HomeMy WebLinkAboutCity Council - 2426 RESOLUTION No. 2426 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON EACH SUPPORTING THE ORANGE COUNTY DIVISION OF THE LEAGUE OF CALIFORNIA CITIES IN OPPOSING THE RECOM- MENDATIONS OF THE A9\TISARY COMMISSION ON INTERGOVERNMENTAL DEL'�'TIONS. WHEREAS, the Advisary Commission on Intergovernmental Relations, in its report titled "Building Code" : A Program for Intergovernmental Reform" , has recommended a program of federal and state activity including: 1. Development of federal and state model codes, 2. Establishment of federal and state research and testing procedures , 3. Establishment of 'board of 9 -ceals at the state level, 4. Required state licensing of inspectors, and a creation of a state a'c-ency to establish minimum staffing and. training requirements in local jurisdictions, and WHEREAS, similar proposals have been evaluated and the principals found lacking as evidenced in "Building Codes for Community Development and Construction Progress ," publish- ed, by the United States Chamber of Commerce; and WHEREAS, the proposed program will result in the further diminishing of the -principle of Home Rule in a field where local legislators can most effectively solve local problems; and WHEREAS, the -oro-posed program will -preempt local adopt- ion of model codes and amendments thereto, thereby prohib- iting legislative initiative to account for unusual local conditions end to modify such regulations which have proven to be unsafe, unsound., unclear or in conflict with other regulations; and WHEREAS, the present model code organizations research programs, procedures for acceptance of alternate materials and methods of construction are now successfully operating and being improved to the benefit of local government and the construction industry; and 1. Res. 2426 WHEREAS, all segments of the construction industry act- ively and -.3rogressively suPport adoption of a model code that is amended annually to hold pace with new developments in the co-;�j.struction industry, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that it supports the Orange County Division of the League of California Cities in its opposition to the recommendations of the Advisary Commission on Inter- governmental Relati.ons.
