A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF HUNTINGTON BEACH, CALIFORNIA, AUTHORIZING
CERTAIN OF ITS MEMBERS TO FILE SMITTEN ARGU-
MENTS FOR AND AGAINST A CITY MEASURE.
i�IEREAS, a regular general municipal election is to be
held in the City of Huntington Beach, California, on April 91
19689 at which there will be submitted to the qualified electors
of said City the following City measure;
PROPOSED CHARTER AMENDMENT No. 3
"Shall proposed Charter Amendment No. 3 amending
Sections 500, 501, 502 and 503 of the Charter
of the City of Huntington Beach and adding Sect-
ion 704.1 thereto to change the City Clerk from
an elective to an appointive officer, the appoint-
ment to be made by the City Council, the appointee
to serve at the pleasure of the City Council, be
adopted?"
NOW, THEREFORE, the City Council of the City of Huntington
Beach, California, DOES HEREBY RESOLVE, DETERMINE AND ORDER, as
follows;
Section 1. That this City Council, being the legislative
body of the City of Huntington Beach, California, hereby authorizes:
Mayor Donald D. Shipley
Councilman T. W. (Ted) Bartlett
Councilman Ernest H. Gisler.
Councilman N. John 'V.V.Green,
members of said body, to file a written argument against the City
measure set forth in the recitals hereof in accordance with Ar-
ticle 4, Chapter 3, Division 4 of the Elections Code of the State
of California and to change said argument until and including the

date fixed by the City Clerk after which no arguments for or
against said City measure may be submitted to him.
Section 2, That said City Council, as the legislative
body of said City of Huntington Beach, California, hereby
authorizes:
Councilman Henry S. Kaufman
Councilman Jake A. Stewart
members of said body, to file a written argument for the City
measure set forth in the recitals hereof in accordance with
Article 49 Chapter 3, Division 4 of the Elections Code of the
State of California and to change said argument until and includ-
ing the date fixed by the City Clerk after which no arguments
for or against said City measure may be submitted to him.
PASSED AND ADOPTED by the City Council of the City
Of Huntington Beach, California, at a regular adjourned meet-
ing thereof held on the 15th day of February, 1968

I , PAUL C. JONES, the duly elected, qualified and
acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing
resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular adjourned meeting thereof held on the 15th
day of February, 19 68 , by the following vote:
