BEVERAGE LICENSING.
WHEREAS, the ssembly Committee on Governmental Organi-
zation is studying the broad problem of the present state
provisions relating to alcoholic beverages; and

possibly take into account many of the strictly local prob-
lems involved in licensing particular persons and locations;

to liquor control, it would be highly beneficial to local
authorities to be permitted a greater role in the licensing

of the City Of Huntington Beach recommends to the Assembly
Committee on Governmental Organization that, in its delibera-

seriously cosider the investing in local municipal authori-
ties a greater discretionary role upon the question of lo-
cations and -:--,ersons to which and to whom licenses for the
sale of alcoholic beverages shall be granted,, or transferred,
and that local municipal authorities not be preempted from
passing and enforcing legislation augmenting or supplementing,
as local needs appear, the State provisions.
