WHEREAS, California State and local governments have worked together to develop the finest network of city streets, county roads, and state highways In the country; and I JHEREAS, the principle of home rule or local responsibil- ity in the field of government has proven to be the most ef- fective political concept In nearly every area of government- al activity; and VFHEREAS, certain provisions of the Collier-Unruh Act have resulted in a burdensome paper workload which annually costs the State Department of Public Works $1,000,000.00 and costs local administration considerably --.ore than 1?1,000,000*00 which funds could be used to better advantage for actual street construction; and WHEREAS, the cities and counties of the State of Calif- ornia have competent staff personnel to "Plan, design and construct streets and highways to conform- with the State ap- proved standards under the Collier-Unruh Act; NOW, THEREFORE, BE IT RESOLVED: Thst the Legislature of the State of California be requested and encouraged to amend the Streets and Hithways Code of California to provide for: 1. Elimination of the matching fund requirement under Section 186.5 of the Collier-Unruh Local Transportation De- velopment Act. 2. A program for the certification of local engineering departments having qualified engineering staffs and proced- ures whereby the geometric and construction standards estab- lished by their engineering staffs may be utill2ed on select system projects If certified by a local engineer to be In general agreement with the State approved standards under the Collier-Unruh Act. 3. Extending the accumulation period for Collier-Unruh funds from two to five years with the provision that the City may petition the State Department of public Works for per- mission to accumulate funds beyond the five-year limitation to a maximum of ten years. Combining the funds and programs of Section 186.1 of the Collier-Unruh Local Transportation Development Act and Section 2107 of the Streets and Highways Code into a single program to simplify administration. BE IT FURTHER RESOLVED: That copies of this Resolution be forwarded to Governor Donald Reagan, Senator John Schmitz, Assemblyman Robert Badham, the Chairman of the Senate Trans- portation Committee, the Chairman of the Assembly Transport- ation and Commerce Committee, and the League of California Cities.
