WHEREAS, great care has been taken in the Master Planning of the City of Huntington Beach to create beautiful streets, free of unnecessary obstructions; and WHEREAS, additional expense has been incurred by home- owners, developers, and the City in order to bring about inno- vations of design for beautification of public property; and WHEREAS, the new requirement by the Postmaster General for rural-type mailboxes in all new subdivisions would cause installation of unsightly, upright mailboxes at intervals of approximately every 60, along residential streets; and WHEREAS, after due study and consideration, the City Council of the City of Huntington Beach also finds as follows: (1 ) Beautification efforts currently underway to elim- inate unsightly utility poles, signs, et.al. will be hampered by these unnecessary additions to the "street scene." (2) Current trend toward contingency of sidewalk with curb will cause conflict of mail boxes with park- ing of vehicles, opening and closing of automobile doors, etc. (3) Placement of mail boxes adjacent to curbs will ob- struct pedestrian traffic using the sidewalks. (4) Street delivery boxes will not afford adequate se- curity and protection for mail. (5) The street rights-of-way are the property of the local agencies ; i .e. Cities ,Counties , therefore, this regulation is a direct infringement on the use of said property by the owner-agencies. 1. Res.
