A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH DECLARING ITS
POSITION ON THE ORANGE COUNTY HARBOR DIS-
TRICT AND REQUESTING A REORGANIZATION OF
SAID DISTRICT AND AUTHORIZING ITS REPRESENT-
ATIVE TO THE ORANGE COUNTY LEAGUE OF CITIES
TO VOTE IN FAVOR OF SAID REORGANIZATION.
WHEREAS, the taxpayers within the Orange County Harbor District
should have an opportunity to determine their future with regard to harbor
facilities and services, and
The original purpose of said harbor district, to-wit: to develop and
maintain Newport Harbor, has been so greatly changed, altered and added
to by legislative amendments that the present purposes, powers and
philosophy of the harbor district are entirely different from the original
purposes, powers and philosophy of said district, and

In expanding the powers and purposes of said district the harbor
district deliberately has avoided submitting the issues to the taxpayers,
thereby taking from the taxpayers the opportunity to balance the peculiar
benefits received by individual citizens, an industry or trade, or a
community against the taxpayers' property assessment, rate of taxation
and ratio of benefit from the activities of the harbor district, and
The harbor district duplicates services required to be performed
by the city thereby causing the taxpayer to pay twice for the same type
service, and

It would be of benefit to the taxpayers in both.the city and county
to eliminate the waste of duplication of services and taxes and to have a
voice in determining their own.future, and
The Local Agency Formation Commission has refused to permit
the City of Huntington Beach to withdraw from the Orange County Harbor
District on behalf of the citizens of said city,
NOW, , THEREFORE, the City Council of the City of Huntington
Beach does hereby resolve as follows:
1. That it is in the best interests of the citizens of the City of
Huntington Beach and Orange County (a) that the Orange County Harbor
District be reorganized, and (b) that the assets of said harbor district be
transferred to the County of Orange, California, and (c) that the duties and
functions of said district be placed under the County Administrative Officer
of Orange County and the Board of Supervisors of Orange County.-
2. That Donald D. Shipley the city's representative to
the Executive Committee of the Orange County.League of Cities is hereby
authorized to present the above plan and to vote in favor of such plan or a
reasonable alternative or modification thereof.
PASSED AND ADOPTED by the City Council of the City of Huntington
Beach, at a regular meeting held on the 4th day of March 1968.

acting City Clerk of the City of Huntington Beach, and ex-
officio Clerk of the City Council of said City, do hereby
certify that the whole number of members of the City Council
of the City of Huntington Beach is seven; that the foregoing
resolution was passed and adopted by the affirmative vote of
more than a majority of all the members of said City Council
at a regular meeting thereof held on the 4th
day of March lg 68 , by the following vote:
