A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH RELATING TO A
COMPENSATION PLAN,
WHEREAS, the City desires to bring its Compensation
Plan within the wage scale indicated by the salary survey;
and
WHEREAS, the City Council of the City of Huntington
Beach made its salary survey,
NOW THEREFORE BE IT RESOLVED that the City Council of
the City of Huntington Beach adopts this Resolution setting
forth a Compensation Plan and Rules for the Administration
of said Compensation Plan.
Section 1. COMPENSATION PLAN. Salary ranges and
Salary Rates : The establishment of salary
ranges and salary rates and the assignment of classifica-
tions thereto shall be by resolution of the City Council.
Full time permanent and probationary employ-
ees shall be paid at a monthly rate established for his
classification. All other employees shall be paid at an
hourly rate.

Section 2. ADMINIST'IATION OF COMPENSATION PLAN.
A. Entrance Salary Rates : The "A" step shall
be the normal hiring rate for all classifi-
cations. The City Administrator may approve appointment at
the "B" step if he determines that the person to be appoint-
ed is exceptionally well qualified.
Persons employed on a temporary basis may,
upon the written recommendation of the Department Head and
approval of the City Administrator, be compensated at any
rate established for the classification.
B. Step Increases : Advancement within a salary
range shall consist ol"one l'uii step on the salary range
unless such employee is already within one half step of the
top of the range. Merit increases shall be made as follows :
1. The "All step shall be the normal hiring
rate for the classification.
2. The "B" step provides a salary increase to
reward the employee who has increased his
value to the City and to encourage him to
continue to improve his work. An employee
shad be eligible for advancement to the
"B" step after serving six (6) months in
the "A" step. The "B" step shall be reward-
ed to an eligible employee only upon the
written recommendation of his Department
Head and approval of the City Administrator.
3. An employee shall be eligible for advance-
ment to the "C" , "D", and "E" steps after
serving twelve (12) months in the previous
step, and these steps shall be awarded to
an eligible employee only upon the written
recommendation of his department head and
approval of the City Administrator.
4. The "F" step ;rovides a salary increase to
reward an employee who has increased his
value to the City and to encourage him to
continue the improve his work. An employee
shall be eligible for advancement to the
"F" step after serving three years in the
"E" step, except that an employee who has
been in the City Service for a period of
six and one-half years shall be eligible for
the "F" step after serving one year in the
"E" step. The 1IF" step shall be awarded to
an eligible employee only upon the recom
mendation of the Department Head and, approv-
al of the City Administrator.

Section 3. OVERTIME COMPENSATION.
Overtime shall be any time worked in excess
of the basic work shift. Fire Department
personnel on 24 hour shifts shall have basic work week of
fifty-six (56) hours . All other employees shall have a basic
work week of forty (40) Hours
Overtime for eligible employees shall be
compensated at the hourly equivalent of his monthly salary
rate, or by equivalent compensatory time off. Compensatory
time off may be accumulated to a maximum of forty (40) hours.
All other overtime shall be paid overtime.
Department Heads and other key personnel
shall not be eligible for overtime compensation. Time off
for such employees may be granted by the City Administrator.
An employee, eligible for overtime compen-
sation, who is called back to duty shall receive a minimum
of two (2) hours of overtime compensation.
Section 4. COMPENSATION ON PROMOTION. Every promotion
shall carry an increase in salary. Each
person being promoted shall be placed in that step of the
appropriate range that will be equivalent to a one full step
increase in pay or the "A'" step of that range whichever is
greater.
Section 5. COMPENSATION ON DEMOTION. Every demotion
shall carry a decrease in pay. Each person
being demoted shall be placed in that step of the appropriate
range that will be equivalent to a one full step decrease
in pay.
Section 6, COMPENSATION OF CALL-FIREMEN. Said call-
firemen shall receive the following compensation:
Minimum Sum per Call. For services performed at the
place of emergency or fire, each Call-Fireman shall re-
ceive five dollars 05. 00) per call: provided that the
time actually employed on such call does not exceed
three hours.
Excess Time. In the event such services are required
on any single call in excess of three hours, such man
shall receive $1.00 per hour for such excessive time.

Services at Fire Station. For services performed at
the Fire Station, each man shall receive Five DollarsW-00)
per call, provided that the time actually employed on such
call does not exceed three hours.
Excess Time. In the event such services are required
on any single call of three hours, each man shall receive
one dollar ($1. 00) per hour for such excessive time.
Compensation for Fire Drill, For services during any
fire drill, each call fireman shall receive Five and No/100
Dollars Up"5- 00 -
Schedule of Drills. Such drills shall be held at such
times and places as is decided upon by the Fire Chief,
subject to the approval of the Council,
Limit. There shall not be in excess of three drills
per month.
Section 7- MANDATORY RETIREMENT. All employees and
officers and part-time employees are required to retire
from service with this City upon reaching their 65th birth-
day.
