RESOLUTION No. 2616
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH REQUESTING THE ORANGE
COUNTY BOARD OF SUPERVISORS TO REJECT THE PRO-
POSED TRASH TRANSFER TAX.
WHEREAS, the City Council of the City of Huntington
Beach is informed that a proposal has been submitted to the
Orange County Board of Supervisors recommending the imposition
of a charge or transfer fee upon commercial carriers at County
Transfer Stations where rubbish is taken for transfer to the
County Disposal Stations; and
WHEREAS, the City of Huntington Beach contracts with a
commercial trash collecting and disposal company for the
collection of trash and rubbish throughout this city; and
WHEREAS, charges to the contractor of the kinds referred
to above would indirectly become an added burden upon the
taxpayers of the City of Huntington Beach since the addition-
al charges would ultimately be added to the costs of collect-
ion; and
WHEREAS, the City Council of the City of Huntington
Beach is opposed to the principle of one public agency making
charges against other public agencies or charges against
eontitactors or others who contract or furnish services to
other public agencies so that in effect said charges are pass-
ed on as a tax to the taxpayers of said other public agencies;
and
WHEREAS, the proposed transfer fee is discriminatory in
that it will apply to some contractors who, because of

geographical location, must use the transfer stations,
whereas those contractors in closer proximity to the county
dump sites can go directly there and thus avoid payment of
the proposed transfer fee; and
WHEREAS, it is the desire of the City Council of the
City of Huntington Beach to make its feelings and position
known to the Board of Supervisors and other public boards
or agencies and request that such charges as indicated above
not be instituted or made.
NOW, THEREFORE, IT IS RESOLVED as follows;
1. The Board of Supervisors of the County of Orange
is hereby requested not to make any charges or transfer fees
against any public agency in the County of Orange or against
any contractor who picks up and disposes of trash under the
provisions of a contract with the public agency.
2. That the Board of Supervisors be and it is hereby
requested not to adopt fee schedules or charges against other
public agencies or to or against contractors or persons deal-
ing with other public agencies which charges would in effect
result in an additional tax on the taxpayers of such other
public agencies.
3. That the Board of Supervisors be and it hereby is
requested to adopt a policy which would eliminate as far as
Is possible all duplication of charges or services by the
County of Orange and other public agencies of the County of
Orange.

4. It is ordered that a certified copy of this res-
olution be forthwith mailed to the Orange County Board of
Supervisors.
PASSED AND ADOPTED by the City Council of the City
of Huntington Beach at an adjourned meeting thereof held
on the 14th day of August, 1967.

acting City Clerk of the City of Huntington Beach, and ex-

of the City of Huntington Beach is seven; that the foregoing
resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular adjourned meeting thereof held on the 14th
day of August , 19 67 , by the following vote :
