HomeMy WebLinkAboutCity Council - 2906 RESOLUTION NO. 2906 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DECLARING ITS POSITION ON THE ORANGE COUNTY HARBOR DISTRICT AND APPROVING THE PROGRAM OF THE ORANGE COUNTY LEAGUE OF CITIES TO INITIATE DISSOLUTION PROCEEDINGS. WHEREAS, the taxpayers within the Orange County Harbor District should have an opportunity to determine their future with regard to harbor facilities and services, and The original purpose of said harbor district, to wit. to develop and maintain Newport Harbor, has been so greatly changed, altered and added to by legislative amendments that the present purposes and powers of the harbor district are entirely different from the original purposes and powers of said district, and There appears to be some overlapping of jurisdiction between the harbor district and certain cities relating to law enforcement and fire fighting, and There appears to be some expenditures by the harbor district of funds for local benefit rather than regional recreational benefit, and There exists a separate taxing jurisdiction in the agency of the harbor district, which levies taxes to be used exclusively for harbor purposes , and There exists two parallel administrative agencies , the district and the county, for the administration of the regional harbors , beaches and parks program in Orange County, and Representatives of twenty-four cities in Orange County in April, 1968, at the League of Cities Board meeting, voted that "action be taken to cause the dissolution of the Orange County Harbor District as it now exists , " and "that the functions of said Harbor District be undertaken by a separate department of the county government in conjunction with parks , beaches , harbors , and regional recreation generally, " and It would be of benefit to the residents and taxpayers in both the cities of Orange County and the county generally to undertake these changes, NOW,, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. That it is in the best interests of the citizens of thi& .city and Orange County (a) that the Orange County Harbor District be dissolved, and (b) that the duties and functions of said district be transferred to a Cojnty Department of Parks , Beaches and Harbors under the County Administrative Officer of Orange County and the Board of Supervisors of Orange County. 2. That the city' s representative to the Executive Committee of the Orange County League of Cities is hereby auth- orized to vote in favor of the plan proposed by the League of Cities Harbor District Dissolution Committee. PASSED AND ADOPTED by the City Council of Huntington Beach at an adjourned regular meeting held on the 29th day of January, 1969.
