon the proposed acquisition of land and improvement, as
approved by said City Council , is on file in the office of the
City Clerk of said City of Huntington Beach, and open to public
inspection.
SECTION 13: A,11 of the lands , rights of way and ease-
ments aforesaid, required in said work and improvements , shall be
acquired by said City of Huntington Beach by gift, purchase , or
condemnation. Said City of Huntington Beach shall advance the
cost thereof from its General Fund, and shall assess such cost
thereof, including the incidental expenses thereof, as a part of
the cost of said improvement .
SECTION 14: NOTICE IS HEREBY FURTHER GIVEN that the
redemption provisions of the serial bonds above mentioned in
Section 4 hereof shall provide , in addition to all other matter
required by law, for a premium of five percent (5%) of the unpaid
principal should the owner or any person interested in any lot
or parcel of land upon which any such bonds have been issued
desire to pay off any of such bonds and discharge the land described
in any of such bonds from the lien of said assessment prior to its

maturity and the commencement of proceedings for sale .
SECTION 15: Said City of Huntington Beach will con-
tribute toward the cost of said work and improvement from the
$40,000.00 budgeted for flood control purposes during the year
1965-1966 the amount remaining after payment for the cost of
relocation of facilities of Standard Oil Company of California
in the line of said work by prior legal right . The amount of
said contribution is now estimated to be $ 14,180.00
